<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">It is intimated that the industry is engaged in pickling process to manufacture </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Bright<span style="letter-spacing: -.1pt;"> Steel </span>Bars etc.<span style="letter-spacing: -.05pt;"> </span>@<span style="letter-spacing: -.1pt;"> </span>10<span style="letter-spacing: .05pt;"> </span>MTD</span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';"> by using M.S. Rounds etc. @ 10 MTD and Sulphuric Acid (Pickling Section) @ 25 Kgs/day, under red category. The industry has applied for fresh 'consent to operate' under Water Act, 1974 and Air Act, 1981 along-with requisite documents through OCMMS. The industry has deposited Rs. 11000/- vide UTR no. N340222235146813 dated 06/12/2022 and Rs. 11500/- vide e-R no. 544571193 dated 19/01/2023 under the Water Act, 1974 and Rs. 13500/- vide UTR no. N340222235142209 dated 06/12/2022 and Rs. 13100/- vide e-R no. 53560469 dated 19/01/2023 under Air Act, 1981 against the un-depreciated fixed assets of Rs. 23.54 Lacs as on 10/08/2022 as per CA certificate dated 18/08/2022, which is adequate upto <strong>30/06/2028</strong> under the Air Act as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee and penalty charges of 25%.<span style="color: red;"> </span></span></p>
<p class="MsoBodyText" style="text-align: justify; text-indent: 1.0in; line-height: 115%; margin: 10.35pt 0in 12.0pt 0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Accordingly, the industry was visited by the AEE of this office on <strong>20/01/2023</strong>. During the visit, it was observed as under:</span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="mso-font-width: 124%;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry is engaged in pickling process to manufacture Bright Steel Bars etc. @ 10 MTD by using M.S. Rounds etc. @ 10 MTD and Sulphuric Acid (Pickling Section) @ 25 Kgs/day.</span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="mso-font-width: 124%;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">It has installed water meter on separate fresh water consumption water line and reading noted during visit was 0.92 KL.</span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="mso-font-width: 124%;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">It has installed 1 no. sintex tank of capacity 4000 ltrs for storage of effluent and during visit, it has stored approx. 600 ltrs of effluent. </span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="mso-font-width: 124%;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Till date, it has not disposed off any effluent to the re-processor due to non operation of industry / no work orders.</span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="mso-font-width: 124%;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry has signed agreements with re-processor i.e. M/s JBR Technologies Ltd. Unit-II, Kohara, Ludhiana on 22.08.2022 for lifting of its trade effluent @ 2000 ltrs/month.</span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="mso-font-width: 124%;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">During visit, the industry was guided to maintain records regarding water consumption and effluent to be disposed off to the re-processor.</span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="mso-font-width: 124%;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">The industry has not installed any D.G. set. </span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="color: black; mso-themecolor: text1; mso-font-width: 124%;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Domestic effluent generated is being discharged onto land for plantation after passing through septic tank. </span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="color: black; mso-themecolor: text1; mso-font-width: 124%;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">The site of the industry </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">is located in the industrial zone as per Master Plan of Mandi Gobindgarh.</span></p>
<p class="MsoListParagraph" style="margin-left: 27.0pt; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US" style="color: black; mso-themecolor: text1; mso-font-width: 124%;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">It has submitted building plans approved on 09.10.2022 from Er. Daljit Raheja, Competent Person under Factories Act, 1948.</span></p>
<p class="MsoHeading8" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 75.75pt; line-height: 115%;"><a name="In_view_of_the_above,_it_is_recommended_"></a><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; color: windowtext; mso-bidi-language: PA; mso-bidi-font-weight: bold;">Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -4.5pt; line-height: 115%; margin: 0in 0in 12.0pt 4.5pt;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';"><span style="mso-tab-count: 3;"> </span><strong>The Board shall continue to grant consent to</strong> <strong>establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries</strong>.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">In view of the above, it is recommended that the industry may be granted fresh 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 <strong>upto 30/06/2028</strong> for production of M.S. Rounds etc. @ 10 MTD and Sulphuric Acid (Pickling Section) @ 25 Kgs/day with suitable conditions.</span></p> |
