<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;">It is submitted that the industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 with validity upto 31.12.2022 for production of plastic dana @ 300 kg/day from waste plastic scrap except plastic carry bags @ 300 kg/day, subject to the following specific conditions:-</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>1.<span style="mso-spacerun: yes;"> </span>The industry shall obtain registration under the Plastic Waste Management Rules, 2016 as amended in 2021 within one week.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>2.<span style="mso-spacerun: yes;"> </span>This consent to operate shall be granted for plot no. C-31, Focal Point, Moga premises only.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>3.<span style="mso-spacerun: yes;"> </span>The industry shall not manufacture / store / recycle / sale plastic carry bags under any circumstances and shall always comply with provisions of the notification no. 5/18/2016-4lg4/692717/1 dated 18.02.2016 issued by the Deptt. of Local Govt. and notification no. S.O. 438/P.A.9/1994/530/2016 dated 29.03.2016 issued by Deptt. of Rural Development & Panchayats, failing which, further action for closure of the industry shall be taken without giving any further notice/ opportunity.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>4.<span style="mso-spacerun: yes;"> </span>The industry will not supply plastic raw material to producers (in formal/ informal sector) engaged in production of banned Single Use Plastic (SUP) items.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>5.<span style="mso-spacerun: yes;"> </span>The industry shall ensure that suppliers/ stockists/ dealers and other entities engaged in the industry's supply chain do not supply plastic raw material to producers engaged in production of banned Single Use Plastic (SUP) items.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>Also, the PSPCL authorities were requested to restore the supply of electricity to the industry temporarily for a period upto 31.12.2022.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>Now the industry has applied for extension in the validity of CTOs under the Water Act, 1974 & Air Act, 1981, however the industry has yet not obtained the registration under Plastic Waste Management Rules, 2016 as per the special condition imposed in the consents granted to it earlier.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>The Regional Office has visited the industry on 31.01.2023 and it was observed as under:</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;">1)<span style="mso-spacerun: yes;"> </span>The industry was in operation and engaged in manufacturing of plastic dana from plastic scrap. No plastic carry bag stock / carry bags was found stored in the premises.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;">2)<span style="mso-spacerun: yes;"> </span>The industry has installed one no. extruder machine, one no. cutter and mixture machine.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;">3)<span style="mso-spacerun: yes;"> </span>Washing of scrap has not been provided by the industry.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;">4)<span style="mso-spacerun: yes;"> </span>The industry has installed wet scrubber as APCD with the extruder machine and same was inline and operation able condition.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;">5)<span style="mso-spacerun: yes;"> </span>No trade effluent was being generated by the industry and it has provided 02 no. underground pucca collection tanks for storage of domestic effluent generated from the premises with discharge of the same into the Focal Point sewer.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;">The industry was found complying with the provisions of the Water Act, 1974 & the Air Act, 1981.</p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"> </p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="mso-spacerun: yes;"> </span>If approved, consents to operate under the Water Act, 1974 & Air Act, 1981 be further extended for a period upto 30.09.2023, subject to previous consent conditions along with additional condition that the industry will obtain the registration under the Plastic Waste Management Rules, 2016, within 02 months and no further extension shall be granted to the industry in the validity of the CTOs, in case the industry fails to comply with the same. Also, the PSPCL authorities be requested to continue the electric supply of the industry for another six months.</p>
