Ø  The project proponent has applied for obtaining consent to establish/NOC <a name="_Hlk103001054"></a>for the establishment of residential colony in an area of 2 acres, 7 kanals 13.09 marlas bearing khasra no. 233//3 (7-18), 8(7-17.50), 13/1(1-13.46), 12(1-4.50), 9(4-19.63) through online on OCMMS for 28 residential plots, with requisite documents. Ø  The PP has submitted regularization certificate of the un-authorized colony namely M/s Gokul Dham Colony, Jawaharke Chungi to Grain Market Road, Mansa in an area 2 acres, 7 kanals 13.09 marlas (total 14311 sq.yd.) issued by Additional Deputy Commissioner, Mansa vide their office letter no. 115 dated 22.07.2022. Ø  The PP has submitted the copy of approved layout plan. Ø  The PP has also submitted partnership deed in which they are 5 partners. Ø  The PP has submitted feasibility report for the control of Water Pollution by installing Septic Tank for residential houses upto 28 no. Ø  As per condition no. 17 of regularization certificate issued by ADC (UD), Mansa, the PP has been relaxed to install STP on the condition that the PP will deposit the requisite fee to the Municipal Council, Mansa. But, the PP has yet to submit the detail of requisite fee deposited to the Municipal Council, Mansa onto which basis STP relaxation has to be considered. Ø  The PP has proposed in the application form that 70 Kg/d, solid waste will be generated from the proposed colony from which bio-degradable waste will be converted to manure, dry waste will be sold out and remaining inert material will be disposed at land fill site. Ø  The project proponent has deposited NOC fee of Rs. 10800/- through online vide R.No. N361222262235641 dated 27.12.2022 against the proposed project cost of Rs. 213.83 lacs, which is adequate for one year, under orange category. Ø  The site of the PP was visited by AEE of this office on 01.02.2023 and it was observed as under: Ø  The residential colony has been approved by ADC (UD) Mansa and having 28 no. plots as per approved building plan and one no. construction of house is under progress. Ø  There is sewer line passing in front of the proposed colony. <span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol; color: black; mso-themecolor: text1; font-weight: normal;">·             The project proponent has proposed to install septic tank for the treatment of domestic waste water of capacity @ 16 KLD. <span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol; color: black; mso-themecolor: text1; font-weight: normal;">·             The project proponent has proposed to dispose off its treated domestic effluent into MC sewer for which there is terminal STP of capacity 14 MLD based on MBBR. <span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol; color: black; mso-themecolor: text1; font-weight: normal;">·             There is no rice sheller/BKO/HMP in 500-meter radius, MAH within 250-meter radius and air polluting industry within 100-meter radius of the proposed industry. ·             The project proponent has not proposed any DG set. ·             As per approved building plan there is 7778.3924 sq.mtr. is the total saleable area and according to it if multiplying factor is 2.1 then total built-up area comes out 16334.62 sq.mtr. which is less than 20,000 sq.mtr., hence, EIA notification dated 14.09.2006 is not applicable. Ø  From the above it is clear that site is suitable for the establishment of residential colony and proposal submitted by the project proponent is adequate as per the Water Act, 1974 & Air Act, 1981. Ø  Keeping in view of above it is recommended that Consent to establish/NOC may be granted to the project proponent for the establishment of residential colony in an area of 2 acres, 7 kanals 13.09 marlas bearing khasra no. 233//3 (7-18), 8(7-17.50), 13/1(1-13.46), 12(1-4.50), 9(4-19.63) for 28 residential plots and for the discharge of domestic effluent @ 16 KLD into MC sewer, with suitable conditions.
