<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">The industry is a small scale green category unit engaged in washing of garments and has also installed a small boiler and DG set.</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and 31-A of Air (Prevention & Control of Pollution) Act, 1981 were issued against the industry for its closure and PSPCL authorities were directed to disconnect electric supply of the industry vide letter no. 4845-46 dated 21.10.2022.</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS.</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">As per report of RO, the industry has deposited Rs. 12145/- vide UTR No. AXIC223252506306 dated 21.11.2022 (Rs. 11420/- water & Rs. 700/- as NOC regularization fees) Rs. 11420/- vide UTR No. AXIC223252505839 dated 21.11.2022 (Air), which is adequate upto 31.12.2027 against the fixed assets of Rs. 3.62/- Lacs under VDS scheme.</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">The industry has also submitted the DTP certificate issued by the DTP, Ludhiana vide letter no. 2653 dated 29.11.2022 which stating that the site falls in residential zone as Master Plan, Samrala (2012-31) and the industry “dyers and dry cleaners” is permitted to operate at the site. The industry has submitted approved building plan from architect approved by Director of Factories, Punjab. The industry has applied for consent to operate under green category as the effluent from the industry shall be less than 2 KLD (1.8 KLD).</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">The site of the industry was visited by AEE on 30.01.2023 and it was observed that :-</span></p>

The industry has been disconnected by PSPCL vide TDCO no. 337044 dated 01.12.2022 </span></p>

<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white; margin: 0in 0in 0in .25in;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">That the industry installed 02 nos. washing machines of 50 kg each, 1 no. of 25 kg, 3 nos. hydro extractors, 3 nos. tumblers, 1 no. of wood fired baby boiler and 01 D.G set equipped with canopy with adequate stack. The industry is not doing any kind of dyeing.</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white; margin: 0in 0in 0in .25in;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">That the industry has installed a new ETP to treat the effluent generated from the process. The ETP consists of collection tank, clarifier, tube settler, pre filtration tank, dual media filter, treated water, water line, sludge line. The industry has submitted detailed feasibility report as well as completion report of the ETP. The industry has also provided water meter on the outlet of ETP.</span></p>

Wood fired baby boiler with stack of adequate height.</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white; margin: 0in 0in 0in .25in;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">The industry has installed one D.G set of capacity 15 KVA with canopy and adequate stack height.</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">It has been further reported that the unit is established (April, 1999) well before the date of notification of Master Plan of Samrala City (2012-31). Hence, it can be allowed for 15 years from the date of notification of Master Plan.</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; background: white;"> </span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">After perusing above report, undersigned is of the view that:</span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo2; background: white; margin: 0in 0in 0in .5in;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">As per treatment scheme adopted by industry, it cannot achieve the quality of treated water for reuse in washing of garments. Further, the industry has no plantation area for disposal of effluent after ETP. It is apprehended that same will be discharged into pond as earlier. </span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo2; background: white; margin: 0in 0in 0in .5in;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">The industry has not approached to the Board “voluntarily” for obtaining consent to operate. However, it was identified based on complaint received against it in year 2021. Hence, the industry may not be eligible to obtain benefit of VDS (Voluntarily Disclosure Scheme). </span></p>
<p class="ydp8b25cf8eyiv6589084485ydp48a32f10msonormal" style="margin: 0in; text-align: justify; background: white;"><span style="font-size: 11.0pt; font-family: 'Arial',sans-serif; color: black; mso-color-alt: windowtext; background: white;">In view of above, it is recommended that consent applications applied by the industry may be refused. </span></p>
