<p>I have gone through the history. Intially, when the electric connection was disconnected, it was due to thick black smoke and non- operative/ rusted APCD. </p>
<p>Strangely, thereafter, not even a single sample of stack emission could be collected. As per policy of the Board, three concurrent samples should be with in prescribed limit. It is not clear on what basis officers of RO/ ZO has recommended permanent connection. Without seeing HMP in operation and without making any sampling how, it has been decided that now there will be no smoke and pollution control arrangements are adequate. I totally disagree with long term consent and permanent connection at this stage.</p>
<p>It is good to be positive, but it should be in concurrent with Board's policies and if deviated, it should be logically supported.</p>
<p>In view of above, </p>
<p>1). Renewal of Consent to operate under Water and Act is approved but for further six months from date of issue of this consent</p>
<p>2) Recommended for extension of restoration for six months with even date upto which consents are to be extended.</p>
<p>3) HMP to inform its operational schdule at least one week in advance, so as to arrange sampling of stack emissions and evaluate the perforfomance of pollution control arrangements.</p>
<p>4) RO/ ZO officers may be advised to make recommendations in concurrance with PPCB Policies. Any deviation should be logically supported with reasoning.</p>
