File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">The industry is a small scale red category unit, the industry was earlier granted consent to operate under Water Act, 1974 for the production of dyeing of digital printing on fabrics (ladies suits) @ 400 numbers/day with the disposal of trade effluent @ 50.0 KLD and domestic effluent @ 1.5 KLD into 15 MLD CETP, which was expired on 22.11.2022.</p> <p style="text-align: justify;">Now, the industry has applied for renewal consent to operate under Water &nbsp;Act, 1974 for the production of dyeing of digital printing on fabrics (ladies suits) @ 400 numbers/day with the disposal of trade effluent @ 50.0 KLD and domestic effluent @ 1.5 KLD into 15 MLD CETP. The industry has deposited consent fee, which is adequate upto 30.09.2024.</p> <p style="text-align: justify;">The industry was visited by the officer of RO on 25.01.2023 and observed that:-</p> <p style="text-align: justify;">1.&nbsp;&nbsp;&nbsp;&nbsp;The industry was in operation and engaged in the digital printing and washing of fabric.</p> <p style="text-align: justify;">2.&nbsp;&nbsp;&nbsp;&nbsp;The industry has installed digital printing machines, garment washing machines as well as tumblers inside the premises.</p> <p style="text-align: justify;">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry has already obtained shares @ 50 KLD from the SPV for the disposal of the trade effluent into the conveyance system of CETP-15 MLD.</p> <p style="text-align: justify;">4.&nbsp;&nbsp;&nbsp;&nbsp;The industry has also installed digital flow meter and connected the same with the SCADA system of CETP.</p> <p style="text-align: justify;">5.&nbsp;&nbsp;&nbsp;&nbsp;The entire trade effluent as well as domestic effluent was being discharged into dedicated sewer system leading to CETP 15 MLD after collecting in into a collection tank.</p> <p style="text-align: justify;">6.&nbsp;&nbsp;&nbsp;&nbsp;The industry has installed one baby boiler of capacity @ 300 KG/hour with cyclone followed as APCD. The industry was using wood as fuel in its boiler.</p> <p style="text-align: justify;">7.&nbsp;&nbsp;&nbsp;&nbsp;The industry has also installed 1 D.G sets of capacity 125KVA (with canopy) in its premises.</p> <p style="text-align: justify;">8.&nbsp;&nbsp;&nbsp;&nbsp;The industry is complying with the provisions of Water (Prevention &amp; Control of Pollution) Act, 1974.</p> <p style="text-align: justify;">The site of the industry falls in Industrial Zone as per Master Plan, Ludhiana as per MCL letter dated 2252 dated 30.08.2018.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">In view of above, it is recommended that the consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 for the period of one year may be granted to the industry as the CETP is not achieving the prescribed discharge standards with the special condition that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry in any case shall not discharge the trade effluent more than 50 KLD into the conveyance system of CETP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall achieve with the inlet effluent standards prescribed in the DPR of 15 MLD CETP in future and shall submit effluent analysis report in this regard to the Board, within 01 month.&nbsp;</p> <p style="text-align: justify;">Competency : SEE</p>
