<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the industry is a small scale green category unit. Earlier, a complaint was received against the industry regarding water pollution caused by the unit in the area.</p>
<p style="text-align: justify;">The site of the industry was visited by the officer of the Board on 11.08.2022 and it was observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry is engaged in manufacturing of ice using water as raw material. </p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has provided one submersible pump for consumption of fresh water. The industry has not provided water meter with the same.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry could not produce any permission / NOC from Central Ground Water Authority.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry has also provided rain water harvesting system in which the rain water from roof top area and water generating by melting of ice is being discharged.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The domestic effluent is being discharged into soakage pits.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The representative of industry could not produce any documentary evidence regarding land use pattern of the site and date of commissioning of the unit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The industry is running at the site without obtaining Consents to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</p>
<p style="text-align: justify;">Accordingly, the industry was given personal hearing before the Senior Environmental Engineer, Zonal Office-2, Ludhiana on 16.12.2022. The hearing was postponed due to administrative reasons.</p>
<p style="text-align: justify;"> Now the industry has applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 for the production of ICE SILLI @ 40 num/day with the disposal of domestic effluent @ 1.5 KLD onto land for plantation after septic tank. The industry has deposited consent fee, which are adequate upto 30.06.2023 under both Acts.</p>
<p style="text-align: justify;">The industry was visited by officer of RO on 04.01.2023 and it was observed as under:- </p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was not in operation due to off season. The industry is engaged in the process of manufacturing of ice by using water as raw material.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry is not generating trade effluent from its process, the domestic effluent is being discharge onto land for gardening inside the premises after passing through septic tank.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has installed 01 DG set of capacity 10 KVA with canopy inside the premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has submitted the copy of the CLU from the STP, Ludhiana vide no. 3219/STP(L)/TW12A dated 17.10.2013.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry has also submitted the Electricity bill as date of commissioning i.e. 05.06.2014.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The industry has submitted the copy of approved building plan issued by Competent Person under Factory Act, Punjab.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->Now the industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The competency to decide the case lies with the Environmental Engineer of Regional Office.</p>
<p style="text-align: justify;">The industry has removed the discrepancies mentioned in the show cause notice.</p>
<p style="text-align: justify;">In view of above, it is recommended that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Show cause notice issued to the industry may be dropped.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The application may be sent to the Regional Office to decide the consent applications on merit, please.</p> |
