<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the industry is a large scale red category unit and was granted ‘Consents to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 & the Air Act, 1981 vide no: CTOW/Renewal/LDH3/2017/5420990 & CTOA/Renewal/LDH3/2017/5420952, both dated 01.07.2017, valid upto 31.03.2022 each under the name and style of “M/s Eastman Mattcast Ltd. (Formerly M/s Magma Mattcast Ltd.), village Humbran, Ludhiana and applied renewal in the name and style of M/s Perfect Mettcast Private Limited (previously known as M/s Eastman Mattcast Ltd.).</p>
<p style="text-align: justify;">Earlier, the industry was visited by officers of the Board on 21.09.2022 and it was observed that and found discharging waste oil from CNC machines and CO2 sand mixed water into boreholes alongwith other violations.</p>
<p style="text-align: justify;">Accordingly, the industry was given personal hearing before the Hon’ble Chairman of the Board on 20.12.20222, wherein it was decided as under:</p>
<p style="text-align: justify;">1. The industry shall dismantle all the borewells/rainwater harvesting pits provided inside its premises immediately.</p>
<p style="text-align: justify;">2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 be issued to the industry for closure and PSPCL Authorities be directed for disconnection of electricity available with the industry, immediately.</p>
<p style="text-align: justify;">3. Environmental Engineer, Regional Office -3, Ludhiana shall calculate Environmental Compensation for the number of days of violations, get it verified from EC Committee constituted by the Board, within 07 days. A separate order for the imposition of EC shall be passed, accordingly.</p>
<p style="text-align: justify;">The electricity connection of the industry was disconnected vide TDCO no: 46449/155 dated 01.02.2023. Further, Environmental Compensation of Rs. 34,12,500/- was calculated and is under verification. </p>
<p style="text-align: justify;">Now, the industry has applied for obtaining ‘Consent to Operate’ under the Water Act, 1974 & the Air Act, 1981.The industry has already deposited consent fee, which is adequate upto 31.12.2023 under both acts.</p>
<p style="text-align: justify;">The industry was visited by officer of RO on 03.02.2023 and it was observed that:-</p>
<p style="text-align: justify;">1. The industry was not in operation due to disconnection of power supply.</p>
<p style="text-align: justify;">2. The industry has completely closed both borewells.</p>
<p style="text-align: justify;">3. The industry had provided three induction furnaces of capacity 500 kg/heat, 500 kg/heat and 1000 kg/heat. The industry has provided canopy hood with each induction furnace but has provided common pulse jet bag filter as APCD (having 80 bags of 150 mm diameter & 3000 mm length each) with all induction furnaces. The industry has provided stack of adequate height after APCD alongwith sampling platform. The industry has approached Punjab State Council for Science & Technology, Chandigarh regarding adequacy certificate of APCD. PSCST has observed that the APCD provided by the industry is not adequate for combined capacity of 2000 kg. The industry has obtained feasibility report from the PSCST regarding installation of APCDs for combined capacity of 2000 kg/heat. The industry has now made APCD in line/operation-able condition. APCD provided by the industry is adequate for only one induction furnace of capacity 500 kg/heat. Thus, maximum production capacity with 500 kg/heat induction is 6Tons/day (considering 12 heats/day).</p>
<p style="text-align: justify;">3. The industry has installed 04 nos. aluminum melting holding furnaces with pressure dye casting machines for manufacturing of auto parts. All the aluminum melting furnaces are electricity based.</p>
<p style="text-align: justify;">4. The industry has installed 01 no. shot blasting furnace and has provided bag filter as APCD alongwith adequate stack height. However, shot blasting section is not in operation since long.</p>
<p style="text-align: justify;">5. The industry has 11 nos. CNC and 19 no. BMC machines for finishing purpose.</p>
<p style="text-align: justify;">6. The industry had constructed underground pucca storage tank of size 9'x9'x6.5' for storage of untreated effluent from anodizing section. During visit, the tank was filled for depth of 2’7”. The industry has made agreement with M/s JBR Tech. Pvt. Ltd. @ 4000 litre/month for the disposal of untreated trade effluent. Previous agreement was for capacity of 15000/- litre/month. The industry is lifting its effluent from anodizing section to M/s JBR Technologies Pvt. Ltd. As per receipts of JBR technology, the industry has lifted 81,800/- litre effluent to M/s JBR technology. The industry has now installed 02 flow meters at both water adding points. The industry is required to maintain record regarding Water usage and quantity lifted to M/s JBR technologies.</p>
<p style="text-align: justify;">7. The industry had provided STP of capacity 40 KLD for treatment of domestic Water as it is a very labour intensive unit. Total staff of the industry is 250. The industry has repaired its STP and made it in operation-able condition. The industry has provided pipeline for discharge of treated water into plantation along boundary wall. However, the industry is still require to develop dedicated plantation area in vacant land in front side for discharge of treated water.</p>
<p style="text-align: justify;">8. As per record file the industry is located in the Industrial Zone as per approved Master Plan, Ludhiana (2007-31) as certified by District Town Planner, Ludhiana vide Memo no 1133DTP(L)M2A dated 26.05.2017.</p>
<p style="text-align: justify;"> Thus, the industry has closed its borewells, made its STP operational, made its APCD operational (adequate for one induction of capacity 500 kg/heat). The industry has provided canopy hood with each induction furnace has provided common pulse jet bag filter as APCD (having 80 bags of 150 mm diameter & 3000 mm length each) with all induction furnaces and has approached PSCST for upgradation of APCD.</p>
<p style="text-align: justify;">Keeping the above in view, it is recommended as under:</p>
<p style="text-align: justify;">A) Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be given to the PSPCL Authorities for temporary restoration of the electricity connection for 06 months.</p>
<p style="text-align: justify;">B ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months for manufacturing of S.G Iron Auto parts or Grey iron auto parts @ 6 T/day, Non-Ferrous Auto Parts @ 3 T/day and Anodizing products @ 15 Tons/month subject to suitable conditions alongwith following special conditions:</p>
<p style="text-align: justify;">1. The industry shall strictly follow SOPs prescribed for induction furnaces.</p>
<p style="text-align: justify;">2. The industry shall maintain proper record regarding water consumption in anodizing section and lifting of effluent to M/s JBR technologies on regular basis.</p>
<p style="text-align: justify;">3. The industry install flow meter at outlet to STP and shall maintain proper record regarding operation of STP on regular basis.</p>
<p style="text-align: justify;">4. The industry shall provide dedicated plantation in vacant area of 250 yards at front side and shall provide pipeline for discharge of treated effluent into this plantation area.</p>
<p style="text-align: justify;">5. The industry shall upgrade its APCD within this period.</p>
