The industry was granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974  vide no. CTOW/Fresh/SAS/2019/9990809 dated 26.06.2019, valid till 31.01.2023 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2019/9990777 dated 26.06.2019, valid till 31.01.2023 for manufacturing of Self-Thread Screw @ 250.0 Kgs/day., Machine Thread Screw @ 500.0 Kgs/day, Washers @ 50 Kgs/day & Nuts @ 500 Kgs/day with special conditions as under: 1.       The industry shall not consume any fuel without the prior written permission of the fuel. 2.       The industry shall dispose off its entire trade effluent to the CETP operator, Ludhiana. 3.       The industry shall maintain the record of fresh water consumption in the process viz-a-viz the wastewater lifted by CETP operator on daily basis and shall submit the monthly report of the same to E.E., R.O., SAS Nagar by the 7th of each month. 4.       The industry shall not discharge any treated / untreated trade effluent into any choe/drain/nallah/river etc. directly or indirectly under any circumstances. Now, the project proponent has applied renewal Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974  and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents. The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 17.54 lakh on 31.03.2022.  The project proponent has deposited Rs. 11,220/- vide UTR no. AXISF23030097118 dated 30.01.2023 under Water Act, 1974 and Rs. 11,720 vide UTR no. AXISF23030097132 dated 30.01.2023 under Air Act, 1981. After deduction of late fees, the Consent fee under both acts is adequate till 31.01.2028. The project proponent has submitted compliance report of the previous Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974  and Air (Prevention & Control of Pollution) Act, 1981 granted to it. The industry has made agreement with Bantech Water Pvt. Ltd., Channlon regarding  lifting of effluent generated from electroplating @ 8000 ltr/month. The industry was visited by AEE of this office on 08.02.2023 and contacted Sh. Raj Kumar, Worker. During visit it was observed that: <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -19.5pt; line-height: 106%; mso-list: l1 level1 lfo3; margin: 0cm 0cm .0001pt 55.5pt;">1.        The industry was in operation and was engaged in the process of plating on job basis. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -19.5pt; line-height: 106%; mso-list: l1 level1 lfo3; margin: 0cm 0cm .0001pt 55.5pt;">2.        The industry is involved in Chrome, Nickel, Copper and Zinc plating process. The industry is also carrying out sulphuric acid dip and cleaning with caustic soda in barrels. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -19.5pt; line-height: 106%; mso-list: l1 level1 lfo3; margin: 0cm 0cm .0001pt 55.5pt;">3.        The industry has provided water meter on the line leading to process area and meter was not in working condition. The representative could not produce record of water consumption and waste water generation and its disposal. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -19.5pt; line-height: 106%; mso-list: l1 level1 lfo3; margin: 0cm 0cm .0001pt 55.5pt;">4.        The house-keeping was poor and waste water was found stagnant on the floor due to improper slope. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -19.5pt; line-height: 106%; mso-list: l1 level1 lfo3; margin: 0cm 0cm .0001pt 55.5pt;">5.        The industry has provided a byepass in the pipeline carrying waste-water into effluent collection tank as a result of which waste-water was being bye-passed into sewer. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -19.5pt; line-height: 106%; mso-list: l1 level1 lfo3; margin: 0cm 0cm .0001pt 55.5pt;">6.        The industry has also provided one no. electric tempering furnace and one no. hardening  furnace. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -19.5pt; line-height: 106%; mso-list: l1 level1 lfo3; margin: 0cm 0cm 8.0pt 55.5pt;">7.        The industry has not provided any DG set. No significant emissions were found in the process section. In view of above, it is recommended that 1)      Show-cause notice for refusal of the CTO applied under Water Act, 1974 for the violation of the provisions of the Water Act, 1974 with an opportunity of personal hearing may be issued to the industry. <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 8.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 106%; mso-list: l2 level1 lfo2;">2)      Consent to Operate under Air Act, 1981 may be renewed till 31.03.2027 subject to same terms and conditions as mentioned in CTOA/Fresh/SAS/2019/9990777 dated 26.06.2019.   Competency: SEE
