File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">The industry is a medium scale red category and was granted Consent to operate under the Water Act, 1974, valid upto 31.12.2022 for discharging Trade Effluent @ 696.0 KLD and Domestic Effluent @ 4.0 KLD into CETP 40 MLD Focal Point.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">Now, the industry has applied for renewal of consent to operate under the Water Act, 1974. The industry has deposited consent fee, which is adequate upto 31.12.2023.</p> <p style="text-align: justify;">To verify the facts, the industry was visited by AEE of RO on 30.11.2022 and it was observed as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation during visit.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 13 soft-flow machines and 01 no. Winch machine for dyeing purpose.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed SCADA system for connectivity with CETP server.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has given a submission regarding the daily water consumption from the month of July 2022 to December 2022 in RO. As per Water Consumption details the reading on 01 July 2022 is 113037 KL and on December is 200728 KL. The water consumption for 6 months = 200728 &ndash; 113037 KL = 87691/30 * 6 = 487.17 KLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Further, industry has informed that from last 4 months the industry is running in one shift. Further, the industry has informed that there maximum capacities of 14 no. machines is 4300 Kgs and one no. winch machines is a sampler machine of 20 Kg capacity.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The site of the industry falls in approved Focal Point. There is no increased in cost of plant and machinery as per CA certificate submitted with present application and previous application.</p> <p style="text-align: justify;">In view of above, it is recommended that renewal of consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 may be granted upto 31.12.2023 for discharging Trade Effluent @ 696.0 KLD into CETP and Domestic Effluent @ 4.0 KLD into 40&nbsp; MLD CETP with suitable conditions and with special conditions that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->a)&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->b)&nbsp;&nbsp; <!--[endif]-->The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->c)&nbsp;&nbsp;&nbsp; <!--[endif]-->There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->d)&nbsp;&nbsp; <!--[endif]-->The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->e)&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall maintain the record of flow meter installed at outlet leading to CETP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->f)&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall not generate/discharge trade &amp; domestic effluent more than 700 KLD without obtaining prior permission of the Board. In case of violation suitable Environment Compensation be imposed on the industry.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->g)&nbsp;&nbsp; <!--[endif]-->The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment.&nbsp;&nbsp;</p> <p style="text-align: justify;">Competency : CEE, Ludhiana</p>
