<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"><span lang="EN-IN"> Kindly peruse the agenda note and recommendation given by RO. Itis intimated that PP has applied fresh CTE for </span>88 flats and built-up area 9303.486 under the name and style of M/s Galaxy Towers to be developed by M/s Amarsons & Associates at Village Dayalpura, Zirakpur, District SAS Nagara <span lang="EN-IN">for a </span>total domestic effluent generation 47.52 KLD in which, 14.52 KLD shall be used for flushing purpose, 4.66 KLD shall be discharged onto land for plantation within premises and remaining shall be discharged into Neighbourhood land(Sh. Fateh Singh (Party-2) S/o Kartar Singh R/o Village Chatt, Zirakpur having Khasra no. 787, 786, 785, 784, 783, 782, 781, 780, 779, 778, 389 total land 42 bighe 7 biswe share 22/847 and Khasra No. 770, 1300/762 total land 8 bighe share 1/20 at Village Dayalpura, Hadbast No. 289, Zirakpur area measuring 0.30 acres or 1500 sq yard for discharge of only treated water for plantation purpose as per Karnal Technology. The agreement is valid up to 25.12.2032 )for disposal of domestic effluent after treatment in STP of capacity 50 KLD.) </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">RO has reported that the Site is suitable for such type of project</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">Further, it is appropriate to mention here that the authority of the MC, Zirakpur was given a personal hearing before the worthy Chairman of the Board on 11.04.2022, as per decision no. (iii) i.e. M.C. Zirakpur be directed not to approve new project plans till necessary infrastructure like sewer / STPs/ disposal mechanism is not put in place with a copy to PSLG. The project proponent has not submitted permission regarding additional land for the disposal of treated effluent till the sewer line is not available at the project site. Moreover, the present STP of MC, Zirakpur is under capacity and is not adequate to handle the additional effluent load of such projects. Board had recently bounded/issued directions to MC, Zirakpur not to issue any fresh sewer connection till the completion of the new STP as well as not to approve/give permission to new projects till its new STP is made operational.</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> <span lang="EN-IN"> May if approved, the CTE applied by the PP be granted up to 31/12/23 with the special conditions as proposed by EE, RO.The additional conditions may be imposed that</span></span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">1. The project proponent will not discharge domestic effluent into the sewer leading to the STP, Zirakpur without prior written permission of the Board.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">2. The project proponent shall not give possessions to the owners without prior permission of the Board.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">3. The PP shall install the smog gun well before starting the construction.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">4. The project proponent shall develop a plantation area of 1500 sq yards as per Karnal Technology. The PP shall not carry out any type of construction in the area reserved for plantation till the upgradation and enhanced capacity of the STPs installed by the MC is adequate and sewer connection is granted by the MC authority.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> 5. PP will develop the project on its own risk & cost in regard to disposal arrangement.</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">6) The promoter company shall ensure that the total built-up area of construction being carried out by it or any different builders may not be greater than 20,000 sqm, otherwise, the project as such is covered under category 8(a) of the schedule appended to the EIA notification and project proponent of the building and construction project is required to obtain the environmental clearance, failure which, the promoter company/builder shall be liable for action for the violation of EIA notification dated14/09/2006.</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">7) The promoter company shall ensure that the total built-up area of all individual projects/plots combined together is not more than 1,50,000 sqm, otherwise, the project as such is covered under category 8(b) of the schedule appended to the EIA notification and project proponent of the area development project is required to obtain the environmental clearance, failure which, the promoter company shall be liable for action for the violation of EIA notification dated14/09/2006.</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> </span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">8. The promoter company shall also explore the possibility of using treated domestic effluent for useful purposes such as construction work, sprinkling on dusty patches/roads, use in nearby construction activities, etc.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">9. The industry shall obtain the necessary clearance for the abstraction of groundwater from the Punjab Water Regulation & Development Authority (PWRDA).</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">10. The promoter company shall ensure compliance with the Solid Waste Management Rules, 2016, and being the bulk waste generator shall ensure segregation of solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in Solid Waste Management Rules, 2016.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">11. The bio-degradable waste shall be processed, treated, and disposed of through a mechanical composter. The residual waste shall be given to the waste collectors or agency as directed by the local body.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> 12. The promoter company shall not consume any fuel except HSD for DG set, for burning purposes without the prior written permission of the Board.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> 13) The PP shall install the smog gun to control the dust emission to be generated from the construction activities of the project.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> </span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">14. The project proponent shall not discharge any domestic effluent (treated or untreated) into choe / drain /river or in any inland surface water at any time or any other unauthorized place by any unauthorized means and shall explore the possibility of reduction of quantum of abstraction of groundwater by reusing the treated wastewater in the various activities.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> 15. The project proponent shall maintain the plantation area as well as a permanent pipeline network for uniform distribution of wastewater in the entire plantation area, so that no stagnation of wastewater occurs inside, outside, or in the plantation area at any time.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">16. The project proponent shall install a water meter on the freshwater supply and all proposed modes of disposal.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">17. The industry shall ensure compliance with provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, and or any other environment law applicable to him and rules, circulars issued by the Board from time to time.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">18. In case of any violation action u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 will be initiated for closure of the project proponent without further notice.</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">B) A copy of the CTE may be forwarded to Additional Deputy Commissioner (UD) for SAS Nagar for information with the request not to allow any expansion/ approval on the land of 1500 sq. yard proposed/ reserved for plantation (Sh. Fateh Singh (Party-2) S/o Kartar Singh R/o Village Chatt, Zirakpur having Khasra no. 787, 786, 785, 784, 783, 782, 781, 780, 779, 778, 389 total land 42 bighe 7 biswe share 22/847 and Khasra No. 770, 1300/762 total land 8 bighe share 1/20 at Village Dayalpura, Hadbast No. 289, Zirakpur Distt. SAS Nagar).</span></p>
