<p class="MsoBodyText" style="text-align: justify; text-indent: 80.95pt; line-height: 150%; margin: 6.0pt -22.5pt .0001pt 0in;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 115%;">The university had applied for obtaining renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981, but the application was returned at scrutiny level (the details can be checked in the note history of the application ID <a href="../../indApplicationDetails/popPreviousApp/20013100"><span style="color: windowtext; text-decoration: none; text-underline: none;">20013100</span></a> and <a href="../../indApplicationDetails/popPreviousApp/20012979"><span style="color: windowtext; text-decoration: none; text-underline: none;">20012979</span></a> dated 26.09.2022). </span></p>

<p class="MsoBodyText" style="text-align: justify; text-indent: 80.95pt; line-height: 150%; margin: 8.15pt -22.5pt .0001pt 0in;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 115%;">The consent fees deposited on account of Water Act, 1974 and Air Act, 1981 as<span style="letter-spacing: .05pt;"> </span>mentioned at Sr. no. VII against the fixed assets of Rs. 7407.87 lacs as per CA certificate as on 15/08/2022 </span><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">adequate<span style="mso-spacerun: yes;"> </span>upto<span style="mso-spacerun: yes;"> </span>30/06/2023 under Water Act, 1974. Fee adequate upto 30.06.2023 under Air Act, 1981 and Rs. 2000/- is lying excess with Board after deducting penalty fee of Rs. 25%, as per office order dated 29/10/2018</span><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 115%;">. There is increase in the cost of fixed assets by Rs. 20 lakh approx. and the university has deposited Rs. 1800/- as NOC regularization fee, which is adequate for one year and Rs. 200/- is lying excess with the Board.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-indent: 80.95pt; line-height: 150%; margin: 8.15pt -22.5pt .0001pt 0in;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 10.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">The university was visited by the undersigned on 03/02/2023 and contacted Dr. Kulbhushan, Director and Sh. Arshdeep Singh representatives of the university at site. During visit, it was observed as under: </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">1. <span style="mso-spacerun: yes;"> </span>The university has provided 3 no. STPs catering to 3 no. campuses, the details of which are given below: </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><strong><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">A. Main Campus of the university </span></strong></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">a. In this campus, institutes namely Engineering College, Dental College and Hospital, Law, Faculty Management & Computer Sciences, Pharmacy College, Hotel Management, College of Education and 4 no. Boys Hostel are being operated. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">b. The University has installed an STP in this campus for the treatment of domestic effluent and the same was found in operation during the visit. The reading noted at the outlet of STP was 19904 KL. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">c. The institute has developed plantation area of about 6.40 acre (5.10 acre in the form of lawns / parks and 1.30 acre in the form of Karnal Technology) for utilization of treated domestic effluent. The bridges and furrows of the plantation area developed as per Karnal technology were not proper and weed growth could be observed. The representative of the university informed that the area shall be refurbished within one month. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">d. The representative of the university informed that Sludge generating from STP is being used by it in its premises in plantation as manure.</span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">e. The university has installed 4 no. silent DG sets of capacities 250 KVA (1no.) and 125 KVA (3 no.). </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">f. The representative of the university informed that the dental college and hospital is having about 250 + dental chairs and only 25-30 chairs are operational and the chairs have been kept to get necessary clearances from the concerned dental authorities. The dental college have obtain authorization under Bio Medical Waste Management Rules, 2016 for 30 chairs/beds. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><strong><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">B. Ayurvedic College of the university </span></strong></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">a. In this campus, institutes namely Ayurvedic College, Nursing College, 3 no. Girls Hostel and 1 no. residential township are being operated. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">b. The University has installed an STP in this campus for the treatment of domestic effluent and the same was found in operation during the visit. The reading noted at the outlet of STP was 6147 KL.</span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">c. The institute has developed plantation in an area of about 4.50 acre (3.66 acre in the form of lawns and 0.8 acre in the form plantation area developed along the boundary wall/gardens) for utilization of treated wastewater. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">d. The representative of the university informed that Sludge generating from STP is being used by it in its premises in plantation as manure. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">e. The university has installed 3 no. silent DG sets of capacities 125 KVA each. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">f. The representative of the university informed that the Ayurvedic college and hospital is having about 100 beds and only 10 beds are operational and the representative of the hospital informed that 100 beds have been kept to get necessary clearances from the concerned authorities. They ayurvedic hospital has obtained authorization under Bio Medical Waste Management Rules, 2016, for 25 beds. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><strong><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">C. Global School of the University </span></strong></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">a. In this campus, institute namely Desh Bhagat Global School and old B.ed college is being operated. