The industry is large scale red category unit. It was earlier granted consent to operate under Water Act, 1974 and Air Act, 1981 upto 31/03/2023. It has also obtained NOC for expansion for manufacturing of Scissors @ 18000000 Number/Year, Paper Knives/Cutters @12000000Number/Year Blade For Knives/Cutters @13800000Number/Year Kitchen Knives/Peelers @9000000Number/Year (after expansion). The industry had proposed to install Press shop, Grinding shop, moulding section, Assembly section, Auto pack machine, Other misc. machinery. The industry had proposed at the time of applying NOC that there will be slight increase in trade effluent i.e. 3.1 KLD for which the industry has already installed ETP of capacity 101 KLD followed by RO and evaporation system. RO permeate is being recycled in the process and the reject is force evaporated. The industry has also provided 2 no. STPs based on MBBR technology of capacity 100 KLD and 50 KLD, respectively which is adequate to treat the discharge of domestic effluent @ 67 KLD.  Now, the industry has applied for varied consent to operate under Water Act, 1974 & Air Act, 1981 alongwith requisite documents and fee adequate upto  31.03.2028. The site of industry was visited by the AEE on 08.02.2023 and it was observed as under :- 1.     The industry was in operation during the visit and manufacturing stapler strips, electro-galvanizing wire, scissors and other wire products. 2.     The industry has installed one LPG fired lead bath section, 02 LPG fired batch annealing furnace, one LPG fired heating/oven, 03 LPG fired pickling lines, one diesel fired zinc melting crucible furnace, one diesel fired hot water generator, one electrical operated tempering furnace, 04 electrical operated grinding machines and all of these are provided with stacks of adequate height. 3.     The industry has installed 04 wire drawing lines which are attached with common alkali scrubber as APCD and adequate stack. 4.     The industry has installed 02 electro galvanizing lines 1 & 2 with separate alkali scrubbers as APCD alongwith adequate stack of height. 5.     The industry has now installed the machinery for which it has obtained NOC i.e. Press shop, Grinding shop, moulding section, Assembly section, Auto pack machine, Other misc. machinery in the newly constructed building as proposed in the NOC. There is no air polluting machinery and only a slight increase in effluent generation is there from the grinding section i.e. around 3 KLD as proposed in the NOC. 6.     The industry had installed 6 no of DG sets in acoustic enclosure. The industry has added one D.G. set of capacity 250 KVA, which is provided with canopy and stack of adequate height. 7.     The industry had already installed of capacity 101 KLD for the process water. After ETP the treated trade effluent is being passed through RO membranes. The RO permeate is being recycled in the process and the reject is being forced evaporated through the solar evaporators system. The industry has installed water meter at the ETP outlet line leading to RO system (meter reading 1704 m3) The industry has also installed water meters on the RO permeate reuse line (meter reading 2045 m3) and RO reject evaporation line (meter reading 488.0 m3). As per the record maintained by the industry the treated effluent at ETP outlet ranges from 10 to 20 KLD (on average) out of which nearly 70% is the quantity of RO permeate which is recycled back in the process and 30% is RO reject which is evaporated. 8.     The industry has installed two STP’s based on MBBR Technology for treating its domestic effluent one of 100 KLD and other on 50 KLD, which is adequate for D.E. The industry has developed plantation area in 2 acres based on Karnal Technology, for disposal of treated domestic effluent, which is adequate. The industry has installed water meter on the outlet of both the STPs. The effluent at the outlet of 100 KLD STP is on average of around 35 KLD and at the outlet of 50 KLD STP is around 15 KLD. 9.     The effluent sample collected from outlets of both the STPs on 12.09.2022 and as per the analysis report the various parameters are found within limits. 10.  The industry is engaged in acid pickling process with the help of H2SO4. The spent acid generated in the acid pickling process is being lifted to the authorized re-processors i.e M/s Fertichem Industrial Corporation, Vill Kanganwal, Ludhiana @ 40000 Ltr per month and M/s JBR Technologies Pvt. Ltd., Vill Mangarh, Kohara, Ludhiana @ 40000 Ltr/Month. 11.  The industry is maintaining record of spent acid lifted to both the re-processors. During last six months, the industry has lifted 1,70,600 Ltr (average 28433 Ltrs per month)  spent acid to M/s Fertichem Industrial Corporation, Vill Kanganwal, Ludhiana and 123000 ltr ( average 20500 Ltrs per month) of spent acid to M/s JBR Technologies Pvt. Ltd., Vill Mangarh, Kohara, Ludhiana. 12.  The industry has installed 04 wire drawing lines which are attached with common alkali scrubber as APCD with adequate stack. The last air emission sample of wire drawing section was collected by the Board on 14.02.2019. As per analysis report, the conc. of SPM was observed 15 mg/NM3 against the permissible limit of 50 mg/NM3. 13.  The industry has installed 02 electro galvanizing lines 1 & 2 with separate alkali scrubber as APCD alongwith adequate stack height. The last air emission sample of 2nd galvanizing line was collected by the Board on 14.02.2019. As per analysis report, the conc. of SPM was observed 17 mg/NM3 against the permissible limit of 50 mg/NM3.   In view of above, it is recommended that varied consent to operate under the Air Act, 1981 may be granted upto 31.03.2027 with special condition that the industry shall get monitored its APCDs from the Board’s Lab, within one month.
