<p>R/sir, the recommendations of another industry were sent by clerical mistake, inadvertently in noting. The original contents of the recommendations of M/s Durga Foods, Vill. Dhandoli Khurd, Sullargharat, Tehsil Dirba, Distt. Sangrur are as under: -</p>
<p class="TableParagraph" style="margin: 0.05pt 4.6pt 0.0001pt 5.85pt; text-align: justify; text-indent: 70.9pt; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">The industry is a small scale orange category unit and was granted consent to established vide CTE/Fresh/SGR/2022/18375491 dated 06.04.2022 valid upto 05.04.2023 from the Board to<span style="letter-spacing: 0.05pt;"> </span>establish a new rice sheller unit for manufacturing of Sorted Raw Rice with Dryer @ 3.0 TPH by using Paddy @ 4.5 TPH as raw material in the same land for which NOC was granted by the Board.</span></p>
<p class="TableParagraph" style="margin: 0.05pt 4.6pt 0.0001pt 5.85pt; text-align: justify; text-indent: 70.9pt; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">Now, the industry has applied for obtaining fresh consents under the Water Act, 1974 and under the Air Act, 1981 for manufacturing of Sorted Raw Rice with Dryer @ 3.0 TPH by using Paddy @ 4.5 TPH as raw material. The consent fee deposited by the industry under the Water Act, 1974 and the Air Act, 1981 as per serial no. (vii) is adequate upto <strong>30.09.2027</strong> against the value of fixed assets i.e. Rs. 160.30 Lacs as on 20.01.2023 as per CA Cert. dated 15.01.2023.</span></p>
<p class="TableParagraph" style="margin: 0.05pt 4.6pt 0.0001pt 5.85pt; text-align: justify; text-indent: 70.9pt; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">The industry has also submitted a copy of final CLU issued by DTP, Sangrur vide its letter no. 873 DTP(S) RS-I dated 15/06/2022 for land measuring 21 Kanal 2 Marla only.</span></p>
<p class="TableParagraph" style="margin: 0.05pt 4.6pt 0.0001pt 5.85pt; text-align: justify; text-indent: 70.9pt; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">The industry has submitted the air emission sampling reports of cyclones installed as APCD with shelling section as well as dryer section from NABL approved lab namely M/s Environment Pollution Analysis Lab, (NABL approved) on 02/01/2023 and as per the analysis reports, the concentration of SPM of shelling and dryer section was found to be 268.4 mg/Nm3 and 252.6 mg/Nm3, respectively, which are within permissible limits as laid down by the Board.</span></p>

All the dust emitting points are hooded and connected to the cyclone separator.</span></p>

<p class="TableParagraph" style="margin: 0.1pt 4.6pt 0.0001pt 32.35pt; text-align: justify; text-indent: -18pt; line-height: 18.08px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.08px; font-family: 'Bookman Old Style', 'serif';">6)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-size: 12pt; line-height: 18.08px; font-family: 'Bookman Old Style', 'serif';">The industry is in the process of providing brick wall of 10 feet height and wind screen of 5 feet height over the said wall, in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point.</span></p>

The industry has submitted completion certificate as from M/s Laj Engineering Corporation, Barnala.</span></p>

<p class="TableParagraph" style="margin: 0.05pt 4.45pt 0.0001pt 5.35pt; text-align: justify; text-indent: 65.7pt; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">Keeping in view of above, if approved, the fresh consent for operation of rice sheller unit to<span style="letter-spacing: 0.05pt;"> </span>manufacture<span style="letter-spacing: 0.05pt;"> </span>Sorted Raw Rice with Dryer @ 3.0 TPH by using Paddy @ 4.5 TPH as raw material may be granted to the industry upto <strong>30.09.2027</strong> <span style="letter-spacing: 0.6pt;">with following specific conditions: -</span></span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">1. This consent is valid for manufacture Sorted Raw Rice with Dryer @ 3.0 TPH by using Paddy @ 4.5 TPH as raw material.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">2. The rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013, which is as under:-</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -14.15pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">I. All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -14.15pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';"> II. The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -14.15pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';"> III. All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -14.15pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';"> IV. The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -14.15pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">V. The management and handling of rice husk in the rice shelling units should be done as under:</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -14.15pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">a. All the rice shelling units shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -14.15pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">b. The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -14.15pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">c. The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -14.15pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">d. The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'' which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 1cm; text-align: justify; text-indent: -21.05pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';"> e. Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area</span><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';"> near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 28.55pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">f. During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';"> 3. The industry shall get its stack emission sample monitored from Board's lab in coming season and submit the analysis report to the Board, within one month.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">4. The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">5. The industry shall provide additional plantation all along the boundary wall of the unit, within its premises and submit compliance in this regard to the Board.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">6. The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">7. The industry shall dispose of the dust contained by APCD in an environmentally sound manner.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';"> 8. The industry shall achieve the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall also be bound to upgrade/replace the existing APCD to achieve said revised standards.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">9. This consent has been granted based on the undertaking submitted by the industry. If, in case, during the visit to the industry in future, any part of the said undertaking found false, then action as deemed fit as per the provisions of the Air Act, 1981 shall be taken without issuance of any further notice/opportunity.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">10. The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc., and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">11. The industry shall comply with all the assurances given by it to the Board through undertaking.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">12. The industry should confirm to the following ambient noise levels prescribed under Rule 13 (1) of Noise Pollution (Regulation & Control) Rules, 2000 at their boundary limits:</span></p>

<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';"> 13. The industry shall install noise limiter on potential polluting devices including retrofitting the existing devices.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">14. Adequate measures shall be taken by the project proponent during construction phase to reduce ambient air and noise level, so as to confirm to the stipulated standard by CPCB/SPCB.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">15. The maximum noise levels near the construction site should be limited to 75 dB(A) Leq (5 min) in industrial areas and to 65 dB(A) Leq (5 min) in other areas.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';"> 16. Material need to be stockpiled and unused equipment to be placed between noisy operating equipment and other areas.</span></p>
<p class="MsoNormal" style="margin: 0cm 8.3pt 0.0001pt 14.2pt; text-align: justify; text-indent: -14.2pt;"><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">17. The industry shall comply with PWRDA/CGWA guidelines.</span></p>
<p><strong><span lang="EN-US" style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">18. The industry shall provide the complete paved movement area as per the assurance given by the industry, within one month.</span></strong></p>
