File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">The industry is a small scale red category and was earlier granted consent to operate under Water Act, 1974 and Air Act, 1981 valid upto</p> <p style="text-align: justify;">&nbsp;&amp; 31.12.2021 respectively for the name of M/s Girnar Hosiery Works (regd.) unit-i, for the production of dyeing of knitted cloth @ 3250 Kgs/day and dyeing of yarn @ 3420 Kgs/day with disposal of trade effluent @ 400.0 KLD and domestic effluent @ 3.0 KLD into 15 MLD CETP.</p> <p style="text-align: justify;">Now, the industry has applied for new consent to operate with chnage under Water Act, 1974 and Air Act, 1981 for the change of name i.e. M/s Girnar Fabrics India Private Limited, (Previously known as M/s Girnar Hosiery Works (regd.) Unit-i), Village Bhattian, K.B. Road, G.T. Road West, Ludhiana for the production of dyeing of knitted cloth @ 9600 Kgs/day and dyeing of yarn @ 4500 Kgs/day with disposal of trade effluent @ 794.0 KLD and domestic effluent @ 6.0 KLD into 15 MLD CETP.&nbsp;The industry has deposited consents fee, which are adequate upto 30.06.2030 under both acts.</p> <p style="text-align: justify;">The industry was visited by officer of RO on 24.01.2023&nbsp;and observed that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation during visit for dyeing of yarn and cloth.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 08 soft flow machines of capacity (800kg X 2), (600kg X 2), (300kg X 3) and (150kg X 1) and cone dyeing machines inside the premises.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The entire trade effluent as well as domestic effluent was being discharged into dedicated sewer system leading to CETP 15 MLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry had already obtained shares @ 800 KLD from the SPV to discharge its effluent into the conveyance system of CETP-15 MLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed a digital flow meter at the final outlet leading to CETP. The industry has installed SCADA system and the SCADA system of the subject cited industry was found connected with CETP server during visit.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The record from the online SCADA system was checked and it was found that the average discharge of the industry during the month of August 2022, September 2022, October 2022, November 2022 and December, 2022 were found as 561 KLD, 608 KLD, 567 KLD, 494 KLD &amp; 530 KLD respectively, which are within the quantum of shares obtained and consent granted.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 02 boilers of capacities @ 04 TPH and 06 TPH with multi cyclone separate and Water scrubber was provided as an APCD in its boilers. The industry was using rice husk/ wooden chips as fuel in its boilers.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 02 DG sets of capacities 320 KVA and 180 KVA fitted with canopy and adequate stack height.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has submitted the undertaking /No Objection certificate from the previous partners of the firm regarding transferring the shares of M/s Girnar Hosiery Works (regd.) to M/s Girnar Fabrics India Private Limited and deputing Mr. Jatinder Jain &amp; Mrs. Neena Jain as Director of M/s Girnar Fabrics India Private Limited.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->10.&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has also submitted the NOC from the SPV BKTKA regarding transfer of 800 KLD membership shares from M/s Girnar Hosiery Works (regd.) to M/s Girnar Fabrics India Private Limited.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->11.&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry is complying with the provisions of Air (Prevention &amp; Control of Pollution) Act, 1981 and Water (Prevention &amp; Control of Pollution) Act, 1974.</p> <p style="text-align: justify;">It is pertinent to mention here that a meeting was taken by the Hon&rsquo;ble Chairman of the Board on 09.03.2021 with the Management Representative of the SPV for CETP of capacity 15 MLD located at Bahadurke road, Ludhiana regarding allocation of shares, at Committee Room, Head Office, Patiala. During the meeting various decisions were taken by the Competent Authority of the Board including that the shares allotted to the industry was decreased from 800 KLD to @ 450 KLD.&nbsp;Thereafter a meeting was again taken by the Chairman of the Board on 08.10.2021 with the representative of SPV for 15 MLD CETP located at Bahdurke Road, Ludhiana at Committee Room, Pushpa Gujral Science City, Kapurthala. During the meeting following decisions were taken:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The SPV, BKTKA shall submit the SOP followed by SPV for the allocation of shares to member units and for transfer of shares from one industry to another, within 03 days.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The Environmental Compensation imposed on the member units shall be deposited through SPV in installments.&nbsp;&nbsp;40% of the total amount shall be deposited, immediately and the remaining 60% shall be deposited in 03 installments of equal amount at the interval of 02 months each.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The decision regarding the regularization of the consents as per the shares will be taken after the submission of SOP by SPV to the Board.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The member industries shall ensure that the discharge from the industrial premises does not exceed the consented discharge, till the consents are being regularized by the Board as per shares obtained.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The SPV shall be responsible for the efficient and proper operation of CETP and to achieve the stringent standards for which the CETP has been designed.</p> <p style="text-align: justify;">The compliance of the above said decisions were sent to the Competent Authority of the Board vide E-office no. 95339 dated 14.12.2021. Thereafter the Competent Authority of the Board vide note dated 15.02.2022 has decided to regularize the existing discharge effluent as per the allotment of shares and grant varied consents to the members of the SPV in&nbsp;&nbsp;view of the fact that the Board has already imposed environmental compensation to regularize the existing discharge of the member industries. Hence the consent of the industry can be regularized as per the shares obtained.&nbsp;</p> <p style="text-align: justify;">It is mentioned here that the CETP 15 MLD is being regularly monitored by this office and it was observed that the CETP is not achieving the inlet designed parameters as per the DPR as well as the stringent discharge parameters at the final outlet.</p> <p style="text-align: justify;">The CETP of capacity 15 MLD situated at Bahadur Ke Road, Ludhiana is already not achieving the prescribed standards. The Board shall not consider to allow new industry to set up/ expansion in the existing unit. The increase in discharge will increase additional pollution load into CETP.</p> <p style="text-align: justify;">As per the noting file page no. 36, the site of industry falls in the light and service industrial zone as per Master Plan, Ludhiana vide DTP letter no. 1596 dated 11.05.2011. It may be considered as Industrial Zone.</p> <p style="text-align: justify;">In view of above, it is recommended that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Varied consents to operate for the change of name i.e. M/s Girnar Fabrics India Private Limited (Formerly known as M/s Girnar Hosiery Works (regd.) unit-i), Village Bhattian, K.B. Road, G.T. Road West, Ludhiana under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 may be granted to the industry for disposal of trade effluent @ 400.0 KLD and domestic effluent @ 3.0 KLD into 15 MLD CETP the period of one year with the special condition that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; i.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; ii.&nbsp;&nbsp;&nbsp; <!--[endif]-->There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; iii.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall stop discharging its effluent in case due to any reason the CETP is not operational.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; iv.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall get analyzed the air emission samples from the Board&rsquo;s lab within this period</p> <p style="text-align: justify;">Competency : SEE</p>
