<p class="MsoNormal" style="text-align: justify; text-indent: 0.5in; line-height: 24px; background: white;"><span style="font-family: 'Bookman Old Style', 'serif';">It is submitted that the consent to operate was granted to the HCF vide no. CTOA/Renewal/MOG/2022/18498209 & CTOA/Renewal/MOG/2022/18498209 dated 24.04.2022 under the Water Act, 1974 & the Air Act, 1981 for 30 number beds with validity upto 31.03.2023, respectively. The HCF was also granted authorization under the Bio Medical Waste (Management & Handling) Rules, 2016 was granted to the HCF vide no. BMW/Renewal/MOG/2022/18130495 dated 24.04.2022 for 30 bed capacity, valid for a period up to 31.03.2023, subject to the suitable conditions mentioned therein along with specific conditions as under:</span></p>
<p class="MsoNormal" style="margin-left: 0.5in; margin-bottom: 0.0001pt; text-align: justify; background: white;"><em><span style="font-family: 'Bookman Old Style', 'serif';">"1. The hospital will get its effluent sample analyzed from Board’s lab/approved lab of Board, within 02 months.</span></em></p>
<p class="MsoNormal" style="margin-left: 0.5in; text-align: justify; background: white;"><em><span style="font-family: 'Bookman Old Style', 'serif';">2. The HCF will operate its ETP regularly and scientifically and shall maintain proper record of the effluent generated/treated and shall ensure to achieve the effluent standards prescribed by the Board."</span></em></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 0.5in; line-height: 24px; background: white;"><span style="font-family: 'Bookman Old Style', 'serif';">Now, the HCF applied for obtaining renewal of consent to operate under the Water Act, 1974 & the Air Act, 1981 and authorization under the Bio Medical Waste Management Rules, 2016. Details of case as under:</span></p>
<p class="MsoListParagraph" style="margin-left: 0.5in; text-align: justify; text-indent: -0.5in; line-height: 24px; background: white;"><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">The HCF has submitted copy of agreement with common facility of M/s Med-Waste Solutions Pvt. Ltd., Village Bidowal, District Shri Muktsar Sahib, authorized by the Board with validity upto 31.12.2027.</span></p>
<p class="MsoListParagraph" style="margin-left: 0.5in; text-align: justify; text-indent: -0.5in; line-height: 24px; background: white;"><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">The HCF has submitted annual return for the year 2022.</span></p>
<p class="MsoListParagraph" style="margin-left: 0.5in; text-align: justify; text-indent: -0.5in; line-height: 24px; background: white;"><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">The HCF has deposited Rs. 2400/- vide UTR/Ref. No. 215929763 and 178969238 dt. 29.1.2023 under the Water Act, 1974 and Air Act, 1981, respectively, which is adequate upto 31.12.2023 under the Water Act, 1974 & the Air Act, 1981 and Bio Medical Waste Management Rules, 2016 as per fee deposited by the HCF.</span></p>
<p class="MsoListParagraph" style="margin-left: 0.5in; text-align: justify; text-indent: -0.5in; line-height: 24px; background: white;"><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">The HCF has submitted copy of undertaking of bed capacity regarding it has installed 30 number beds.</span></p>
<p class="MsoListParagraph" style="margin-left: 0.5in; text-align: justify; text-indent: -0.5in; line-height: 24px; background: white;"><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">The HCF has submitted copy of sample testing report of effluent sample taken from outlet of ETP on 27.01.2023 from Board's approved lab M/s Environ Tech Laboratories, Plot No. C-101, Industrial Area, Phase VII, Sector 73, Mohali, results of various parameters as pH=8.2, TSS=30.8 mg/l, TDS=1180 mg/l, BOD=15.6 mg/l, COD=38.4 mg/l, Oil & Grease <5 mg/l are found within the prescribed limit.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 0.5in; line-height: 24px; background: white;"><span style="font-family: 'Bookman Old Style', 'serif';">The HCF was visited by JEE of this office on 02.02.2023 and it was observed as under:</span></p>

