CTOW/Varied/SAS/2019/11736891 dated 10.12.2019 valid till 31.03.2022 subject to special condition as under:</span></p> <p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry will not discharge its untreated/ treated effluents into any River/Drain/Choe etc., directly/ indirectly, in any circumstances. </span></p> <p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry shall maintain proper record of fresh water consumption in the process viz-a-viz trade effluent got lifted by the operator of CETP at Ludhiana and make the record available to the authorised visiting officer of the Board and further submit the monthly record to Environmental Engineer, Regional Office, SAS Nagar by 7th of every month.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">Now, the industry has applied for renewal for CTO under Water Act, 1974 and Air Act, 1981 for manufacturing of Rail Coach Components @ 3600 No./day along with requisite documents.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">The industry has submitted compliance report of the conditions of the previous CTO under Water Act, 1974 and Air Act, 1981 granted to it. </span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">The industry has submitted CA certificate as per which value of fixed assets as on 31.03.2022 is Rs 179.59 Lacs. The value of fixed assets has increased from Rs 172.09 lacs to Rs 179.59 Lacs and the industry has submitted that the increase in assets is due to purchase of welding sets and there is no increase in production capacity. The industry has deposited Rs 64800/- vide UTR no. HSBCN23035543868 dated 04.02.2023 under Air Act, 1981 and amounting to Rs 66700/- vide UTR no. HSBCN23035543868 dated 04.02.2023 under Air Act, 1981 vide UTR no. HSBCN23035543859 dated 04.02.2023 under Water Act, 1974. The consent fee is adequate till 31.03.2027 under both acts after accounting for NOC regularization fee and late fee.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">The industry has made agreement with CETP operator M/s Bantech Water Private Limited, Channolon on 03.02.2023 for lifting of effluent @ 1000 ltr/month.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">On scrutinizing the application, following clarification was raised on 08.02.2023 :</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">1) the industry was granted CTO for manufacturing of Rail Coach Components @ 3600 nos/day and lifting of waste-water @ 2000 ltr/month to JBR. Now the industry has applied for renewal of CTO for manufacturing of Rail Coach Components @ 3600 nos/day and has made agreement with M/s Bantech for reduced quantity of 1000 ltr/month.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">No reply has been received from the industry.</span></p> <p class="Default" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif;">The industry was visited by AEE of this office on 10.02.2023 and contacted Sh. PL Bansal, Director (9463412413). During visit, it was observed as under: </span></p> <p class="Default" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif;">&nbsp;</span></p> <p class="Default" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry was in operation and was engaged in the process of manufacturing of Rail Coach Components such as water tanks and fuel tanks. </span></p> <p class="Default" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry has installed CNC machine, rolling machines, welding machines, and other machinery for manufacturing of rail coach components.</span></p> <p class="Default" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry has also installed one no. Shot blast machine with dust collector as APCD but from the physical condition it appeared that the same has not been operated since long. The representative informed that earlier they were manufacturing head stock component in which there was a requirement of shot blast machine, however now the railway authorities are no longer demanding the product.</span></p> <p class="Default" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry has not provided water meter on the line carrying fresh water to the degreasing section (Dipping in Hydro-floric &amp; Nitric acid). The representative informed that the meter has gone faulty and has been sent for replacement. </span></p> <p class="Default" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry has provided 4 tanks in which one tank is used for degreasing and other tanks for rinsing of components in water. No record of water consumption and waste-water disposal could be produced during visit. The industry is getting lifted the waste-water from these tanks to CETP operator as informed by the representative. The matter was discussed telephonically with CETP operator, Channalon and he informed that the industry has not lifted the waste-water to them till date and thereafter the matter was discussed with CETP operator, Ludhiana and he informed that the industry has not lifted the effluent in 2022 &amp; 2021 to them. Around 6.5 KL water was found lying in the 2 rectangular tanks and one cylindrical tank in which the components are dipped after degreasing and from where the waste-water is lifted to CETP operator.</span></p> <p class="Default" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry has provided one no. DG set of capacity of 125 KVA which is equipped with canopy and stack of adequate height. </span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">&nbsp;</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">In view of above, it is recommended as under:</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">1) The industry may be granted CTO under Air Act, 1981 till 31.03.2025 subject to same conditions as mentioned in previous CTO.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">2) Show-cause notice for the violations of the provisions of the Water Act, 1974 with an opportunity of personal hearing may be issued to the industry.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">Submitted please.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">&nbsp;</span></p> <p class="MsoNormal" style="text-align: justify;"><strong><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">Competency: SEE</span></strong></p>
