CTE/Fresh/LDH3/2022/18268274 dated 16.05.2022 for establishment of an affordable Group Housing Project in an area of 73 kanals 14.67 marlas bearing khasra no: 25// 3(5-0), 4(8-0), 5(8-0), 6(7-18), 7(3-7), 8(3-2), 24//1/1(4-16), 1/2/1(1-5-2/3), 9(5-4), 10(8-0), 11(7-11), 12/1(4-4), 19/2(3-0), 20(3-0), 22/1(1-7) in the revenue estate of village Balloke, Tehsil Ludhiana West, District Ludhiana alongwith discharge of treated domestic effluent @ 301 KLD into GLADA sewer, 41 KLD onto land for plantation and 248 KLD for reuse in flushing purpose after treatment through STP, subject to conditions mentioned therein.</span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: 1.5in; line-height: 150%; margin: 0in -27.0pt .0001pt 0in;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Now, the Project Proponent has applied for extension of &lsquo;Consent to Establish&rsquo;/ NOC for expansion. The project proponent has deposited Rs. 72,000/- vide UTR No. 000131280949 dated 16.01.2023 as NOC regularization fee, which is adequate for one year for project cost of Rs. 140.9 crores. Kamal Chatly S/o Sh. Chaman Lal Chatly for an area of 73 Kanals 14.67 marlas (9.217 Acre) bearing khasra no: 25// 3(5-0), 4(8-0), 5(8-0), 6(7-18), 7(3-7), 8(3-2), 24//1/1(4-16), 1/2/1(1-5-2/3), 9(5-4), 10(8-0), 11(7-11), 12/1(4-4), 19/2(3-0), 20(3-0), 22/1(1-7) in the revenue estate of village Balloke, Tehsil &amp; District Ludhiana. Site falls in &lsquo;Residential Zone&rsquo; as per approved Master Plan Ludhiana (2007-2031). Permission for Change of Land Use for Residential Purpose under Affordable Colony Policy has been granted to establish Affordable Housing Project. There is no MAH industry within a radius of 250 meter from the proposed site of colony. Also there is no air polluting industry within a radius of 100 meter from the proposed site of colony. There is no industry such as rice sheller/ saila plant / brick kiln/ stone crushing/ screening cum washing unit/ hot mix plant/ cement plant etc within a radius of 500 meter. As per Environmental Clearance, total no. of flats are 1128 (tower-wise detail mentioned in EC) and FSI area of the project is 89057.417 m<sup>2</sup>. As per the Environmental Clearance, the Project Proponent has proposed to discharge 41 KLD onto land for plantation. As per drawings/layout approved by the Senior Town Planner, Ludhiana vide letter no. 679 &ndash; STP(L)/TW8-R dated 13.03.2020 the Project proponent has proposed an area of 7507.28 m<sup>2</sup> (20.12% of total area) as green belt area for discharge of treated effluent. Thus, the green belt area proposed by the project proponent is sufficient to handle 41 KLD discharge. </span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; tab-stops: 495.0pt; margin: 0in -27.0pt .0001pt .5in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">As per Environmental Clearance, total water requirement of the project will be 778 KLD and the same will be met by 489 KLD fresh water from borewells and 289 KLD recycled water (248 KLD will be used for flushing &amp; 41 KLD for gardening). </span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; tab-stops: 495.0pt; margin: 0in -27.0pt .0001pt .5in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">As per Environmental Clearance, estimated waste water generation is 590 KLD and the same will be treated through STPs of capacity 800 KLD capacity (02 modules of 400 KLD each).<span style="mso-spacerun: yes;">&nbsp; </span>289 KLD treated water will be recycled and remaining 301 KLD will be discharged into Greater Ludhiana Area Development Authority (GLADA) sewer. The project proponent has already obtained NOC from the GLADA vide memo no: GLADA/2020/579 dated 21.10.2020 regarding discharge of 350 KLD treated water into sewer line of GLADA and regarding disposal of solid waste @ 2200 kg/day. It is further mentioned in this NOC that the Main sewer line passes near the residential colony. </span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; tab-stops: 495.0pt; margin: 0in -27.0pt .0001pt .5in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The project proponent has already submitted feasibility report regarding installation of STPs. The project proponent has proposed to install 02 modules of STP of capacity of 400 KLD each to treat the domestic waste water to be generated from the premises of proposed residential colony. STPs proposed by the project proponent are consistent with the proposed STP capacity in Environmental Clearance. </span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The Proposed site was visited by undersigned on 06.02.2023 and it was observed as under:</span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo2; margin: 0in 0in .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Construction of 01 tower (out of 10) has started at site. Water requirement at site is met through mobile water tankers. STP of capacity 105 MLD (SBR) has been rehabilitated and is achieving the prescribed standards. STP of capacity 152 MLD (UASB) is under rehabilitation. Also, a new STP of capacity 60 MLD (SBR) is under construction and at present construction at full swing is going on.
