<p class="TableParagraph" style="text-align: justify; text-indent: 70.9pt; line-height: 115%; margin: .05pt 4.6pt .0001pt 5.85pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Now, the industry has applied for obtaining fresh consents under the Water Act, 1974 and under the Air Act, 1981 for manufacturing of Sorted Raw Rice with Dryer @ 5.0 TPH by using Paddy @ 7.5 TPH as raw material. The consent fee deposited by the industry under the Water Act, 1974 and the Air Act, 1981 as per serial no. (vii) is adequate upto <strong style="mso-bidi-font-weight: normal;">30.09.2027</strong> against the value of fixed assets i.e. Rs. 317.48 Lacs as on 21.01.2023 as per CA Cert. dated 21.01.2023.</span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 70.9pt; line-height: 115%; margin: .05pt 4.6pt .0001pt 5.85pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">The industry has also submitted a copy of final CLU issued by DTP, Sangrur vide its letter no. 1114 DTP(S) RS-I dated 13/07/2022 for land measuring 32 Kanal 0 Marla only.</span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 70.9pt; line-height: 115%; margin: .05pt 4.6pt .0001pt 5.85pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">The industry has submitted the air emission sampling reports of cyclones installed as APCD with shelling section as well as dryer section from NABL approved lab namely M/s Environment Pollution Analysis Lab, (NABL approved) on 02/01/2023 and as per the analysis reports, the concentration of SPM of shelling and dryer section was found to be 266.4 mg/Nm3 and 241.7 mg/Nm3, respectively, which are within permissible limits as laid down by the Board.</span></p>

During visit, it has also been verified that the industry has installed all its rice milling as well dryer machinery along with APCDs, more than a distance of 500 mtr from the nearby residential house in the Khasra no. 43//18/2, 23, as per the assurance given by it, during grant of NOC by the Board.</span></p>

<p class="TableParagraph" style="text-align: justify; text-indent: 65.7pt; line-height: 115%; margin: .05pt 4.45pt .0001pt 5.35pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Keeping in view of above, if approved, the fresh consent for operation of rice sheller unit to<span style="letter-spacing: .05pt;"> </span>manufacture<span style="letter-spacing: .05pt;"> </span>Sorted Raw Rice with Dryer @ 5.0 TPH by using Paddy @ 7.5 TPH as raw material may be granted to the industry upto <strong style="mso-bidi-font-weight: normal;">30.09.2027</strong> <span style="letter-spacing: .6pt;">with following specific conditions: -</span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif';">1. <span style="mso-font-width: 115%;">This consent is valid for manufacture Sorted Raw Rice with Dryer @ 5.0 TPH by using Paddy @ 7.5 TPH as raw material.</span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif';">2. <span style="mso-font-width: 115%;">The rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013, which is as under:- </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.15pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">I. All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.15pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"><span style="mso-spacerun: yes;"> </span>II. The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.15pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"><span style="mso-spacerun: yes;"> </span>III. All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.15pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"><span style="mso-spacerun: yes;"> </span>IV. The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.15pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">V. The management and handling of rice husk in the rice shelling units should be done as under: </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.15pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif';">a<span style="mso-font-width: 115%;">. All the rice shelling units shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.</span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.15pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">b. The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.15pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">c. The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.15pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">d. The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'' which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -21.05pt; margin: 0cm 8.3pt .0001pt 1.0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"><span style="mso-spacerun: yes;"> </span>e. Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area</span><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif';"> <span style="mso-font-width: 115%;">near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight</span> <span style="mso-font-width: 115%;">having 40-45 hole/inch2 to prevent wind blowing of stored husk. </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 28.55pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">f. During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"><span style="mso-spacerun: yes;"> </span>3. The industry shall get its stack emission sample monitored from Board's lab in coming season and submit the analysis report to the Board, within one month. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">4. The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit. </span></p>

The industry shall provide additional plantation all along the boundary wall of the unit, within its premises and submit compliance in this regard to the Board. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">6. The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">7. The industry shall dispose of the dust contained by APCD in an environmentally sound manner.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"><span style="mso-spacerun: yes;"> </span>8. The industry shall achieve the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall also be bound to upgrade/replace the existing APCD to achieve said revised standards. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">9. This consent has been granted based on the undertaking submitted by the industry. If, in case, during the visit to the industry in future, any part of the said undertaking found false, then action as deemed fit as per the provisions of the Air Act, 1981 shall be taken without issuance of any further notice/opportunity. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">10. The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc., and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">11. The industry shall comply with all the assurances given by it to the Board through undertaking. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">12. The industry should confirm to the following ambient noise levels prescribed under Rule 13 (1) of Noise Pollution (Regulation & Control) Rules, 2000 at their boundary limits: </span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"><span style="mso-spacerun: yes;"> </span>13. The industry shall install noise limiter on potential polluting devices including retrofitting the existing devices. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">14. Adequate measures shall be taken by the project proponent during construction phase to reduce ambient air and noise level, so as to confirm to the stipulated standard by CPCB/SPCB. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">15. The maximum noise levels near the construction site should be limited to 75 dB(A) Leq (5 min) in industrial areas and to 65 dB(A) Leq (5 min) in other areas.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"><span style="mso-spacerun: yes;"> </span>16. Material need to be stockpiled and unused equipment to be placed between noisy operating equipment and other areas. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">17. The industry shall comply with PWRDA/CGWA guidelines.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 8.3pt .0001pt 14.2pt;"><strong><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">18. The industry shall always maintain a distance of 500 mtr from the source of pollution to residential house. If, the industry fails to maintain a distance as per assurance given by it, the action deemed fit shall be initiated against the industry without any further opportunity/notice.</span></strong></p> |