The HCF is also fixing bar code stickers on the bags.</span></p>
<p class="MsoListParagraph" style="margin: 0in 2.9pt 0.0001pt 0.5in; text-align: justify; text-indent: -0.5in; line-height: 20px;"><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">The HCF has provided final waste collection room along with a bio hazard symbol.</span></p>
<p class="MsoListParagraph" style="margin: 0in 2.9pt 0.0001pt 0.5in; text-align: justify; text-indent: -0.5in; line-height: 20px;"><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">The HCF has also maintained the record of training imparted to the personnel's collecting and handling bio medical waste.</span></p>
<p class="MsoListParagraph" style="margin: 0in 2.9pt 0.0001pt 0.5in; text-align: justify; text-indent: -0.5in; line-height: 20px;"><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">The HCF has installed an ETP cum STP of capacity 6 KLD for the treatment of combined effluent (pre-treated liquid bio waste mixed with domestic effluent) generated from its premises. Same was not in operation as per requirement. ETP cum STP consists of Bar screen-> Oil & Grease trap->Collection tank->chemical dosing tank->settling tank->Bio Reactor->tube settler->Sand Filter- >Carbon filter->Sludge Drying beds->MC sewer. The HCF has made provision to discharge the treated trade effluent into MC sewer.</span></p>
<p class="MsoListParagraph" style="margin: 0in 2.9pt 0.0001pt 0.5in; text-align: justify; text-indent: -0.5in; line-height: 20px;"><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">The HCF has provided flow meter at the outlet of ETP cum STP. The HCF has maintained proper record of operation of ETP cum STP.</span></p>
<p class="MsoListParagraph" style="margin: 0in 2.9pt 0.0001pt 0.5in; text-align: justify; text-indent: -0.5in; line-height: 20px;"><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">11.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; line-height: 18.3333px; font-family: 'Bookman Old Style', 'serif';">The HCF has installed one canopy based DG set in its premise having capacity 65 KVA with stack of adequate height.</span></p>
<p class="MsoNormal" style="margin-right: 2.7pt; text-align: justify; text-indent: 0.5in; line-height: 24px;"><span style="font-size: 7pt; line-height: 14px; font-family: 'Bookman Old Style', 'serif';"> </span></p>
<p class="MsoNormal" style="margin-right: 2.7pt; text-align: justify; text-indent: 0.5in; line-height: 24px;"><span style="font-family: 'Bookman Old Style', 'serif';">As above, the HCF has complied with the provisions of the Water Act, 1974 & the Air Act, 1981 and the Bio Medical Waste Management Rules, 2016 and no action is pending against it.</span></p>
<p class="MsoNormal" style="margin-right: 2.7pt; text-align: justify; text-indent: 35.45pt; line-height: 24px;"><span style="font-family: 'Bookman Old Style', 'serif';">Keeping in view of above, it is recommended as under:</span></p>
<p class="MsoListParagraph" style="margin: 5pt 2.7pt 5pt 0.5in; text-align: justify; text-indent: -0.5in; line-height: 24px;"><span style="font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="text-indent: -0.5in; font-size: 11pt; line-height: 22px; font-family: 'Bookman Old Style', 'serif';">Consent to operate under the Water Act, 1974 & the Air Act, 1981 </span><span style="text-indent: -0.5in; font-family: 'Bookman Old Style', 'serif';">may be renewed upto </span><span style="text-indent: -0.5in; font-family: 'Bookman Old Style', 'serif';">adequacy of fee i.e.</span><span style="text-indent: -0.5in; font-family: 'Bookman Old Style', 'serif';"> 31.12.2023 subject to the same conditions and following additional conditions as under:</span></p>

<p class="TableParagraph" style="margin: 0in -0.5pt 0.0001pt 1in; text-align: justify; text-indent: -0.25in; line-height: 18.4px;"><span style="font-family: Symbol; font-size: 16px;">· </span><span style="font-family: 'Bookman Old Style', 'serif'; font-size: 12pt;">There is no claim of continuation of HCF in present premises on the basis of this consent. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.</span></p> |
