KLD into conveyance system of CETP 50 MLD against the share allotted to it by the PDA.</span></p>

It is a seasonal industry with off seasons, now running up to 8 months due to post COVID-19 and moreover, the traditional power loom weavers that they cater to are on a decline. <span style="mso-spacerun: yes;"> </span>The industry has stated that Considering, these turn of events we are willing to diversify our dyeing portfolio into cone/fabric dyeing. The industry further stated that tentative share distribution done by the P.D.A and industry has been allotted 607 shares equivalent to discharge allowance of 607 KL/day of effluent into the dedicated CETP line. The industry stated that effluent discharge owing to their water recycle and reuse efforts is currently at approximately 480 KL/day at full capacity and running at 24 hours/day and during off seasons this comes down to around 300KL/day. The industry has also stated in their statement that due to high dye exhaustion capability of acrylic yarn, it is easier to reuse our discharge and they are currently recycling and reusing 35-40% of their discharge and efforts are on to bring that up to 50%<span style="color: red;">. </span></span></p>

Dyeing finishing request to them to transfer 127 share to their sister concern unit M/s S.K. Dyeing and Finishing Unit –II from their 607 share. In above letter, the PDA has allowed 480 KLD shares to M/s S.K. Dyeing and Finishing and 127 KLD shares to M/s S.K. Dyeing and Finishing Unit –II.</span></p>

As per CLU, the site falls in Light & Service Industrial Use Zone as per Master Plan, Ludhiana (2007-21) copy enclosed in application.</span></p>

As per the GNE report total discharge of the industry is 627.6 KLD, however, it has obtained the shares from PDA @ 607 KLD. However, the industry has submitted that it has provided the arrangement for reusing its cooling water and steam condensate due to which the actual generation of trade effluent by the industry is 440 KLD only. </span></p>

Hence, total reuse percentage by the industry is 289/748 = 38.6%. </span></p>

Hence, total effluent generation by the industry will be around 470-475 KLD, which is within the 480 KLD as proposed by the industry in its existing unit. <span style="mso-spacerun: yes;"> </span></span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: .25in; line-height: 150%; margin: 0in 0in .0001pt 9.0pt;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-tab-count: 2;"> </span>Keeping the abo<a name="_GoBack"></a>ve in view, it is recommended that Consent to Establish/ NOC applied by the industry under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be considered for grant for dyeing of Yarn In Package Form @ 1150 Kgs/day & Fabric @ 1500 Kgs/day with discharge of trade effluent @ 124 KLD & domestic effluent @ 3 KLD into conveyance system of CETP 50 MLD without any air polluting process with usual condition and special condition that:</span></p>
