<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry was granted Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, valid upto 19.12.2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2021/16556485 dated 20.12.2021 is valid upto 19.12.2022.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS.</p>
<p style="text-align: justify;">The industry has deposited consent fee which is adequate upto 30.06.2024 (Water) 30.10.2024 (Air).</p>
<p style="text-align: justify;">To verify the facts, the industry was visited by the officer of RO on 06.01.2023 and it was observed as under:-</p>
<p style="text-align: justify;">1) The industry was in operation and is engaged in galvanizing process and pickling process.</p>
<p style="text-align: justify;">2) The industry has installed one no. hot dip galvanizing dip furnace with hood and wet scrubber as APCD with adequate stack height. During visit galvanizing section was not in operation and air emission sample could not be collected. The industry is maintaining the record of APCD operation.</p>
<p style="text-align: justify;">3) The industry has provided water meter for the pickling process and reading was noted as 292.08KL. The industry is maintaining the record of total water consumption viz-a-viz effluent lifted. As per record, the reading on 01.10.2022 was 268.9 KL, so total water consumption from 01.10.2022 to 06.01.2023 is 23.18 KL, HCL added during this period is 41.795 KL and effluent lifted during this period is 61.5 KL. </p>
<p style="text-align: justify;">4) The industry has installed two no. D.G sets equipped with canopy and adequate stack height.</p>
<p style="text-align: justify;">5) The industry has provided septic tank for domestic waste which is further discharged onto land for plantation.</p>
<p style="text-align: justify;">6) The industry has not submitted CLU from GLADA for continuance of their operation u/s 79 of Punjab Regional Town Planning & Development Act, 2006 of the Punjab Regional and Town Planning and Development Act, 1995 as per the special condition no 1 of the previous consents. In this regard, the industry representative informed that they have filed a appeal before the Punjab Regional and Town Planning Department and there case is not yet decided and is lying pending.</p>
<p style="text-align: justify;"> The site of the industry falls in non-designated area. The industry has submitted CA certificate as on 10.11.2022 mentioning the cost of plan and machinery as Rs. 6.25 Cr. The last CA certificate submitted by the industry as on 31.07.2021 mentioning that cost of plant and machinery Rs. 1.93 Cr. As such, the industry has installed additional machinery of Rs. 4.32 Cr. i.e. two times the earlier machinery and has not submitted the details of increased in machinery. The industry has made expansion in the non-designated area.</p>
<p style="text-align: justify;">In view of above it is recommended that the application of the industry under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused after giving opportunity of personal hearing please. </p>
