CTE/Fresh/SGR/2021/15613312 dated 19/06/2021 valid upto 18.06.2022 to establish a unit for manufacturing of Ferrous Sulfate @ 3.3 T/day, Magnisum Sulphate @ 1.0 T/day and Bio Fertilizer @ 214 ltr/day by using Iron turning Scrap @ 1.224 T/day, Magnesite @ 0.2 T/day and Water for Bio Fertilizer @ 214 ltr/day, as raw material with certain conditions. Now, the industry has installed its proposed unit and has accordingly applied for obtaining fresh consents to operate under the Water Act, 1974 and under the Air Act, 1981 for manufacturing of Ferrous Sulfate @ 3.3 T/day, Magnisum Sulphate @ 1.0 T/day and Bio Fertilizer @ 214 ltr/day by using Iron turning Scrap @ 1.224 T/day, Magnesite @ 0.2 T/day and Water for Bio Fertilizer @ 214 ltr/day, as raw material. The consent fee deposited by the industry under the Water Act, 1974 and the Air Act, 1981 as per serial no. (vii) is adequate upto 31.05.2027 against the value of fixed assets i.e. Rs. 123.01 Lacs as on 31.03.2022 as per CA cert. dated 23.07.2022 The industry has already obtained change of land use vide memo no. 3636, STP(P)/ SP- 327 dated 25/10/2018 for establishment of the unit in the revenue estate of Village Badrukhan-B (H.B.No: 16), Tehsil & District Sangrur, having khasra no. 214//6/1 and 215//10/2 measuring 0.7988 Acres and CLU vide memo no. 3684-STP(P)/SP-327 dated 31/10/2018 having khasra no. 215//10/2 min and 215//11/1 measuring 0.4757 acre. Therefore, the total land for CLU obtained is becomes 1.27 acres. Further, in the CLU letters, it has been mentioned that the site falls in the industrial land use zone of Notified master plan Sangrur and as per zoning regulation of master plan Sangrur. </td> </tr> </tbody> </table>                 To verify the facts, the proposed site of the industry was visited by<img src="file:///C:/Users/DELL/AppData/Local/Temp/msohtmlclip1/01/clip_image001.gif" width="718" height="992" /> AEE of this office on 12.01.2023 and it was observed as under:   1.    The industry was found in operation. 2.      The industry has installed 2 no. reaction tanks (operated on electicity) for manufacturing of Ferrous Sulfate and Magnesium Sulphate, which are equipped with common alkali scrubber along with adequate stack height as APCD, which was found in operation. 3.    The wastewater from APCD blow down and wastewater from mud washer is re-used back into the reaction tank as make-up water. 4.    Only domestic effluent is being generated, which is discharged onto land for plantation after passing through the septic tank. 5.    The industry has installed one no. D.G set of capacity 60 KVA, which is equipped with canopy and stack of adequate height. 6.    The sludge generated from the process is used as fertilizer in agricultural land due to having contents of ferrous and magnesium sulphate, which is good for fertility of soil and is not hazardous in nature. The industry has submitted a copy of its building plan prepared from the competent person approved under Director of Factories, Punjab. The industry has submitted completion certificate from M/s Advanced Environment Consultant, for its APCD. Water Pollution and its Control The entire wastewater generated from the process, mud-washer and alkali scrubber blow down is re-used back into the reaction tanks. Hence, no trade effluent is generated from the industry. However, only domestic effluent is generated and same is discharged onto land for plantation after passing through septic tank. Hazardous & Solid Waste The industry was earlier imposed conditions during the grant of NOC that the industry shall obtain Actual User Certificate-cum-Red passbook and authorization as required under the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. However, magnesium and ferrous sulphate are used as fertilizers and are not covered in any schedule of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. Hence, Actual User Certificate-cum-Red passbook authorization is not required. Moreover, the industry has been advised to obtain HOWM authorization pertaining to category 5.1. The industry is complying with the conditions imposed in the NOC granted under the Water Act, 1974 & Air Act, 1981. No SOP's has been prepared by the CPCB for such type of units. In view of the above, may if approved,  the case may be sent to SEE, ZO-II, Patiala with the recommendations that consent to operate under the Water (Prevention and Control of Pollution) Act, 1974  and the Air (Prevention and Control of Pollution) Act, 1981 be granted to the industry upto 31.03.2027 for manufacturing of Ferrous Sulfate @ 3.3  T/day,  Magnisum  Sulphate  @  1.0 MT/day and Bio Fertilizer @ 214 ltr/day by using Water for Bio Fertilizer @ 214 ltr/day, Iron turning Scrap @ 1.224 MT/day, Magnesite @ 0.2 MT/day and Sulphuric Acid @ 2 MT/day as raw material with  usual  terms & conditions  as per  policy  of the Board. <span lang="EN-US" style="font-size: 11.0pt; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: Tahoma; mso-bidi-font-family: Tahoma; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">(Competency- SEE, ZO-II, Pta)
