CTE/Fresh/MNS/2022/18044069 dated 23.02.2022 for establishment of Saila plant unit of Parboiled Rice / Steamed Rice / Sorted Rice @ 4TPH and for the discharge of Trade Effluent @100.0 KLD</span><span lang="EN-US"> </span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">Onto land for plantation after treating in ETP & Domestic Effluent @15.0 KLD Onto land for plantation after treating in septic tank, subject to the conditions mentioned therein alongwith special conditions that-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0cm 0cm 0cm 2cm; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry shall bound to comply with the provisions of Master Plan, Bareta as and when notified by the department of Town & Country Planning, Punjab.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 2cm; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry shall install Plant & Machinery only as proposed by it in the feasibility report.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 2cm; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry shall not change or alter its land area than the proposed site.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0cm 0cm 0cm 2cm; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry will construct effluent treatment plant as per approved design of ETP given by approved firms by PPCB for treatment of effluent generated from parboiled process.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 4pt 36pt; text-align: justify; text-indent: -36pt; line-height: normal;"><span lang="EN-US" style="font-family: Wingdings;">Ø<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">Now the industry has applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of Saila plant unit of Parboiled Rice / Steamed Rice / Sorted Rice @ 4TPH and for the discharge of Trade Effluent @100.0 KLD Onto land for plantation after treating in ETP & Domestic Effluent @15.0 KLD Onto land for plantation after treating in septic tank under the Red category as per the prevailing policy. The detail of the case is as under: -</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">-<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has deposited consent fee of Rs. 72000/- vide R.No. 13590103 dated 03.12.2022 under Water Act, 1974 & consent fee of Rs. 72000/- vide R.No. 888014356 dated 03.12.2022 under Air Act which is adequate upto 30.09.2027 against fixed assets of Rs. 423.29 lacs as per the CA Certificate.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; line-height: normal;"><span lang="EN-US" style="font-size: 4pt; font-family: Tahoma, sans-serif;"> </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 4pt 36pt; text-align: justify; text-indent: -37.45pt; line-height: normal;"><span lang="EN-US" style="font-family: Wingdings;">Ø<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry was visited by EE along with AEE of this office on 18.01.2023 and it was observed as under –</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry was in operation for the production of steamed rice.</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has installed cyclones as APCDs with shelling section and has not installed cyclone as APCD with the paddy cleaner of dryer section, to contain the process emissions.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has installed Husk Fired Boiler of capacity 6 TPH with twin cyclone as APCD and stack of adequate height has been provided along with facility for collection of air emission sample.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has provided room for the storage of fuel ash along with provision for the sprinkling of water. Moreover, no fuel ash was found spread near the boiler section and same is being lifted by the industry and being disposed in the nearby fields as per their requirements.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has installed ETP which consists of Screening-cum-Equalization-cum- Neutralization tank </span><span lang="EN-US" style="font-family: Wingdings;">à</span><span lang="EN-US" style="font-family: Tahoma, sans-serif;"> High-Rate Anaerobic digestion (Anaerobic Filter), Aeration tank, Secondary settling tank and sludge drying beds, however, few of the mechanical components has yet to be installed by the industry.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has failed to submit the completion report of the ETP from the recognized charted engineer.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has developed plantation area in an about 2.5 acres of land for the discharge of treated trade effluent.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has provided brick wall of 10' height with adequate length and further wind screen of 5' height has been provided on the said wall.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has planted sapling along its boundary wall, but needs to plant more saplings.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has provided septic tank for treatment of domestic effluent and provision has been made to discharge the treated effluent onto land for plantation area.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0cm 54pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span lang="EN-US" style="font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has provided brick paved on movement area of the vehicles. </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0cm -1.45pt; text-align: justify; line-height: normal;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;"> </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0cm -1.45pt; text-align: justify; line-height: normal;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">From above it is clear that the industry is not complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.</span></p>
<p class="MsoBodyText2"><span lang="EN-US" style="font-size: 6pt; font-family: Tahoma, sans-serif;"> </span></p>
<p class="MsoListParagraph" style="margin-left: 0cm; text-align: justify;"><span lang="EN-US" style="line-height: 18.4px; font-family: Tahoma, sans-serif;">Keeping in view of above, it is recommended that the fresh consent to operate under Water Act, 1974 & Air Act, 1981 may be refused.</span></p>
