<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is a small scale red category dyeing unit and was earlier granted consent to operate under Water Act, 1974 and Air Act, 1981 for dyeing of PC/Cotton Fabrics @ 1500 Kgs/day with trade effluent @ 100.0 KLD onto land for plantation and domestic effluent @ 1.0 KLD onto land for plantation after septic tank. Both are valid upto 30.06.2027.</p>
<p style="text-align: justify;">Thereafter, the industry was granted ‘Consent to Establish’ (NOC) for expansion under Water Act, 1974 & Air Act, 1981 valid upto 20.11.2023 for dyeing of polyester fabric @ 2000 Kgs/day and dyeing of PC/cotton fabric @ 4000 Kgs/day with the disposal of trade effluent @ 240.0 KLD onto land for plantation in an area 3.2 acre after treatment in ETP and domestic effluent @ 3.0 KLD onto land for plantation after passing through septic tank.</p>
<p style="text-align: justify;">Now, the industry has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 for dyeing of PC/Cotton fabrics @ 4000 Kgs/day and dyeing of polyester fabric @ 2000 Kgs/day with trade effluent @ 240 KLD onto land for plantation after ETP and domestic effluent @ 3.0 KLD onto land for plantation after septic tank. The industry had already deposited consent fee, which is adequate upto 30.06.2028 under both acts.</p>
<p style="text-align: justify;">The industry was visited by officer of RO on 18.01.2023 and observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry is fabric dyeing unit and the same was in operation during the visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed 11 soft flow machines of capacity (450KgX2, 300kgX7, 150KgX1 and 10KgX1) inside the premises for the dyeing of fabric.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has installed ETP for the treatment of effluent generated from the dyeing process. The ETP consists of Eq. tank, Chemical dosing (zig-zag), 02 primary tube settlers (parallel), secondary tube settler, filter & outlet. During the visit ETP was in operation and the effluent sample has been collected from the final outlet of the ETP. The analysis report has been received in this office on 01.02.2023 and as per analysis report, all the parameters are within the prescribed limits of the Board (Copy attached).</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has installed one Boiler of steam generation capacity @ 3.2 TPH with multi cyclone as APCD with adequate stack height. During the visit agro waste was being used as fuel. The stack analysis report has been received in this office on 27.01.2023 and as per analysis report, the concentration of SPM is found 483 mg/Nm3 against 500 mg/Nm3, which is within the permissible limits of the Board.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry has installed one D.G set of capacity of 320 KVA, which is with canopy and adequate stack height at site.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The industry has developed plantation area of about 3.2 acres including existing and new plantation area for the disposal and utilization of treated trade effluent. The industry has planted fresh sapling in new plantation area. The plantation area provided by the industry is adequate to manage the quantum of discharge. </p>
<p style="text-align: justify;">The industry is complying with the provisions under Water Act, 1974 and Air Act, 1981. The site of the industry falls in Industrial Zone as per Master Plan, Ludhiana vide STP, Ludhiana letter no. 2318 dated 17.06.2016.</p>
<p style="text-align: justify;">In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2027 with usual conditions, please.</p>
