It is submitted that the industry has earlier applied for obtaining Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 and the Water (Prevention & Control of Pollution) Act, 1974 along with the requisite fees and necessary documents. The industry was visited by the undersigned on 30.09.2021 and it was observed as under: - 1.    The service station was in operation during visit. 2.    The service station has installed ETP for the treatment of effluent generated from the washing section. However, the same was not in operation during a visit as there were fewer number vehicles for washing. 3.    The service station has installed ETP consisting of a collection tank – Reaction Tank – Tube Settler - Filtration – Outlet. 4.    The service station has installed 01 paint booth with adequate exhaust/stack height. 5.    The service station has installed 01 no DG Set of capacity 100 KVA with canopy. 6.    The service station falls within MC limit on GT Road and discharges its treated effluent into the sewer However, the project proponent has not submitted any documents regarding land use classification or regarding permission for the discharge of domestic effluent into the sewer and therefore, the Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was refused. The show-cause notice was issued to the industry along with the opportunity of a personal hearing before Senior Environmental Engineer, Ludhiana wherein it was decided as under: - 1.    The industry shall submit permission for discharge of treated effluent into the sewer from the Municipal Corporation, Ludhiana within 20 days. 2.    The industry shall submit the certificate regarding the Land Use classification of the area in which the service station falls and will apply for Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974, and Air (Prevention & Control of Pollution) Act, 1981 within 20 days. 3.    Environmental Engineer, Regional Office-1, Ludhiana shall re-visit the industry within 20 days and submit the report/recommendations on the matter. The industry has now again applied for obtaining Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 and the Water (Prevention & Control of Pollution) Act, 1974. The industry was again visited by the undersigned on 20/01/2023 and it was observed as under: - 1.      The service station was in operation during visit. 2.      The service station has installed ETP for the treatment of effluent generated from the washing section. However, the same was not in operation during visit as there was no effluent at inlet of ETP. 3.      The service station has installed ETP consisting of a collection tank – Reaction Tank – Tube Settler - Filtration – Outlet. 4.      The service station has installed 01 paint booth with adequate exhaust/stack height. 5.      The service station has installed 01 no DG Set of capacity 100 KVA with canopy. 6.      The treated trade effluent and domestic effluent generated from the service station are discharged into the sewer. The industry has now submitted DTP, Ludhiana letter no. 348 dated 15/03/2022 in which it is certified that the site falls in Industrial Zone. The Board has also exempted the service stations from the segregation of Industrial waste into sewers. In view of the above, if approved, Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974, and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry subject to suitable conditions and additional conditions as under:- 1.    The industry will obtain permission from MC, Ludhiana for the disposal of treated effluent into the sewer within 02 months. 2.    The industry will obtain Authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 from the Board within 02 months.   Submitted, please.
