File Note: <p style="text-align: justify;">1. Please puruse RO agenda / note history and the comments / recommendations of EE, ZO as above.</p> <p style="text-align: justify;">2. Sh. Subash, Representative and authorized signatory attended the office of undersigned and pleaded that due to disconnection of electric connection, factory and all activities therein are closed permanently for last 8-9 days. About 250 workers are lying idle and likely to shift to other units in case the plant will remain close and requested to restore the electric connection of our company at the earliest possible.</p> <p style="text-align: justify;">3. He further submitted that:</p> <p style="text-align: justify;">a)&nbsp;To comply with the shortcomings prescribed by the Board, industry already has permanently closed the boreholes earlier meant for Rain water harvesting. Further, the industry has adopted innovative systems for collect and reuse the cutting oil earlier being discharged. With this system, no cutting oil will be discharged from the industry as same will be reused back into the process.</p> <p style="text-align: justify;"><span lang="EN-US">b) The industry already adequate common APCD provided with our induction furnaces (500 kg, 500 kg &amp; 1000 kg) which was designed and built by a reputed consultant. Still, as per the requirement of PPCB, we have approached the PSCST, Chandigarh, who have provided necessary design drawing for upgradation of APCD on our induction furnaces. Till the upgradation work, we will operate only 500 Kg induction and furnaces of 500 Kg &amp; 1000 Kg may be sealed by the Board if needed.</span></p> <p style="text-align: justify;"><span lang="EN-US">c) The industry has put its STP operational and the treated water is discharged into plantation area. Flow meters installed on fresh water lines in the anodizing section and now maintaining the record of water usage and effluent lifted by JBR.</span></p> <p style="text-align: justify;"><span lang="EN-US">d) The industry will abide by all the norms prescribed by the board and committed to deposit Environmental Compensation / Bank Guarantee if any imposed by the PPCB.</span></p> <p style="text-align: justify;"><span lang="EN-US">It is pertinent to mention here that the matter regarding the imposition of EC has already being forwarded to higher authorities for referring to the committee for checking of calculation. To stop the repeat of such events in future &amp; to complete the ugradation of APCD as per PSCST design&nbsp;</span>a suitable bank guarantee is also required to be imposed.&nbsp;</p> <p style="text-align: justify;">In view of the above and as recommended&nbsp; by EE, ZO, ludhiana, it is proposed that:</p> <p style="text-align: justify;">1. Consent to Operate under Water Act, 1974&nbsp; may be granted for six months with following conditions:</p> <p style="text-align: justify;">a) The industry shall ensure that in future, no trade, domestic or any other effluent or any other foreign material / waste shall be dumped into the borewells, failing which Board is at liberty to close down the industry without giving any notice / hearing to it.</p> <p style="text-align: justify;">b) The industry shall get whole of its effluent from anodizing section lifted to the CETP for electroplating units (Phase-8, Ludhiana) presentely operated by M/s JBR Technologies and maintain record thereto including that of water consumption for trade activities on regular basis.</p> <p style="text-align: justify;">c) The industry shall install flow meter at outlet to STP and shall maintain proper record regarding operation of STP on regular basis.</p> <p style="text-align: justify;">d) The industry, besides the existing area under plantation shall develop dedicated plantation in vacant area available with the industry so as to have adequate under plantation / irrigation for discharge of treated effluent, with a proper distribution pipe network.</p> <p style="text-align: justify;">e) A Bank Guarantee of amount Rs. 2 Lacs is to be submitted well before the issuance of the restoration orders by ZO as an assurance to comply with the conditions as mentioned as above.</p> <p style="text-align: justify;">2.&nbsp;Consent to Operate under Air Act, 1981&nbsp; may be granted for six months with following conditions:</p> <p style="text-align: justify;">a) The industry shall strictly follow SOPs prescribed for induction furnaces.</p> <p style="text-align: justify;">b) The industry shall upgrade its APCD within three months from the date of restoration / consent issued.</p> <p style="text-align: justify;">c) Only one induction furnace of 500 kg/heat shall be operated till the industry upgrade its Air pollution control arrangements as per PSCST design. Till then, remaining two induction furnaces of 500 kg &amp; 1000 kg be sealed by the Regional Office.</p> <p style="text-align: justify;">d) A Bank Guarantee of amount Rs. 1 Lac is to be submitted well before the issuance of the restoration orders by ZO as an assurance to comply with the conditions as mentioned at 2. a), b) &amp; c).</p> <p style="text-align: justify;">3. The industry is bound to deposit the Environmental Compensation, matter of which is under the consideration of the Board.</p> <p style="text-align: justify;">4.&nbsp;Directions u/s 33-A of the Water Act, 1974 may be given to the PSPCL Authorities for temporary restoration of the electricity connection for 06 months with the above conditions as mentioned above.</p> <p style="text-align: justify;">Submitted for approval as above.</p> <p style="text-align: justify;">(Competency for consent &amp; restoration lies with Worthy Chairman of the Board).</p>
