<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is medium scale red category dyeing unit and was granted consent to operate under the Water Act, 1974, valid upto 17/02/2023 for production of polyester cotton yarn, polyester yarn, cotton yarn, bleach white yarn, max @ 10 TPD and for discharge of trade effluent @ 750 KLD into sewer after treatment through ETP and domestic effluent @ 12 KLD into sewer and with special condition that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. The industry shall not generate/discharge trade effluent more than 750 KLD without obtaining prior permission of the Board.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry shall maintain daily record of effluent discharge by it.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry shall stop discharging its effluent in case due to any reason the CETP is not operating.</p>
<p style="text-align: justify;">The industry has filed an appeal against the Board in Hon’ble Punjab & Haryana High Court, Chandigarh vide CWP No. 24710 of 2022 for quashing wrong share allotment in 40 MLD CETP from 1000 KLD to 800 KLD. The relevant abstract from the orders passed by the Hon’ble Punjab & Haryana High Court, Chandigarh on 16.12.2022 is reproduced as under:</p>
<p style="text-align: justify;">"The writ petition is accordingly disposed of at this stage with the consent of the parties and without commenting on the merits of the instant case directing the respondent No. 2 to pass a reasoned & speaking order on the representations Annexure P-16 colly. appended along with the instant petition after affording of hearing to the respective parties within a period of 02 months after receipt of certified copies of this order."</p>
<p style="text-align: justify;">The matter regarding the court case is being dealt separately. </p>
<p style="text-align: justify;">Now, the industry has applied varied consent to operate under the Water Act, 1974 for increasing its discharge of trade effluent & domestic effluent from 762 KLD to 800 KLD into CETP 40 MLD (Focal Point Module). The industry has submitted undertaking that the industry has not installed any additional machinery w.r.t the said increase in the effluent discharge. The industry has already deposited consent fee, which is adequate upto 30.06.2026.</p>
<p style="text-align: justify;">The industry was recently visited by AEE of RO on 23.12.2022 and it was observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation during the visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed 08 HTHP vertical yarn dyeing machines of capacities (1x1000 Kg, 1x500 Kg, 2x300 Kg, 1x100 Kg, 1x50 Kg, 1x25 Kg and 1x5 Kg) and 09 soft flow machines (1x50 Kg, 6x300 Kg, 3x600 Kg).</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has installed a digital flow meter at the final outlet leading to CETP and as per record maintained by the industry it is discharging waste water below 750 KLD in last six months.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has installed SCADA system for connectivity with CETP server.</p>
<p style="text-align: justify;">The online record of the industry available on SCADA system was checked and it is observed that from the month of Feb, 2022 after commissioning of the CETP, the industry has discharged waste water more than 750 KLD on 21 days in different months, mainly during the initial months. However, the monthly average is below the average consented discharged for each month. Further, in the last 03 months no case of crossing daily limit has come in light.</p>
<p style="text-align: justify;">The industry has been allotted shares of 800 KLD into CETP 40 MLD as per approved SOPs. As such, the industry can be regularized for discharge of effluent into CETP 40 MLD for 800 KLD. The site of industry falls in approved Focal Point.</p>
<p style="text-align: justify;">In view of above, it is recommended that varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted for one year with suitable conditions and with special conditions that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->a) <!--[endif]-->The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->b) <!--[endif]-->The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->c) <!--[endif]-->There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->d) <!--[endif]-->The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->e) <!--[endif]-->The industry shall maintain the record of flow meter installed at outlet leading to CETP.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->f) The industry shall not generate/discharge trade & domestic effluent more than 800 KLD without obtaining prior permission of the Board. In case of violation suitable Environment Compensation.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->g) <!--[endif]-->The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment.</p>
