As per the directions of the Competent Authority of the Board, 1 garment washing machine, 1 cabinet of 120 Kg & 01 cabinet of 60 kg were sealed on 17.10.2022, due to excess discharge of effluent as shares allotted to it. The seals were found intact with earlier sealed machinery during visit.</span></p>

No effluent/ raw material of these machines was seen at site. Conditions indicate that it is not in use from long time. The representative informed that it is lying for sale.</span></p>
<p class="MsoNormal" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: EN-US;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span></span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-language: EN-US;">The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 236.4 KLD from </span><span style="font-family: 'Tahoma','sans-serif';">06 cabinet dyeing machines (120 Kgs X 2, 60 Kgs X 4) & 03 nos. garment washing machines of capacity 100 Kgs each</span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-language: EN-US;">. However, the industry has granted 150 KLD shares on 22.07.2022 of CETP, hence the discharge of the industry was 86.4 KLD more than the share allotted to it. Hence, </span><span style="font-family: 'Tahoma','sans-serif';">1 garment washing machine, 1 cabinet of 120 Kg & 01 cabinet of 60 kg sealed by the Board.</span></p>
<p class="MsoNormal" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: EN-US;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: EN-US;">The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply.</span></p>

Boiler was not in operation during visit, as only garment washing was in operation.</span></p>

<p class="MsoNormal" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has submitted stack emission sample report of the boiler carried out on 04.07.2022 and as per analysis report, the parameter of SPM is within the prescribed limits of the Board.</span></p>

The industry has not submitted any land use certificate. However, as per the Common land use certificate issued by the DTP vide letter no. 1313-DTP(L)/I-16 dated 13.04.2011 (copy enclosed). Right side of the Tajpur Road falls in the Residential Zone and left side to the falls in the Industrial Zone. This unit falls on main Tajpur Road left side on Buddha Nallah and also there are industrial, commercial & residential establishment near this unit. </span></p>
<p class="MsoNormal" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: EN-US; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">12.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">Further, some units have made the complaint regarding</span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: EN-US;"> in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process<span style="mso-bidi-font-weight: bold;"> at Board and at Govt. Level. </span></span></p>
<p class="MsoNormal" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: EN-US; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">13.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: EN-US; mso-bidi-font-weight: bold;">It is submitted that the study of the effluent generation and machinery of the dyeing of Tajpur Road, Ludhiana has been recently done by the Guru Nanak Dev Engineering College, Ludhiana (GNE). Further, the matter regarding the finalization of the shares of CETP 50 MLD Tajpur Road, Ludhiana yet has not decided. The earlier shares allotted by the PDA vide its letter dated 22.07.2022 has been considered temporarily by the Board and an interim consent is granted to the units till the finalization of the shares between member units of CETP 50 MLD. The unit is connected with CETP 50 MLD and has installed the EMF meter at outlet.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: EN-US; mso-bidi-font-weight: bold;"><span style="mso-tab-count: 2;"> </span>In view of above, it is recommended that:</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo3;"><span style="text-indent: -0.25in; font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="text-indent: -0.25in; font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with usual conditions.</span></p>
