<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">It is submitted that the industry is an aluminium casting unit. the ‘consent to operate’ granted to the industry under the both Acts were revoked / cancelled on 11.11.2022 due to higher production i.e. more than 5000 TPA which requires environmental clearance.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">Thereafter, the industry has applied for production capacity of 4763 TPA which is less than 5000 TPA with a request that it has installed three melting furnaces of capacity 3 TPH. One furnace takes 9 hours of heat for the heating, melting, pouring and moulding. As such, three furnaces can produce 9 TPH and accordingly 18 Ton/day considering 2 heats generated from each furnace. As such the production capacity is less than 5000 TPA.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">Thereafter, the industry was visited by AEE of this office on 06.12.2022 and following observations were made.</span></p>

The representative of industry claimed that the wastewater is utilized onto land for plantation. But, the wastewater collected in tank was full to outlet levels and no discharge observed from therein, as the outlet of the tank was buried under the earth material. No plantation is provided for utilization of said claimed discharge. The wastewater in the tank found very thick, oily, dark colored and foul smelling. The sample of the wastewater of this tank was collected.<span style="mso-spacerun: yes;"> </span></span></p>

This tank is constructed near main gate and adjoining to the main APCD. The representative of the industry claimed that the wastewater from this tank is used onto land for plantation outside the industry. However, the plantation outside is provided with the submersible pump for irrigation of said plantation and no ridges and furrows are provided. The wastewater in the tank found oily, turbid and foul smelling. The sample of the wastewater of this tank was collected.<span style="mso-spacerun: yes;"> </span></span></p>

It indicates that there is soakage pit underneath the toilet. Top hoods are provided over the charging point of the furnace to collect the fugitive emissions during charging of raw material. Both these furnaces are provided with common APCD comprising of two cyclones followed by two wet scrubbers in series. A stack of about 100 feet AGL is provided with the APCD. The APCD is provided with separate energy meter and reading of the same is noted as 9160.2 KWh X CT ratio. The record of the same is maintained. No water meter with the re-circulation line is provided. The wastewater is used in the wet scrubber. During visit, one of these furnaces was in operation.<span style="mso-spacerun: yes;"> </span></span></p>

Top hood is provided over the charging point of the furnace to collect the fugitive emissions during charging of raw material. The Bag Filter House is installed alongwith the Wet Scrubber is permanently bye-passed and has no filter bags in it. A stack of about 80 AGL feet is provided with the APCD. The APCD is provided with separate energy meter and reading of the same is noted as 2933 KWh. The record of the same is maintained. No water meter with the re-circulation line is provided. During visit, this furnace was not in operation. However, APCD energy meter record of the furnace was checked and observed that this furnace was being operated for many days in last months.<span style="mso-spacerun: yes;"> </span></span></p>

For this purpose, permanent disconnected emissions exhaust pipelines are provided. During heating operation, this disconnections are not plugged which can cause inappropriate pressure inside furnace while charging the raw material and results into escape of fugitive emissions. <p class="MsoNormal" style="text-align: justify; text-indent: .5in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">The applications of the industry for varied ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 were refused online.</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: .25in; mso-add-space: auto; text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">Now, the industry has again applied for varied consent to operate for 4763 TPH of production capacity with the written reply to the observations made during the earlier visit. The air emisisons sample were collected during the visit dated 14.12.2022 and were found to be within the prescribed limits of the board (SPM 57 mg/NM<sup>3 </sup>against the limit of 150 mg/NM<sup>3</sup></span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: .25in; mso-add-space: auto; text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">1. The industry shall maintain proper record of operation of APCD and shall submit the copy of records on monthly basis to Regional Office.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .25in; mso-add-space: auto; text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">2. The industry shall maintain proper record regarding the water consumption in different processes.</span></p>
