CTOW/Varied/LDH3/2021/13538902 dated 09.02.2021 and Air Act, 1981 vide no. CTOA/Renewal/LDH3/2021/14801869 dated 19.06.2021 for the name of M/s Girnar Hosiery Works (regd.) unit-i, for the production of dyeing of knitted cloth @ 3250 Kgs/day and dyeing of yarn @ 3420 Kgs/day with disposal of trade effluent @ 400.0 KLD and domestic effluent @ 3.0 KLD into 15 MLD CETP, which were expired on 08.02.2022 & 31.12.2021 respectively.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now, the industry has applied for new consent to operate with chnage under Water Act, 1974 and Air Act, 1981 for the change of name i.e. M/s Girnar Fabrics India Private Limited, (Previously known as M/s Girnar Hosiery Works (regd.) Unit-i), Village Bhattian, K.B. Road, G.T. Road West, Ludhiana for the production of dyeing of knitted cloth @ 9600 Kgs/day and dyeing of yarn @ 4500 Kgs/day with disposal of trade effluent @ 794.0 KLD and domestic effluent @ 6.0 KLD into 15 MLD CETP.<span style="color: red;"> </span>The industry has deposit Rs. 1,08,000/- vide UTR. No. N183201174822547 dated 01.07.2020 under Water Act, 1974. Rs. 1,08,000/- vide R.no. 01/4624 dated 12.09.2019 under Air Act, 1981 & Rs 3,600/- R.no. 01/4624 dated 12.09.2019 as NOC regularization fee and Rs. 1,44,000/- vide R. no. 266793279 dated 29.08.2022 under Rs. 1,29,600/- as Water Act, 1974 & Rs. 14,400/- as NOC regularization fee and Rs. 1,30,100/- vide R.no. 754846436 dated 29.08.2022 under Rs. 1,29,600/- as Air Act, 1981 & Rs. 500/- as application form fee, which are adequate upto 30.06.2030 under both acts.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry was visited by officer of this office on 24.01.2023<span style="color: red;"> </span>and observed that:-</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">11.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">The industry is complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">It is pertinent to mention here that a meeting was taken by the Hon’ble Chairman of the Board on 09.03.2021 with the Management Representative of the SPV for CETP of capacity 15 MLD located at Bahadurke road, Ludhiana regarding allocation of shares, at Committee Room, Head Office, Patiala. During the meeting various decisions were taken by the Competent Authority of the Board including that the shares allotted to the industry was decreased from 800 KLD to @ 450 KLD. <span style="background: white;">Thereafter a meeting was again taken by the Chairman of the Board on 08.10.2021 with the representative of SPV for 15 MLD CETP located at Bahdurke Road, Ludhiana at Committee Room, Pushpa Gujral Science City, Kapurthala. During the meeting following decisions were taken:-</span></span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The SPV, BKTKA shall submit the SOP followed by SPV for the allocation of shares to member units and for transfer of shares from one industry to another, within 03 days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The Environmental Compensation imposed on the member units shall be deposited through SPV in installments.<span style="mso-spacerun: yes;"> </span>40% of the total amount shall be deposited, immediately and the remaining 60% shall be deposited in 03 installments of equal amount at the interval of 02 months each.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The member industries shall ensure that the discharge from the industrial premises does not exceed the consented discharge, till the consents are being regularized by the Board as per shares obtained.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The SPV shall be responsible for the efficient and proper operation of CETP and to achieve the stringent standards for which the CETP has been designed.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; line-height: 150%;"><span style="font-size: 2.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;"> </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The compliance of the above said decisions were sent to the Competent Authority of the Board vide E-office no. 95339 dated 14.12.2021. Thereafter the Competent Authority of the Board vide note dated 15.02.2022 has decided to regularize the existing discharge effluent as per the allotment of shares and grant varied consents to the members of the SPV in<span style="mso-spacerun: yes;"> </span>view of the fact that the Board has already imposed environmental compensation to regularize the existing discharge of the member industries. Hence the consent of the industry can be regularized as per the shares obtained.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">It is mentioned here that the CETP 15 MLD is being regularly monitored by this office and it was observed that the CETP is not achieving the inlet designed parameters as per the DPR as well as the stringent discharge parameters at the final outlet.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0in; mso-add-space: auto; text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">In view of above, it is recommended that:-</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo2; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Varied consent to operate for the change of name i.e. M/s Girnar Fabrics India Private Limited (Formerly known as M/s Girnar Hosiery Works (regd.) unit-i), Village Bhattian, K.B. Road, G.T. Road West, Ludhiana under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for the period of one year with the special condition that:-</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in .0001pt 1.25in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in .0001pt 1.25in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent.</span></p>
