<p class="TableParagraph" style="margin: 0.2pt 2.25pt 0.0001pt 6.55pt; text-align: justify; text-indent: 35.15pt;"><span lang="EN-US">Thereafter, the industry had obtained NOC(expansion) from the Board vide CTE/Exp/SGR/2022/19652481 dated 01.09.2022 valid upto 31.08.2023 to install mechanical dryer and boiler plant to<span style="letter-spacing: 0.05pt;"> </span>produce Sorted raw rice with dryer @ 5.0 TPH and Steamed rice @ 2.0 TPH by using<span style="letter-spacing: 0.05pt;"> </span>Paddy @ 10.5 TPH after expansion.</span></p>
<p class="TableParagraph" style="margin: 0.2pt 2.25pt 0.0001pt 6.55pt; text-align: justify; text-indent: 35.15pt;"><span lang="EN-US">Now, the industry has installed the proposed plant & machinery and accordingly, has applied for obtaining varied consents under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for the manufacturing of Sorted raw rice with dryer @ 5.0 TPH and Steamed rice @ 2.0 TPH by using Paddy @ 10.5 TPH as raw material.</span></p>
<p class="TableParagraph" style="margin: 0.2pt 2.25pt 0.0001pt 6.55pt; text-align: justify; text-indent: 35.15pt;"><span lang="EN-US">The consent fee deposited by the industry under the Water Act, 1974 and the Air Act, 1981 as per serial no. (vii) is adequate <strong>upto 30.09.2032</strong>, against the value of fixed assets i.e. Rs. 290.06 Lacs as on 31.12.2022, as per CA cert. 03.01.2023.</span></p>
<p class="TableParagraph" style="margin: 0.1pt 2.9pt 0.0001pt 6.55pt; text-align: justify; text-indent: 35.15pt;"><span lang="EN-US">To verify the compliance of consent conditions earlier granted to the industry &<span style="letter-spacing: -2.65pt;"> </span>the code of practice, the industry was visited by undersigned on 31.01.2023 and it<span style="letter-spacing: 0.05pt;"> </span>was<span style="letter-spacing: -0.05pt;"> </span>observed<span style="letter-spacing: -0.05pt;"> </span>as under:-</span></p>

Rajesh Kumar, proprietor of M/s Aman Rice Mills, Jakhal Road, Sunam.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall never construct the building of unit in the specified area under high tension 220 KVA line as per the guidelines of the PSPCL authorities failing which action as deemed fit shall be initiated against the industry.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall bound to comply with the PSPCL guidelines w.r.t. high tension zone for the construction of the building and shall not carry out any construction up to 17.50 meter from the center line of 220 KVA line as per assurance already given by the industry through notarized affidavit.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 28.25pt; text-indent: -28.25pt; line-height: 18.4px;"><span lang="EN-US"><span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>i.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 28.25pt; text-indent: -28.25pt; line-height: 18.4px;"><span lang="EN-US"><span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>iii.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 28.25pt; text-indent: -28.25pt; line-height: 18.4px;"><span lang="EN-US"><span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>iv.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The management and handling of rice husk in the rice shelling units / saila plants should be done as under:</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 35.45pt; text-indent: -14.15pt;"><span lang="EN-US">a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads/ metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 35.45pt; text-indent: -14.15pt;"><span lang="EN-US">b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 35.45pt; text-indent: -14.15pt;"><span lang="EN-US">c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 35.45pt; text-indent: -14.15pt;"><span lang="EN-US">d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 35.45pt; text-indent: -14.15pt;"><span lang="EN-US">e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 35.45pt; text-indent: -14.15pt;"><span lang="EN-US">f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 35.45pt; text-indent: -14.15pt;"><span lang="EN-US">v. "Guidelines for Handling, Transportation, Storage and Disposal of Ash from Husk Fired Boiler:- The management and handling of rice husk ash in the rice shelling units/saila plants should be done as under:-</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 49.65pt; text-indent: -14.2pt;"><span lang="EN-US">a) The ash collected from APCD from husk fired boiler shall be temporarily stored in a shed/chamber closed from at least three sides and a roof, with access only from the from the front side for purpose of removal of ash.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 49.65pt; text-indent: -14.2pt;"><span lang="EN-US">b) During loading/ unloading of ash, water shall be sprinkled periodically to keep the ash heap in wet condition so that the top layer remains wet at all times so that ash particles are not blown by winds.