CTOW/Renewal/BAR/2022/19561814 dated 12/08/2022 &amp; Air Act, 1981 vide no. CTOA/Renewal/BAR/2022/19561773 dated 12/08/2022, both valid upto 30/09/2023, for manufacturing of Sorted raw rice (without dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material, with certain conditions mentioned therein.</span></p> <p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: 0.75in;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">Now, the industry has installed dryer without increase in production capacity and has applied for obtaining varied consents to operate under the Water Act, 1974 &amp; the Air Act, 1981, for production of sorted raw rice (with dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material.</span></p> <p class="MsoListParagraphCxSpFirst" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify; text-indent: -22.5pt;"><span style="font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-family: Tahoma, 'sans-serif'; background: white;">The industry has submitted the certificate issued by Naib Tehsildar, Mehal Kalan dated 19/07/2022, stating that the land of industry falls outside the limit of Municipal Council.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify; text-indent: -23.25pt;"><span style="font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-family: Tahoma, 'sans-serif'; background: white;">The industry&nbsp;</span><span style="font-family: 'Arial Unicode MS', 'sans-serif'; background: white;">had already</span><span style="font-family: Tahoma, 'sans-serif'; background: white;">&nbsp;deposited consent fee of Rs. 42,000/- deposited vide R.No. SDL121737798 dated 18/01/2023 under the Water Act, 1974 &amp; Rs. 42,000/- deposited vide R.No. SDL121737362 dated 18/01/2023 under the Air Act, 1981, against the gross Rs. 123.35 lacs, as per CA certificate as on 15/12/2022, which is adequate upto 30/09/2027. The industry has also deposited the NOC regularization fee of Rs. 1800/- vide UTR No. SDL121737963 dated 18/01/2023 for change in the fixed assets from Rs. 112.29 lacs to Rs. 123.35 lacs for the installation of dryer.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify; text-indent: -23.25pt;"><span style="font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-family: Tahoma, 'sans-serif'; background: white;">The industry has also submitted the feasibility report and completion certificate of cyclone separator as APCD attached with paddy cleaner of dryer section. The Govt. of Punjab, Department of Science, Technology &amp; Environment vide notification no 10/48/2004-STE-(4) / 932 dated 15/10/2013 has notified siting guidelines for new/existing rice sheller unit, which is reproduced as under for any expansion / modernization in the existing rice sheller unit.&ldquo;Sortex machine is permitted to be installed in the existing rice shelling units / saila plants irrespective of siting guidelines, provided they have obtained consents under the Water Act, 1974 &amp; the Air Act, 1981 and there is no increase in the consented capacity and polluted load.&rdquo;</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">To verify the compliance of consent conditions earlier granted to the industry &amp; the code of practice, the industry was visited by undersigned on&nbsp;</span><span lang="PA" style="font-family: 'Arial Unicode MS', 'sans-serif'; background: white;">30/01/2023</span><span style="font-family: Tahoma, 'sans-serif'; background: white;">&nbsp;and it was observed as under:-</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">1. The industry was in operation.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">2. The industry has installed the machinery in its premises for the production of sorted raw rice with dryer. The industry has installed dryer within its existing premises and has not constructed any new building, thus amended building plan is not required.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">3. The industry has covered all the processing sheds.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">4. The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">5. The industry has provided cyclones as APCD along with stack of adequate height to control the process emissions from shelling section and paddy cleaner of dryer section. All the dust emitting points were connected to the cyclones and have provided sampling arrangements for collection of stack emission sample.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">6. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">7. The industry has provided jalli of 5 feet height above the brick wall in front of the discharge point of rice husk area.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">8. The industry has no source of trade effluent generation and the industry has provided septic tank for treatment of domestic effluent to be generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">9. The industry is complying with the code of practice notify by the Govt. of Punjab, Deptt. of Science, Technology &amp; Environment vide notification no 10/48/2004-STE-(4) / 932 dated 15/10/2013 and conditions of NOC earlier granted to it under the provisions of the Water Act, 1974 &amp; the Air Act, 1981. The competency for grant of consents to the rice shellers with or without dryer lies with the Environmental Engineer of the Regional Office.</span></p> <p class="MsoListParagraphCxSpLast" style="margin: 0in 0in 0.0001pt 22.5pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; background: white;">10. It is further added here that the Board vide its letter no. SEE(HQ-II)2018/9982-10003 date 27/03/2018 as requested to strictly follow the consent validity criteria for grant of consents to red/orange/green categories industries for 05 years, 10 years &amp; 15 years, respectively.</span></p> <p><span style="font-size: 11pt; line-height: 16.8667px; font-family: Tahoma, 'sans-serif'; background: white;">In view of above, it is recommended that varied consents to operate under the Water Act, 1974 &amp; the Air Act, 1981 may be granted to the industry upto 30/09/2027, for manufacturing of Sorted Raw Rice (With Dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material, subject to the suitable conditions as per the policy of the Board and following special conditions that the industry shall get its APCD monitored from Board&rsquo;s lab &amp; shall submit analysis report to the Board.</span></p>
