It is submitted that, earlier complaint regarding illegal operation of plastic manufacturing unit was received in this office. Accordingly, area of the complaint was visited by officer of this office on 10/05/2022 and submitted the report along with recommendations to Zonal Office, Amritsar. Thereafter, the directions u/s 31-A of the Air (Prevention & Control) Act, 1981 were issued vide Zonal Office letter endst. No. 2109 dated 23/06/2022 for sealing of plant and machinery of the industry. Directions u/s 31-A of the Air (Prevention & Control) Act, 1981 were issued to PSPCL authorities vide Zonal Office letter. no. 2107-08 dated 23/06/2022 for disconnection of the electric connection of the industry. Thereafter, the industry applied for obtaining consent to operate under Air (Prevention & Control of Pollution) Act, 1981, under Green Category through OCMMS with required documents for manufacturing of Aata Bag @ 2000 Nos./Day, Besan Bag @ 500 Nos./Day, Maida Bag @  500 Nos./Day, Washing Powder Bag @ 500 Nos./Day by using PP Woven Fabric @ 500 Kgs/day as Raw Material, which was granted vide CTOA/Renew/ASR/2022/ 19148723 dated 25/07/2022, which is valid up to 24/01/2023 and the Directions u/s 31-A of the Air (Prevention & Control) Act, 1981 were also issued to PSPCL authorities vide Zonal Office letter. no. 2765-67 dated 24/08/2022 for restoration of the electric connection of the industry temporarily up to 31/01/2023. Now, the industry has applied renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981, under Green Category through OCMMS with required documents i.e. compliance of previous granted consent, latest CA certificate and request letter. The industry has already deposited Rs. 15500/- vide UTR No. MAHBH22180516940 dated 29.06.2022 as consent fee under Air (Prevention & Control of Pollution) Act, 1981, Rs.500/- vide UTR No. MAHBH22180517037 dated 29.06.2022 as an application form fee, Rs.700/- vide UTR No. MAHBH22180517102 as NOC regularization fee and Rs. 2800/- vide UTR No. MAHBH22180517111 dated 29.06.2022 as Penalty under Air Act, 1981, which is adequate up to 31/12/2032. The site of the industry was visited by officer of this office on 24/01/2023 and observed that:- 1.      The industry was in operation. 2.      The industry has engaged in the manufacturing of Aata Bag, Besan Bag and Washing powder Bag. 3.      The industry has installed one no. cutter and 02 nos. sewing machines 4.      The industry has installed one no. DG set of capacity 5 KVA and provided with canopy. 5.      As per the VAT certificate submitted by the industry issued by Department of Excise and Taxation dated 06 March 2009. The industry is operation since 13.12.2008 which is before the notification of Master Plan of City Amritsar. As per the provision of the Master Plan the industry is allowed in this area up to 2026. 6.      The cause of the complaint was 4 no. windows in the wall toward the house of the complainant and the same have been closed by the representative of the industry. 7.      The cause of the complaint has been settled between the representative of the industry and the complainant.             In view of the above, may if approved: 1)    The consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry under Green Category for 06 months with usual terms and conditions and special condition that the consent will be cancelled if the complaint arises again. 2)    Separate e-noting be sent to Zonal Office, Amritsar for restoration of electric connection permanently please.
