It is submitted that the hospital has applied for obtaining NOC of the Board under Water Act, 1974 and Air Act, 1981 for establishment of Health Care Facility of 50 no. beds with requisite documents. As per the project report, the total cost of the hospital will be Rs. 355.43 lakhs. The industry has deposited NOC fee amounting Rs. 2000/- vide Receipt No. 590559814 dated 17.01.2023, which is adequate for one year.   The hospital has submitted copy of CLU for an area of 0.522 acres from Department of Town & Country Planning, Punjab issued vide memo no. 1885-STP(P)/SP-327 dated 16.07.2021 from agriculture to hospital wherein it has been mentioned that the site of the industry falls in Notified Local Planning Area, Dakala Bhunerheri and permission is given as per Chief Town Planner letter no. 1219-37-CTP(PB)/SP-432 (Gen.) dated 27.02.2018 to use the said land for this unit. The hospital has submitted feasibility report prepared by Environmental Management Solution (EMS) Engineers & Consultants in which it was mentioned that the said HCF shall provide ETP cum STP of capacity 25 KLD for treatment of effluent @ 22 KLD. The HCF has proposed one no. DG set of capacity 62.5 KVA capacity equipped with canopy and adequate stack height. The HCF has proposed to segregate BMW in accordance to BMW Rules, 2016.   The site was visited by the undersigned on 02.02.2023. During visit, it was observed that:     <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-left: 1.25in; text-indent: -0.25in; line-height: 18.4px;">1.    The proposed site is located on right side of Patiala Samana road in Vill. Bhanra. No construction has been carried out on proposed site. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-left: 1.25in; text-indent: -0.25in; line-height: 18.4px;">2.    The representative informed telephonically that earlier petrol pump was operated at the proposed site however same was dismantled few years ago. <p class="MsoNoSpacing" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-left: 1.25in; text-indent: -0.25in; line-height: 20.8px;">3.    The HCF has proposed to install ETP cum STP as per feasibility report for the treatment of effluent generated from hospital section as well as domestic effluent. <p class="MsoNoSpacing" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-left: 1.25in; text-indent: -0.25in; line-height: 20.8px;">4.    The HCF has proposed to installed one no. D.G. set of 125 KVA capacity equipped with canopy and adequate stack height. <p class="MsoNoSpacing" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-left: 1.25in; text-indent: -0.25in; line-height: 20.8px;">5.    There are 2-3 residential houses falling in the periphery of 100 m of proposed site.     No specific guidelines have been made by the Board for such type of unit and as such the site is suitable for establishment of HCF of 50 no. beds capacity. In view of the above, it is recommended that the HCF may be granted Consent to Establish (NOC) under Water Act, 1974 and Air Act, 1981 for establishment of Health Care Facility of 50 no. beds, subject to the suitable conditions and following additional conditions: -   <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 18.4px; margin: 0in 0in 8pt 1.25in;">1.    The HCF shall obtain Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention and Control of Pollution) Act, 1981 & Authorization under the Bio-Medical Waste (Management) Rules, 2016. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 18.4px; margin: 0in 0in 8pt 1.25in;">2.    The HCF shall comply with the provisions of Bio-Medical Waste (Management) Rules, 2016, in true letter & spirit. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 18.4px; margin: 0in 0in 8pt 1.25in;">3.    The HCF is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 18.4px; margin: 0in 0in 8pt 1.25in;">4.    The HCF shall not throw, burn or burry any solid wastes in open, outside premises or in drain / water bodies. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 18.4px; margin: 0in 0in 8pt 1.25in;">5.    The HCF shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 18.4px; margin: 0in 0in 8pt 1.25in;">6.    The HCF shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 18.4px; margin: 0in 0in 8pt 1.25in;">7.    The HCF shall properly handle and manage the solid wastes as per the provisions of the Solid Waste Management Rules 2016 and ensure that the solid waste is segregated & disposed off in an environmentally sound manner. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 18.4px; margin: 0in 0in 8pt 1.25in;">8.    The HCF shall obtaine necessary permission for disposal of treated effluent into the sewer from the concerned authority. <span lang="EN-US" style="font-family: Tahoma, sans-serif; color: black; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">  <span lang="EN-US" style="font-family: Tahoma, sans-serif; color: black; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">Competency: EE, RO (Upto 50 beds HCEs and lab and Blood Banks, Pathological Lab, Veterinary Institutions/ Animal House etc.)
