It is submitted that the industry was granted for obtaining renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/BAR/2018/7486355 dated 25/06/2018, valid upto 30/09/2022 for manufacturing of Grey Board (Plain Gatta) @ 1500 Kg/day (Avg) by using Waste Paper @ 1000 Kgs/day, Paddy Straw @ 300 Kgs/day & Old Bardana Jute @ 300 Kgs/day, as raw material, with certain conditions and special condition that the industry shall not use any primary ETP sludge of paper industry without obtaining permission from the Board as required under the Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016. Now, the industry has applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Grey Board (Plain Gatta) @ 1.25 MTD by using ETP Sludge @ 250 Kgs/day, Paddy Straw @ 800 Kgs/day & Old Bardana Jute @ 200 Kgs/day, as raw material. The industry has deposited consent fee of Rs. 9900/- (Rs. 9000/- water consent fee + Rs. 900/- penalty fee) vide        UTR. No. 000748429379 dated 17/12/2022 under the Water (Prevention & Control of Pollution) Act, 1974, against the value of gross fixed assets of Rs. 16.75 lacs, CA certificate dated 31/10/2022, which is adequate upto 30.05.2028. As per CA certificate, the industry has not added in lad and building in its premises. The industry has provided shed and bund walls for storage of ETP sludge to be procured from paper mills. The industry has submitted the letter dated 20.10.2022 from M/s DSG Papers Private Limited, Patiala for procurement of  ETP Sludge after obtaining permission from the Board. To verify the facts, the site was visited by AEE of this office on 25.01.2023 and it was observed as under :- 1.    The industry was in operation and engaged in manufacturing of Grey Board (Plain Gatta) by using Waste paper, Paddy Straw, cow dung & Old Bardana Jute as raw material. 2.    The industry is re-circulating its entire process water back into the process after passing through settling tanks. 3.    The industry is not discharging any trade effluent, only domestic effluent is being discharged onto land for plantation after passing through septic tank. 4.    The industry has installed flow meter at source of water supply and is maintaining the record of water consumed in the process. 5.    The industry has not installed any boiler/ furnace/ DG set in its premises and no fuel is used for burning purpose. 6.    The industry has constructed an impervious room of size 17' x 13.5' x 12' and shed of size 45' x 27' x 15' for storage of ETP sludge. 7.    The industry has provided shed with bund walls for storage of ETP sludge. The representative of the industry has informed that the ETP sludge will be procured after obtaining AUC certificate from the Board. The industry is complying with the SOPs framed for such type of units. A copy of the compliance submitted by the industry is attached below. 8.    The industry has submitted a letter regarding ETP sludge procured from M/s DSG Paper Pvt. Ltd., Patiala dated 20.10.2022 and the same is reproduced as under:- "We may supply primary ETP sludge (as such basis i.e. wet pulp as it generated at our ETP) subject to the availability of the same at our mills for reprocessing at your end as per the norms of Punjab Pollution Control Board permission (i.e. authorization certificate) for the usage of ETP sludge in your plant." 9.    The industry has was advised to apply for obtaining fresh authorization under the provisions of the Hazardous and Other  Wastes (Management and Transboundary Movement) Rules, 2016 alongwith actual user certificate. 10.            The industry is complying with the conditions imposed in the consent to operate granted to the industry under the Water Act, 1974 and SOP's framed for such type of units. From the above, it is evident that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974. Keeping in view of above, it is, therefore, recommended that the varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted for short period upto 30/09/2023 to the industry with usual conditions and following special conditions that :- 1.      The industry shall apply for obtaining fresh authorization under the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 alongwith actual user certificate. 2. The industry shall re-circulate its entire wastewater in its process and shall  not discharge under any circumstances.