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">b. The University has installed an STP in this campus for the treatment of domestic effluent and the same was found in operation during the visit. The reading noted at the outlet of STP was 32495 KL. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">c. The institute has developed plantation in an area of 1 acre in the form of lawns for utilization of treated effluent. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">d. It has installed fixed pipeline for carrying treated effluent upto plantation area. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">e. The representative of the university informed that Sludge generating from STP is being used by it in its premises in plantation as manure. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">f. The university has installed 2 no. silent DG sets of capacities 75 KVA and 125 KVA. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify; line-height: 150%;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">2. In addition to above, the representative of the university informed that they have an agreement with Adjoining farmers namely Mr. Jaswant Singh and Mrs. Jaswant Kaur for irrigating agricultural land of an area 4 acres. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify; line-height: 150%;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">3. The representative of the university confirmed that about 22 submersible pumps have been provided in the above said 3 nos. campuses but on random check no flow meter has been provided on them. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify; line-height: 150%;"><strong><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">4. Solid Waste Management </span></strong></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify; line-height: 150%;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">The University has submitted a letter dated 03.07.2019 issued by MC Amloh regarding disposal of Municipal Solid waste at their MC Dumpsite. However, as per SWM Rules, 2016.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: normal; margin: 12.05pt .5in 10.0pt .5in;"><em><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">"All gated communities and institutions with more than 5,000 sqm area shall, within one year from the date of notification of these rules and in partnership with the local body, ensure segregation of waste at source by the generators as prescribed in these rules, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorised waste pickers or the authorizsd recyclers. The bio-degradable waste shall be processed, treated and disposed off through composting or bio-methanation within the premises as far as possible. The residual waste shall be given to the waste collectors or agency as directed by the local body". </span></em></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify; line-height: 150%;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">The institute being bulk waste generator is required to manage its solid waste in house. The institute has provided 2 no. vermi composting pits at the backside the VC secretariat building and has yet to provide vermi composting pits / honey comb pits in other buildings especially Boys Hostels, Girls Hostels and in the residential township. The representatives of the institute was guided to undertake compliance of SWM Rules, 2016 immediately and they informed that they will assign the task to agriculture department of the university and develop bio-composting pits. Also they were advised to make an agreement with authorized recycler for disposal of non-biodegradable solid waste. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify; line-height: 150%;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">Further, on asking the university has submitted sustainable environmental management in pursuance of notification no. s.o. 3252 (e) of 22nd December, 2014, which is attached. <span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">In<span style="letter-spacing: .05pt;"> </span>view<span style="letter-spacing: .05pt;"> </span>of<span style="letter-spacing: .05pt;"> </span>above<span style="letter-spacing: .05pt;"> </span>mentioned<span style="letter-spacing: .05pt;"> </span>facts,<span style="letter-spacing: .05pt;"> </span>recommendations<span style="letter-spacing: .05pt;"> </span>may<span style="mso-spacerun: yes;"> </span>be<span style="mso-spacerun: yes;"> </span>sent<span style="mso-spacerun: yes;"> </span>to<span style="letter-spacing: -2.8pt;"> </span>SEE, Zonal Office-II, Patiala that consents granted under the Water (Prevention &<span style="letter-spacing: .05pt;"> </span>Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be further renewed<span style="mso-spacerun: yes;"> </span>upto<span style="mso-spacerun: yes;"> </span><strong>30/06/2023 </strong>with<span style="mso-spacerun: yes;"> </span>suitable<span style="mso-spacerun: yes;"> </span>conditions<span style="mso-spacerun: yes;"> </span>as<span style="mso-spacerun: yes;"> </span>per the policy of the Board and following special conditions that: </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">1. The university shall provide flow meter on all the submersible pump and maintain record of the same. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">2. The university shall refurbish the plantation area of 1.30 acres developed as per Karnal Technology, within 15 days and submit compliance. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">3. The university shall provide in-house arrangement for management of solid waste and comply with the provisions of SWM Rules, 2016 in true letter and spirit. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">4. The university shall comply with the discharge standards of liquid waste at the outlet of STP connected to the dental college & hospital alongwith Ayurvedic college & Hospital <span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">5. The university shall obtained revised authorization under Bio Medical Waste Management Rules, 2016 for Dental College and Ayurvedic Hospital for No. of chairs and beds kept in the premises. </span></p>
<p class="MsoNormal" style="margin-top: 12.05pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-font-width: 110%;">6. The university shall comply with Sustainable Environmental Management Plan as mentioned in the MOEF Notification No. S.O. 3252 (E) dated 22/12/2014 in true letter and spirit. </span></p>
