Local Bodies, Patiala vide no. DDLG-19/257 dated 06.11.2019 regarding the provisional regularization of unauthorized colony with the validity of one year, which stands expired.</span></p>

The proposed STP comprises of MBBR Technology based Reactor, Secondary Sedimentation Section, Chlorine contact and treated water sump, multi-grade filter comprising of Dual Media Filter & softener. The project proponent has submitted site plan of the project approved by competent authority</span></p>

The project proponent had submitted copy of letter issued by MC, Zirakpur vide no. 431 dated 29.11.2021 as approval for solid waste disposal and letter no. 432 dated 29.11.20211 for provisional approval of sewerage connection for M/s<span style="mso-spacerun: yes;"> </span>Oak Dale Enclave, Ramgarh Bhudda, VIP Road, Zirakpur subject to certain terms and conditions.</span></p>

No. 282835782 dated 22.01.2023 under Water (Prevention & Control of Pollution) Act, 1974 including Rs. 500/- as FDF and Rs. 22100/- vide R. No. 985749440 dated 22.01.2023 under Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- as facilitation. The fee deposited by the project proponent couldn’t be adjudged as CA certificate is showing depreciated value of fixed assets. However, the project proponent has not submitted any detail regarding the same alongwith requisite documents.</span></p>
<p style="text-align: justify;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"> </span></p>
<p class="MsoNormal" style="margin-top: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">The project proponent has submitted completion certificate regarding installation of STP of capacity 50 KLD based on MBBR Technology consisting of Air Blower, Feed Pumps, Clear water Pumps, Activated Carbon Filter and Electrical Equipment’s. The component mentioned in the completion certificate is contradictory to the earlier proposal submitted by the project proponent at the time of obtaining consent to establish (NOC) of the Board.</span></p>
<p style="text-align: justify;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"> </span></p>

The project proponent has not submitted permission from the PWRDA for the abstraction of ground water as per special condition no. 5 & 28 of the earlier NOC granted by the Board. The project proponent has not submitted complete drawing and design of the STP and its component at the time of obtaining consent to operate as per special condition no. 8 of the earlier NOC granted by the Board.</span></p>

The agreement is valid upto 05.03.2032. The project proponent has not submitted the aks sajra plan earmarking the location of site as well as additional proposed plantation area to be developed as per Karnal Technology so as to adjudge its feasibility.</span></span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span lang="EN-IN" style="font-family: tahoma, arial, helvetica, sans-serif;">Further, it is appropriate to mention here that the authority of the MC, Zirakpur was given personal hearing before the worthy Chairman of the Board on 11.04.2022, as per decision no. (iii) i.e. M.C. Zirakpur be directed not to approve new project plans till necessary infrastructure like sewer / STPs/ disposal mechanism is not put in place with copy to PSLG. The project proponent has not submitted permission regarding additional land for the disposal of treated effluent till the sewer line is not available at project site. Moreover, present STP of MC, Zirakpur is under capacity and is not adequate to handle the additional effluent load of such projects.</span></p>
<p style="text-align: justify;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"> </span></p>
<p class="MsoNormal" style="margin-top: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">In view of the above, it is recommended that the consent to operate under the provisions of the Air (Prevention & Control of Pollution) Act, 1981 may be refused please.</span></p> |
