<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is a red category small scale dyeing unit and was granted Consent to Operate under Water Act, 1974 & Air Act, 1981, both valid upto 04.01.2023 for dyeing of yarn/fabric @ 2000 Kg/D with discharge of treated trade effluent @ 200 KLD onto land for plantation after ETP & domestic effluent @ 2.0 KLD into sewer alongwith one FBC boiler of capacity @ 02 TPH & one DG set of capacity 75 KVA with special condition that the industry shall get its effluent samples analyzed from Board’s lab. The electricity connection of the industry was temporarily restored upto 04.01.2023.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of Consent to Operate under Water Act, 1974 and Air Act, 1981. The industry had already deposited consents fee, which is adequate upto 30.04.2024 under said Acts. The industry has submitted request letter that the industry is suffering due to market conditions and comes into operation sporadically due to which it could not get its samples tested.</p>
<p style="text-align: justify;">The industry was visited by AEE of RO on 27.12.2022 & 30.01.2023 and it was observed as under:-</p>
<p style="text-align: justify;">1. The industry was not in operation during both the visits. Conditions indicates its not in operation from longtime. No raw material, product was seen at site.</p>
<p style="text-align: justify;">2. The industry has installed 2 soft flow machines (01x 300 Kg, 1 x 150 Kg) having 03 chambers, 9 cabinet machines (1 x 120 Kg, 7 x 60 Kg & 1 x 30 Kg) in its premises. Apart from it has also installed 03 cabinet (1 x 120 Kg, 1 x 60 kg, 1 x 30 Kg) & 02 winch machines, however, these machines are lying in dismantled condition and not in use. As per record, the machinery has been reduced from the previous application when the industry was granted consents for 200 KLD. However, with the operational machinery the theoretical discharge of the industry will be about 267 KLD on 24 Hrs operation.</p>
<p style="text-align: justify;">3. The industry has installed ETP for treatment of its effluent based on physio chemical treatment consisting of ETP consist of Collection tank, Dosing arrangements, Flash mixer, Primary Tube settler, Secondary Tube settler, Pre-filtration tank, Filters & Outlet. However, same is not in operation as unit is lying non-operational from long time. Hence, its adequacy can be checked only after the operation of the unit.</p>
<p style="text-align: justify;">4. The industry has developed about 2 acre land for disposal of the treated trade effluent, with equliptus tree.</p>
<p style="text-align: justify;">5. The industry has installed 01 boiler of capacity 02 TPH. HRU followed by twin cyclone has been provided as APCD along with adequate stack. However, boiler is not in operation due to non-operation of unit, hence air sampling could not be carried out.</p>
<p style="text-align: justify;">6. The industry has installed one DG set of capacity 75 KVA, equipped with canopy.</p>
<p style="text-align: justify;">As per the Common land use certificate issued by the DTP vide letter no. 1313-DTP(L)/I-16 dated 13.04.2011. Right side of the Tajpur Road falls in the Residential Zone and left side to the falls in the Industrial Zone. This unit falls on left side of Tajpur Road on Buddha Nallah and also there are industrial establishment near this unit. The industry is having plantation area of 2 acres, which can handle the discharge of effluent about 150 KLD.</p>
<p style="text-align: justify;">In view of above, it is recommended that:-</p>
<p style="text-align: justify;">1. The PSPCL authorities may be directed to restore the electric connection of the industry temporarily for the period of 06 months.</p>
<p style="text-align: justify;">2. Short term ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months for the discharge of treated effluent @ 150 KLD and domestic effluent @ 2 KLD onto land for plantation with special condition that:-</p>
<p style="text-align: justify;">a) The industry shall get its effluent/ stack emission samples analyzed from Board’s lab.</p>
<p style="text-align: justify;">b) The industry shall operate its ETP/APCD properly & adequately and will do the necessary repair/ maintenance before the re-start of operation of unit after long time.</p>
