CTOW/Varied/LDH4/2022/19263574 dated 10/08/2022, which is valid upto 30/06/2027 for production of Refined lubricants oil @ 9200 Liter/day, Light oil/diesel @ 2500 Liter/day, Washing & recycling of barrels/ canes/drum/liners/rubber/plastic scraps @ 400 Numbers/Day, Washing of jerry canes, polythene bag & plastic scrap @ 2000 Numbers/Day, Insulated oil (transformer oil) @ 6950 Liter/day and for discharge of trade effluent @ 20 KLD reuse in process after treatment in ETP and for domestic effluent @ 0.4 KLD into sewer. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="mso-bidi-font-size: 12.0pt; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-bidi-language: AR-SA;">Also, consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Varied/LDH4/2022/19263668 dated 10/08/2022, which is valid upto 30/06/2027 for HSD Oil as fuel in its one incinerator of capacity 01 TPH provided with wet scrubber as APCD, 03 LDO/Diesel fired Kettle Furnaces along with adequate stack height and One DG set of capacity 320 KVA equipped with canopy alongwith adequate stack height. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="mso-bidi-font-size: 12.0pt; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-bidi-language: AR-SA;">The industry has also obtained authorization under the Hazardous & Other Waste (Management and Trans-boundary Movement) Rules, 2016 from the Board vide no. HWM/Fresh/LDH4/2022/19283702 dated 05/09/2022, which is valid upto 30/09/2027 for the category 5.1-Used or spent oil @ 2100 KLA, category 4.1-Oil sludge or emulsion @ 130 TPA, category 4.5-Spent clay containing oil @ 130 TPA, category 5.2-Wastes or residues containing oil @ 2100 KLA, category 33.1-Empty barrels/containers/liners contaminated with hazardous chemicals /wastes @ 720000 Number/Annum (400 No.s /day drums and 2000 No.s/day jerry cans etc.), category 35.3-Chemical sludge from waste water treatment @ 0.3 TPA and category 37.2-Ash from incinerator and flue gas cleaning residue @ 08 TPA. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="mso-bidi-font-size: 12.0pt; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-bidi-language: AR-SA;">The industry has obtained passbook cum registration under Rule 6 of Hazardous & Other Waste (Management and Trans-boundary Movement) Rules, 2016 vide no. PPCB/ZO-II/2022-27/R-7 dated 28.09.2022, which is valid upto 30.06.2027 for category 5.1-Used/ Spent oil/ Transformer Oil @ 2100 KLA and category 5.2-Wastes or residues containing oil @ 2100 KLA.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="mso-bidi-font-size: 12.0pt; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-bidi-language: AR-SA;">The industry has obtained passbook cum registration under Rule 6 of Hazardous & Other Waste (Management and Trans-boundary Movement) Rules, 2016 vide no. PPCB/ZO-II/2022-27/R-6 dated 28.09.2022, which is valid upto 30.06.2027 for category 33.1-Empty barrels/containers/liners contaminated with hazardous chemicals /wastes @ 720000 Number/Annum (Empty drums MS/ Plastic washing and recycling @ 400 No.s /day and plastic scrap/ polythene bags/ rubber/ jerry can @ 2000 No.s/day).</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="mso-bidi-font-size: 12.0pt; font-family: 'Verdana','sans-serif'; mso-bidi-font-family: Tahoma; mso-bidi-language: AR-SA;">Now, the industry has applied for Consent to Establish (NOC for expansion) under the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 through OCMMS on 08.02.2023 for proposed production of Manure @ 03 TPD by using dry & wet expired food products @ 10 TPD as raw material. The industry has proposed to install 04 Bio composed machines in plot no. E-402, Focal Point, Phase-6, Ludhiana which is allotted by PSIEC for "Reclaim mobil oil & filter processing" vide endst no. 23088 dated 22.01.2009. However, the industry has proposed to install bio composter which covered under Orange Category unit and is mentioned at Sr. No. 2016 as per the new categorization issued vide order no. 585 dated 23.10.2020 by the Board. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="mso-bidi-font-size: 12.0pt; font-family: 'Verdana','sans-serif'; mso-bidi-font-family: Tahoma; mso-bidi-language: AR-SA;">As per the project report, the total investment on the project shall be Rs. 91.51 Lacs and cost of plant and machinery of Rs. 85.36 Lacs and it has also deposited NOC fee Rs. 5,400/- vide UTR No. 82687914 dated 25.12.2022, which is adequate for one year.</span></p>

<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="mso-bidi-font-size: 12.0pt; font-family: 'Verdana','sans-serif'; mso-bidi-font-family: Tahoma;">In view of above it is recommended that Consent to Establish (NOC for expansion) under the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 may be granted for one year for installation of 04 no. of bio composters after considering the fact that the allotment of plot for "Reclaim mobil oil & filter Processing" with suitable conditions and special conditions that:-</span></p>
