<p style="text-align: justify;">It is intimated that the industry is a small scale red category phosphating unit and was granted Consent to operate under the Water Act, 1974 and Air Act, 1981, valid upto 20.09.2022.</p>
<p style="text-align: justify;">Earlier, the industry has not made an agreement with the CETP operator as such, the electric connection was disconnected on 31.05.2017 and restored temporarily four times and lastly upto 20.09.2022.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal consent to operate under the Water Act, 1974 and Air Act, 1981. The industry has already deposited consent fee, which is adequate upto 30.06.2025.</p>
<p style="text-align: justify;">To verify the facts, the industry was visited by the officer of RO on 17.12.2022 and it was observed as under:-</p>
<p style="text-align: justify;">1. The industry was in operation during the visit and is engaged in the manufacturing of electric panels and is having the process of phosphating and powder coating.</p>
<p style="text-align: justify;">2. The industry has provided water meter on the source of fresh water supply and reading was noted to be 14.84 KL during the visit.</p>
<p style="text-align: justify;">3. The industry failed to show the record of total water consumption viz-a-viz effluent lifted.</p>
<p style="text-align: justify;">4. The industry has made an agreement with M/s JBR Technologies Pvt. Ltd, Ludhiana for lifting of effluent @ 1,000 Ltr/month.</p>
<p style="text-align: justify;">5. The industry has provided storage tank of capacity 1000 ltrs for collection of trade effluent generated from the process. No effluent was lying in the storage tank during the visit.</p>
<p style="text-align: justify;">6. The industry is discharging only domestic effluent into sewer.</p>
<p style="text-align: justify;">7. The industry has installed one powder coating booth in-built cyclone as APCD and adequate stack height.</p>
<p style="text-align: justify;">8. The industry has also installed an electric fired oven with the powder coating section.</p>
<p style="text-align: justify;">9. The industry has installed one DG set of 62.5 KVA with canopy as well as adequate stack height.</p>
<p style="text-align: justify;">10. The site of industry falls in approved Focal Point.</p>
<p style="text-align: justify;">Accordingly, the industry was given personal hearing before the SEE, ZO on 08.02.2023, wherein Sh. Saurabh Chhabra, Proprietor attended the hearing and submitted a written reply which was taken on record and stating that the industry is not operating its water polluting section from last 12 months. He was not in the factory during visit as he has been detected with cancer and could not show the record to the visiting officer. The industry has submitted the record. He also submitted that the electric connection of the industry has been disconnected and requested to restore the electric supply at the earliest possible.</p>
<p style="text-align: justify;">Accordingly, it was decided that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry shall maintain the proper record of water consumption, effluent lifted by M/s JBR Technologies Pvt. Ltd, and make it readily available to the visiting officer during the visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The consent to operate under the Water (Prevention & Control of Pollution) Act 1974 be granted for six months.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The application of the industry be forwarded to the Competent Authority for temporarily restoration of electric connection.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->Environmental Engineer, Regional Office shall visit the industry to carry out water auditing under his supervision, check the compliance made by the industry and send the report within one month. </p>
<p style="text-align: justify;">In view of above, it is recommended that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 may be issued to the industry for temporarily restoration of electric connection for six months.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->Consent to operate under the Water (Prevention & Control of Pollution) Act 1974 may be granted for six months.</p>