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 49.65pt; text-indent: -14.2pt;"><span lang="EN-US">c) All the conveyors/ vehicles conveying ash within or outside the plant premises shall be covered from all sides to prevent blowing of ash particles by winds.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 49.65pt; text-indent: -14.2pt;"><span lang="EN-US">d) The boiler ash shall be disposal in such a way that secondary emissions of the ash do not occur due to wind blowing effect.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 42.55pt; text-indent: -7.1pt;"><span lang="EN-US">The following disposal practices shall be followed.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 42.55pt; text-indent: -7.1pt;"><span lang="EN-US">For units disposing ash outside their own premises:</span></p>
<p class="MsoListParagraph" style="text-indent: 0cm; margin: 0cm 2.3pt 0.0001pt 49.65pt;"><span lang="EN-US">The rice mills disposing their boiler ash outside their premises through contractors shall ensure that the ash has been disposed at a designated landfill site facility as approved by Punjab Pollution Control Board. For units disposing ash within their own premises:</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 63.8pt; text-indent: -14.15pt;"><span lang="EN-US">a) The units disposing ash at the ground level should cover the ash wit soil and periodically sprinkle water on the disposed ash so as to keep it in wet condition at all times. Pilling up of another batch of ash over the earlier disposed ash may be done, but the ash heap should be covered each time by soil and kept wet by sprinkling of water. A wind breaking wall of a height equal to the height of the ash heap shall be erected around the ash disposal site, leaving an opening for access road.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 2.3pt 0.0001pt 63.8pt; text-indent: -14.15pt;"><span lang="EN-US">b) The industry may develop underground ditch for disposal of boiler ash within plant premises in an environmentally sound manner."</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall obtain permission for abstraction of ground water as per guidelines issued by the Central Ground Water Authority (CGWA).</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall discharge its effluent onto land for plantation purposes & same shall not be allowed to stagnate anywhere inside or outside its premises.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall discharge domestic effluent onto land for plantation after its treatment in septic tank.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">10.</span><span lang="EN-US">The industry shall not consume any fuel except rice husk in boiler furnace & HSD for D. G sets for burning purposes without the prior written permission of the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">11.</span><span lang="EN-US">The industry shall be bound to achieve stack emission standards laid down by the CPCB /PPCB from time to time and shall upgrade its APCD to ensure that emissions discharged conform to emission standards prescribed/amended by the Board from time to time.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">12.</span><span lang="EN-US">The industry shall ensure to maintain the distance of sitting parameters as mentioned in the notification no. 10/48/2004-STE(4)/932 dated 15/10/2013, from the proposed site of the rice shelling unit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">13.</span><span lang="EN-US">The industry shall earmark the area for disposal of fly ash and also make agreement with the brick kilns for use of ash for the production of bricks.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">14.</span><span lang="EN-US">The industry should confirm to the following ambient noise levels prescribed under Rule 13 (1) of Noise Pollution (Regulation & Control) Rules, 2000 at their boundary limits: Sr. No. Parameters Day Time Night Time 1. <p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">15.</span><span lang="EN-US">The industry shall install noise limiter on potential polluting devices including retrofitting the existing devices.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">16.</span><span lang="EN-US">The industry shall get revised building plans approved from the Competent Authority, if required as per law.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">17.</span><span lang="EN-US">The maximum noise levels near the construction site should be limited to 75 dB(A) Leq (5 min) in industrial areas and to 65 dB(A) Leq (5 min) in other areas.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0cm 2.3pt 10pt 21.15pt; text-indent: -14.15pt; line-height: 18.4px;"><span lang="EN-US">18.</span><span lang="EN-US">Material need to be stockpiled and unused equipment to be placed between noisy operating equipment and other areas.</span></p>
