<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">It is submitted that the HCF was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2021/16895859 dated 01.10.2021 and under Water Act, 1974 vide no. CTOW/Fresh/LDH3/2021/16895854 dated 01.10.2021, both valid upto 31.03.2023 for 12 bedded hospital subjected to the conditions mentioned therein. Now the HCF has applied for grant of renewal of consent to operate under Air Act, 1981 and Water Act, 1974 for 12 bedded facility. The HCF has submitted requisite documents through OCMMS. The HCF has deposited Rs. 5000/- with reference no. with UTR no. </span><span style="mso-spacerun: yes;"> </span><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">N032232312181387 on 01.02.2023 as Air Consent fee, and Rs. 5000/- with UTR no. </span><span style="mso-spacerun: yes;"> </span><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">N032232312173277 on 01.02.2023 as water consent fee. The consent fee submitted by the HCF is valid upto 31.03.2028 under both Acts. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">It is pertinent to mention here that a meeting of Core Committee was taken by the Hon’ble Chairman, PPCB on 19.03.2018 in the Committee Room, Head Office, Patiala and proceedings of the same have been received in this office through e-mail . In the said meeting, with regard to grant of authorization under BMW Rules, 2016 to the HCEs, it was decided as under: i) The Healthcare facilities upto 20 beds/ dental chairs, the documents to be obtained for getting authorization under the BMW Rules should be bare minimum i.e. location plan, agreement with CBWTF, self-declaration (To be specified by PPCB), copy of last month's manifests etc. ii) The fresh/renewal applications of HCFs' be processed online within one week without any prior inspection subject to submission of requisite documents by the HCFs'. The Regional Office will also ensure that no action regarding violation of the provisions of BMW Rules is pending against the HCF.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Further, as per Head Office order no. 601 dated 16.12.2021, the Competent Authority of the Board in partial modification to earlier Board’s office order no. 468 dated 31-08-2021, has decided that HCFs up to 50 bed capacity which are discharging their liquid waste into public sewer and operating wlthin MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents/authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement/measure, subject to the condition that HCF shall ensure to comply with the effluent standards as notified under Bio-medical Waste Management Rules, 2016 amended up to date and subsequent amendments if any.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;"><span style="mso-spacerun: yes;"> </span>Further, the competent authority of the Board has clarified vide no. HQ-3/EPA/2022/393-408 dated 06.06.2022 that bedded HCFs are required to comply with the standards prescribed under schedule-ll of the BMW Rules, 2016. In case, wastewater is discharged into a public sewer connected to the terminal STP, the bedded HCFs are required to meet general standards as notified under Environment (Protection) Act, 1986 </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">As per application form, the HCF has installed its own ETP-cum-STP. The HCF has provided 01 D.G set of capacity 160 KVA equipped with canopy.<span style="mso-spacerun: yes;"> </span>As such, the HCF is complying with the provisions of Water Act, 1974 and Air Act, 1981. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;"> Keeping above in view, it is recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF upto 31.03.2028 subject to suitable conditions and specific conditions as under: -</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">1. The HCF shall always meet the general effluent standards as notified under Environment (Protection) Act, 1986. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">2. The HCF shall not increase the bed capacity without the prior permission of the Board. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">3. The HCF shall submit analysis report of effluent sampling from Board’s Lab/Board’s approved lab within 01 month.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">4. The HCF shall renew its agreement with CBWTF from time to time. </span></p>
