<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';"> It is submitted that earlier, the hospital was granted </span><span lang="EN-IN" style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">renewal of Authorization under Bio-Medical Waste Management Rules, 2016<strong> </strong></span><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">vide no. BMW/Fresh/ASR/2018/7324960 dated 13/04/2018, which is valid up to 31/03/2023 (Hospital @ 30 Beds).</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';"> Now, the hospital has applied for obtaining consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 30 beds and domestic effluent @ 11 KLD) along with Bed Capacity Certificate, Electricity Bill, Agreement BMW, Building Plan Sanction Letter, Sewer Permission, Building Plan and Partnership Deed.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';"> <a name="_Hlk86673810"></a>The hospital has deposited Rs. 31,500/- vide UTR/Ref. No. N011232287439032 dtd 11/01/2023 under Air Act, 1981 (including Rs. 5,000/- under VDS Scheme (Voluntarily Disclosure Scheme) and Rs. 500/- as an application form fee) and Rs. 31,000/- vide UTR/Ref. No. N011232287506822 dtd 11/01/2023 under Water Act, 1974 (including Rs. 5,000/- under VDS Scheme (Voluntarily Disclosure Scheme), which is adequate up to 30/09/2027.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';"> The Hospital was visited by officer of this office on 08/02/2023 and observed as under:-</span></p>
<p class="MsoListParagraph" style="margin-left: 1in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">The Hospital comprising of 30 beds and is engaged in providing medical health services.</span></p>
<p class="MsoListParagraph" style="margin-left: 1in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">The hospital has installed water treatment equipment in Laboratory and Operation Theatre with the help of Sodium Hypochlorite Solution.</span></p>
<p class="MsoListParagraph" style="margin-left: 1in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">The Hospital has submitted the permission to discharge waste water into MC sewer from Municipal Corporation, Amritsar vide no. WSSA/1724 dated 17/01/2023.</span></p>
<p class="MsoListParagraph" style="margin-left: 1in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">The hospital has maintained the record of Bio-Medical Waste.</span></p>
<p class="MsoListParagraph" style="margin-left: 1in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">The hospital has installed D.G. sets of capacity 30 KVA & 70 KVA, which are fitted with canopies.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';"> It is further intimated that the hospital is complying with the provisions of Water Act, 1974 and Air Act, 1981. The hospital is having bed capacity of 30 beds and competency to decide the case lies with Environmental Engineer.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: normal;"><strong><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';"> </span></strong><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the HCF up to 30/09/2027 subject to usual conditions and along with special conditions as under:-</span></p>
<p class="MsoListParagraph" style="margin-left: 0.75in; text-align: justify; text-indent: -0.5in;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">The HCF will submit the waste water analysis report to the Board, within 02 months, where STP at terminal end is installed.</span></p>
<p class="MsoListParagraph" style="margin-left: 0.75in; text-align: justify; text-indent: -0.5in;"><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">The HCF will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.</span></p> |
