RO has reported that the project proponent was granted CTE under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (under red category) vide no. CTE/Fresh/ASR/2021/15719931 dated 30/04/2021 up to 29/04/2022 for production of Dyed Knitted Cloth @ 1.0 MTD by using Undyed Knitted Cloth @ 1.0 MTD, Dyes & Chemicals @ 10 Kgs/day as raw material.           Now, the project proponent has applied for obtaining consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (under red category) with requisite documents.           The project proponent has submitted compliance of consent to establish (NOC), latest CA Certificate, partnership deed, registered deed, manufacturing process, approved map, drawing of APCD, location plan, NOC issued by ADA, Green Avenue, Amritsar regarding industrial plot at village Bhaini Gillan, Tehsil & District Amritsar issued vide no. 3415 dated 05/03/2021.           The industry was visited by AEE on 23/01/2023 and observed the following:- <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 0.75in;">1.    The civil construction work has been completed as observed at the time of visit. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 0.75in;">2.    The site falls under the revenue estate of Village Bhaini Gillan. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 0.75in;">3.    The industry is engaged in the Dyeing of Knitted Cloth @ 1.0 MTD by using Undyed Knitted Cloth @ 1.0 MTD, Dyes & Chemicals @ 10 Kgs/day as raw materials. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 0.75in;">4.    No trade effluent was seen discharged by the industry at the time of visit as the industry was not in operation. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 0.75in;">5.    The industry has installed Thermopack of capacity @ 1500000 Kcal/hour, in which Petcoke @ 3 TPD will be used as a fuel, as told by the representative of the industry. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal; margin: 0in 0in 0.0001pt 0.75in;">6.    The industry has installed an DG set of capacity 200 KVA, which is fitted with canopy.           It is further intimated that the industry is found complying with the conditions of the consent to establish (NOC) granted under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981.  RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry up to 30/06/2027 with usual terms & conditions as per the policy of the Board along with special conditions that:- <p class="MsoNormal" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.5in; line-height: normal; margin: 0in 0in 0.0001pt 0.75in;">1.            The industry will get analyzed its effluent/emission samples from Board’s Lab within 02 months. <p class="MsoNormal" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-left: 0.75in; text-indent: -0.5in; line-height: normal;">2.            The industry shall comply with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 issued from time to time. <p class="MsoNormal" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-left: 0.75in; text-indent: -0.5in; line-height: normal;">In view of the above, may if approved the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry up to 30/06/2027 with usual terms & conditions as per the policy of the Board along with special conditions that:- <p class="MsoNormal" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.5in; line-height: normal; margin: 0in 0in 0.0001pt 0.75in;">1)            The industry will get analyzed its effluent/emission samples from Board’s Lab within 02 months. <p class="MsoNormal" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-left: 0.75in; text-indent: -0.5in; line-height: normal;">2)            The industry shall comply with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 issued from time to time. 3)    The industry shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies.  4)    The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.  5)    The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises.  6)    The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
