It is intimated that the industry was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Varied/LDH2/2018/8006405 dated 31/08/2018 valid upto 30/06/2023 & under Air Act, 1981 vide no. CTOA/Fresh/LDH2/2018/8005916 dated 09/08/2018 valid upto 30/06/2023 for the manufacturing of products C.I.Casting of Agri. Impl./Auto/Tractor Parts @ 7.0 MTPD C.I.Casting of Sewing Machine Arm.Plate & Wheel @ 14.0 MTPD, Sewing Machine Arm & Plate Painted @ 400 Numbers/Day Sewing Machine Wheel Painted @ 2000 Numbers/Day Sewing Machine Wheel Nickel & Chrome Plated @ 800 Numbers/Day           Now, the industry has applied for NOC for expansion under the Water Act, 1974 & Air Act, 1981 through OCMMS for products C I Casting Of Sewing Machine Arm/Bed Plate And Wheel @ 20 MTPD, C I CASTIG OF AGRI IMPL/AUTO /TRACTOR PARTS @ 7 MTPD, Sewing Machine Wheel Nickel And Chrome Plated @ 800 Number/day, Sewing Machine Wheel Painted @ 800 Number/day           The project proponent has submitted project report with total cost of Rs.696.80 Lacs for proposed expansion and has deposited Rs. 21600/- as NOC Fee, which is adequate for one year. ·         The industry has already installed two induction furnaces of capacity 500 Kg/heat each & provided bag house filter as APCD (Common). The industry has also installed two cupola furnaces with wet cap as APCD with each, three shot blasting machine with bag house filter as APCD. ·         As per project report submitted by the industry, the manufacturing process to be involved is as under:-“Purchase of scrap à melting of metalà mouldsàsteel ingotsà sorting and dispatch”. ·         As per the project report, the industry has planned to install an automatic moulding line purchased from Disa India Ltd, Banglore. There is no change in the capacity of induction furnaces, as the automatic line is to be installed alongwith the same induction furnaces and which will improve the efficiency of moulding as well as the quality of the product. ·         As per the project report, the melting mixture of pig iron/scrap from induction furnace and cupola plant is automatically poured in to the moulding core automatically poured sand mixture from sand recovery plant in diamatic C-3 to improve the product quality on conveyor. When the conveyor is reached at the junction where casting is separated from moulding core and separating sand mixture is transferred to the sand recovering plant for future use. There is no additional pollution generated by processing during expansion plant installed. But for the safety of workers the company has installed cassette type dust collector to capture secondary emissions provide fresh air to the workers working in this plant. <p class="ydp8b25cf8eyiv6589084485ydp48a32f10tableparagraph" style="text-align: justify; text-indent: -.25in; line-height: 14.65pt; mso-list: l0 level1 lfo1; background: white; margin: .15pt 4.85pt .0001pt .5in;">·         To verify the contents of the application, the site of the project was visited by AEE of this office on 25.01.2023 and it was observed that:- <p class="ydp8b25cf8eyiv6589084485ydp48a32f10tableparagraph" style="text-align: justify; text-indent: -.25in; line-height: 14.65pt; mso-list: l0 level1 lfo1; background: white; margin: .15pt 4.85pt .0001pt .5in;">·         The industry was in operation and engaged in the C.I. casting and electroplating process. <p class="ydp8b25cf8eyiv6589084485ydp48a32f10tableparagraph" style="text-align: justify; text-indent: -.25in; line-height: 14.65pt; mso-list: l0 level1 lfo1; background: white; margin: .15pt 4.85pt .0001pt .5in;">·         The industry has installed two induction furnaces of capacity 500 Kg/heat each & provided bag house filter as APCD (Common). The industry has installed two cupola furnaces with wet cap as APCD with each, three shot blasting machine with bag house filter as APCD. The industry has six paint booths, out of which four were in operational conditions and installed water curtain separately as APCD with each and remaining two are not in use. <p class="ydp8b25cf8eyiv6589084485ydp48a32f10tableparagraph" style="text-align: justify; text-indent: -.25in; line-height: 14.65pt; mso-list: l0 level1 lfo1; background: white; margin: .15pt 4.85pt .0001pt .5in;">·         The industry has started the installation of automatic moulding line for which the industry has applied NOC for expansion. <p class="ydp8b25cf8eyiv6589084485ydp48a32f10tableparagraph" style="text-align: justify; text-indent: -.25in; line-height: 14.65pt; mso-list: l0 level1 lfo1; background: white; margin: .15pt 4.85pt .0001pt .5in;">·         The industry has installed two DG sets of capacity 200 KVA and 100 KVA with canopies.   <p class="ydp8b25cf8eyiv6589084485ydp48a32f10tableparagraph" style="text-align: justify; text-indent: -.25in; line-height: 14.65pt; mso-list: l0 level1 lfo1; background: white; margin: .15pt 4.85pt .0001pt .5in;">·         The industry has already installed an electroplating unit and provided water meter as source of fresh water. Earlier the industry has made agreement with M/s JBR Technology Pvt. Ltd, Ludhiana of quantity 5000 Ltr/month. The industry is maintaining record of water consumption as well as effluent lifting. <p class="ydp8b25cf8eyiv6589084485ydp48a32f10tableparagraph" style="text-align: justify; text-indent: -.25in; line-height: 14.65pt; mso-list: l0 level1 lfo1; background: white; margin: .15pt 4.85pt .0001pt .5in;">·         The industry is located in industrial zone as per Master Plan (2007-21), Ludhiana.    Applicability of 1st schedule of Factory Act, 1948 & EIA notification dated 14.09.2006 :-   <p class="ydp8b25cf8eyiv6589084485ydp48a32f10tableparagraph" style="text-align: justify; text-indent: -.25in; line-height: 14.65pt; mso-list: l0 level1 lfo1; background: white; margin: .15pt 4.85pt .0001pt .5in;">·         The industry does not attract the provisions of EIA notification dated 14.09.2006, as such, the industry is not required to obtain environmental clearance under the EIA notification dated 14.09.2006. <p class="ydp8b25cf8eyiv6589084485ydp48a32f10tableparagraph" style="text-align: justify; text-indent: -.25in; line-height: 14.65pt; mso-list: l0 level1 lfo1; background: white; margin: .15pt 4.85pt .0001pt .5in;">·         The Govt. of Punjab, Department of Labour (Directorate of Factories Wing) vide Endst. No. 7346-59 dated 27.08.2013 has decided that the factories located/ to be set up in the designated/approved areas such as Industrial Area/ Industrial Estate/ Industrial Focal Point/ Approved Industrial Park/ Industrial Zone of the Master Plan/ Draft Master Plan are exempted for clearance of site from SCA-cum-SAC.                     Keeping in view of above, it is therefore, recommended that consent to establish (NOC for expansion) from pollution angle may be granted to the project proponent for the period of one year, subject to suitable terms and conditions please (Competency lies with SEE, Z.O-1, LDH).
