<p class="MsoNormal" style="margin-left: 18pt; text-align: justify; text-indent: 36pt;"><span style="font-size: 11.5pt; line-height: 17.6333px; font-family: Arial, 'sans-serif';">The industry as granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. 30.09.2022 for manufacturing of Glue @ 700 Kg/day from Sinews @ 4 TPD, Sulphuric Acid @ 7 Kg/day along with wood / coal fired Boiler of Capacity 2.5 TPH having cyclone as APCD and DG Set of capacity 82 KVA with canopy, subject to the conditions mentioned therein.</span></p>
<p class="MsoNormal" style="margin-left: 18pt; text-align: justify; text-indent: 36pt;"><span style="font-size: 11.5pt; line-height: 17.6333px; font-family: Arial, 'sans-serif';"> The manufacturing process involves as under: Hide cuttings ►Drum wash ►Paddle washing (02 nos. with sulphuric acid addition) ►Boiling tanks (04 nos.) ►MEE (3 stages) ►Concentrate ► Rotary Dryer drums (2 Nos.) ► Grinders (2 Nos.) ► Packaging. The representative of industry informed that about 800 kg/day glue is manufactured from hide cuttings @ 3 TPD, Sulphuric Acid @ 4 Ltr/day and Hydrogen per oxide @ 1 Ltr/day as raw material. The special conditions imposed with the consents are as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">1)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall provide proper storage area for raw hides with the provision of spraying nozzles to suppress odour. The openings in the walls of the raw hide storage area be closed and provision be made to collect and vent the odorous gases from a single vent.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">2)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall improve house-keeping, maintain cleanliness inside the plant. There should be no dumping/spillage of hides in the plant.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">3)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall paved or levelled the open area inside the plant premises to avoid accumulation of waste water and stagnation of rain water which will help reduce the odour problem.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">4)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall clean all the open channels carrying wastewater to the treatment plant regularly to avoid any stagnation of effluent and be also covered systematically.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">5)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall develop green belt along the boundary wall, wherever feasible.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">6)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall operate the effluent treatment plant (ETP) regularly & efficiently to achieve the prescribed norms specified by Punjab Pollution Control Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">7)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall not discharge any effluent into any drain and shall utilize entire treated effluents onto land for plantation purposes.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">8)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall designate areas within the storage area in the premises with proper display/signage for separate storage of ETP sludge, process sludge, waste oil, empty containers, etc.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">9)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall transfer hazardous wastes of all categories generated regularly to concerned authorized companies for treatment & disposal in compliance with the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">10)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall pave the area having vibratory screens and shredder and proper drainage system be laid to collect dripping water from hides and further treatment in the effluent treatment plant.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">11)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall provide proper drainage system all along the internal roads and at other places as required for collection of rainwater. The level of the floor of hide storage area be raised to prevent entry of storm water runoff.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">12)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall provide proper garland drains all along the hide storage area, vibratory screens, crushers, soaking and washing tanks for collection of storm water.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">13)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall recycle/reuse the treated effluent back into the process for water conservation and to reduce the water footprint of the plant.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">14)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall maintain proper record of the flow of wastewater coming to the ETP and discharged from the ETP and records in regard to operation of ETP.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">15)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall provide necessary PPE, like mufflers and ear plugs to all workers engaged in the production and also develop green belt all along the plant to suppress noise pollution.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">16)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall get the effluent sample analyzed from the Board’s Lab. within 03-months.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">17)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall not throw, burn or burry any solid wastes in open, outside premises or in drain / water bodies.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">18)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -18pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">19)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry shall ensure that there are no usages of single use plastic-thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermo coal or any other non-biodegradable material in the premises. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 11.5pt; line-height: 17.6333px; font-family: Arial, 'sans-serif';">Now, the unit has applied for renewal of consent under Water Act, 1974 and Air Act, 1981 alongwith relevant documents. The unit has already deposited Rs. 1,100/- vide UTR No. AXSK221090020023 dated 19.04.2022.Previous 'consent to operate' fee deposited is as follows : Under Water Act, 1974 Rs. 54,000/- vide receipt no. 33/4755 dated 03.07.2018, Under Air Act, 1981 Rs. 54,000/- vide receipt no. 32/4755 dated 03.07.2018, which is adequate 30.06.2024. The industry was visited by the undersigned on 24.1.2023 and it was observed as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry is engaged in manufacturing of Glue Powder from Hide Cuttings.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry was not in operation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The water meters with 01no. of Tube-wells are now provided and the readings of the same are noted as </span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif'; color: red;">11163 KL</span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The ETP found in operational condition and the treated effluent is discharged into plantation area.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The wall openings for discharge of floor wash/ spillage from paddle washing area and boiler blow down area are plugged ,now all the effluent leads to ETP through garland drain.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The area along the natural drain has been cleaned and plantation has been done around it.</span></p>

During visit, the boiler was not in operation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">11.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">DG Set of capacity 82 KVA (as informed by the representative of the industry) is provided with canopy and stack is raised to the height about 8 ft. above it. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">12.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The industry is installing emission collection system for control of air pollution in the process and same will be provided with APCD(scrubber), which is under installation and will take another 1 month for its completion.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">13.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The boiler ash is used for land filling purpose.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">14.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">The glue grinder section is provided in enclosed room to prevent air emission from grinding section.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">In view of above, it is recommended that the unit may be granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 upto 30.06.2024 with the suitable conditions and special conditions as under:-</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0.0001pt 35.45pt; text-align: justify; text-indent: -18pt; line-height: normal;"><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11.5pt; font-family: Arial, 'sans-serif';"> The industry shall get the effluent and stack emission sample analyzed from the Board’s Lab. within 02-months.</span></p>
