<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry was granted consent to operate under Water Act, 1974 & Air Act, 1981 vide no. CTOW/Varied/FDK/2019/11739679 & CTOA/Varied/FDK/2019/11739595 dated 23.12.2019 for production of raw rice @ 1.5 TPH with dryer & sorted rice @ 2 TPH, both are valid upto 30.09.2023, subject to the conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry was visited by officer of this office on 19.12.2022 and it was observed as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">1. The industry was in operation and engaged in processing of raw rice during the visit. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">2. The industry has provided 01 milling section without any Air Pollution Control Device. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">3. The industry has also provided 01 paddy cleaner with dryer section not equipped with any Air Pollution Control Device. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">4. The industry has not provided plantation line along the boundary wall. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry was not complying with the conditions of the consent to operate granted under the Air Act, 1981 as well as code of practice prescribed by State Govt. for such type of unit.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">Thereafter, consent to operate granted under the provisions of the Air Act, 1981 was revoked vide this office letter no. 7095 dated 23.12.2022.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">Now, the industry has applied consents to operate under the Water Act, 1974 and Air Act, 1981 for same capacity under the Orange category. The detail of the case is as under:-</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry has submitted CA certificate dated 06.01.2023 of Rs. 48.37 Lacs as on 31.12.2022. The industry has deposited consent fee as under</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry has submitted the compliance of the conditions of consent granted to it under Water Act, 1974 & Air Act, 1981.</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry was visited by the JEE on 02.02.2023 and it was observed as under: </span></p>

<p class="MsoListParagraphCxSpLast" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.5in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry has provided brick wall of adequate length with 10' height opposite husk discharge storage area and wire mesh of 5' height has been provided above the said wall, in compliance to code of practice prescribed by the Govt. vide order dated 15.10.2013. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">5. <span style="mso-tab-count: 1;"> </span>The industry planted trees along its boundary wall.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">6. <span style="mso-tab-count: 1;"> </span>The industry has provided brick paving roads within the premises.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.5in; margin: 0in 0in .0001pt .5in;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">7.<span style="mso-tab-count: 1;"> </span>The industry is being discharged only domestic effluent and same is being disposed off onto land for plantation after septic tank. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">Now, t</span><span style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">he industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by Govt. of Punjab vide notification dated 15.10.2013 for rice sheller industries.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">Keeping in the view of above, it is recommended that consents to operate under Water Act, 1974 & Air Act, 1981 may be granted to the industry for a period upto 30.09.2024 for the production of raw rice @ 1.5 TPH with dryer and sorted rice @ 2 TPH with usual condition and special condition that the industry will get its emission sample analysed from all stacks during ongoing paddy season i.e. 2022-23 from Board’s lab.</span></p> |
