CTOW/Renewal/SAS/2022/17881577 dated 25.04.2022, valid till 31.03.2023 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2022/17881537 dated 11.03.2022, valid till 31.03.2023 for operating an institute ( Phase-I & Phase-II comprises existing blocks i.e. Administration, Academic Block, Recreation, Conference, Faculty Housing, Bachelor Housing, etc.) in an area of 70 acres having built up area @ 81,733.816 sqm, generation of domestic waste water @ 120 KLD and after treatment in STP of 405 KLD (</span><span style="font-size: 12.0pt; font-family: 'Times New Roman',serif; color: black; mso-color-alt: windowtext;"> (3 x 135 installed in 3 modules) disposed off in flushing @ 2 KLD and in plantation @ 118 KLD </span><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">with suitable conditions as under:</span></p>

<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">Thereafter, the project proponent was granted expansion of Consent to Establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for developing Faculty Housing-2 within the institute consisting of 32 flats out of which, 20 flats are 3 BHK and 12 flats are 1 BHK)in an area of 70 acres and the total built up area will be increased to 90737.44 sqm vide no. CTE/Exp/SAS/2022/18699784 dated 18.11.2022 valid till 17.11.2023 along with requisite documents.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">Now, the pp has applied for renewal of CTO under Water Act, 1974 and Air Act, 1981 for operating an institute ( Phase-I & Phase-II comprises existing blocks i.e. Administration, Academic Block, Recreation, Conference, Faculty Housing, Bachelor Housing, etc.) in an area of 70 acres having built up area @ 81,733.816 sqm, generation of domestic waste water @ 120 KLD and after treatment in STP of 405 KLD (</span><span style="font-size: 12.0pt; font-family: 'Times New Roman',serif; color: black; mso-color-alt: windowtext;"> (3 x 135 installed in 3 modules) disposed off in flushing @ 2 KLD and in plantation @ 118 KLD.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 287.85 crore as on 31.03.2022 which has increased from 287.36 crore which has increased by Rs 49 Lacs. The project proponent has deposited Rs. 8,46,000/- vide UTR no. KKBKR22023020107737468 dated 01.02.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 846000/- vide UTR no. KKBKR22023020107737469 dated 01.02.2023 under Air (Prevention & Control of Pollution) Act, 1981, adequate till 25.03.2026 under Water Act, 1974 after adjustment of NOC regularization fee and till 31.03.2026 under Air Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">The project proponent had obtained Environment Clearance vide no. SEIAA/M.S./2011/20939 dated 17.05.2011 for development of an Educational Institution at Sector-81 Mohali on a plot area of 2,83,279 sq. m. The total proposed built-up area is 1,68,643 sq. m. The proposed water requirement for domestic purposes is 455 KLD. The wastewater generation will be 362 KLD and a STP of capacity 402 KLD will be installed. Out of 362 KLD, 131 KLD will be used for HVAC, and the remaining will be used for horticulture purpose during summer & winter season. However, during monsoon season, the demand for horticulture will be 157 KLD and at that time 74 KLD will be used for flushing purpose. Total solid waste generation will be 1800 kg/day.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">However, thereafter MOEF&CC vide Office Memorandum no. 19-2/2013-IA-III dated 09.06.2015 clarified that Schools, Colleges and Hostels for Educational Institutions having built-up area more than 20,000 sq.m. but less than 1,50,000 sq.m. are exempted from obtaining prior Environmental Clearance under the provisions of EIA Notification, 2006 subject to Sustainable Environmental Management.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">The project proponent has obtained CGWA clearance vide no. 21-4(339)/CGWA/NWR/2010-2745 dated 23.12.2010 for abstraction of ground water 555.13 m<sup>3</sup>/day through 2 borewells. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">The project proponent has made Memorandum of Understanding agreement with the Government of Punjab. The project proponent has obtained site plan approved from Chief Town Planner, Punjab vide no. 2289 CTP (Pb)/SC – 120 dated 20.05.2022 for Phase I, II & III total plot area 70 acres and built up area is 81733.816 + 8995.84 = 90729.656 sqm.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">The project proponent has submitted compliance report of the previous Consent to Operate granted under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">The project proponent has carried out water audit from M/s Environclean Consultants, 3 Garg Complex (2nd floor) Opp PWD Rest House Near Thapar University, Bhupinder Singh Road, Patiala.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">The site was visited by the undersigned on 10.02.2023 and contacted Sh. Deepan Goswami, Manager Engineering (8427643335). During visit it was observed as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: normal; background: white; margin: 0in 0in 0in 53.5pt;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">2.</span><span style="font-size: 7.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; color: black;"> </span><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">The institute have installed STP consisting of 3 modules of 135 KLD, out of these 2 modules of 135 KLD each have been brought in operation and one module is yet to be made operational. The STP consist of following components:</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: normal; background: white; margin: 0in 0in 0in .75in;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">Collection tank – Screen Bar – Equalization tank (27 m<sup>3</sup>) – Aeration tank I, II & III (120 m<sup>3</sup> each, presently aeration I & II are brought into operation) – Tube settler I, II & III (36.5 m<sup>3</sup> each, presently Tube settler I & II are brought into operation) – Chlorine contact tank (37.5 m<sup>3</sup>) – Pressure sand filter – Activated carbon filter – Treated water tank I & II (94 m<sup>3</sup> each) – Ultra filtration.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: normal; background: white; margin: 0in 0in 0in .75in;"><span style="font-size: 12.0pt; font-family: 'Cambria',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black;">During visit the STP was in operation and treated water was being supplied for irrigation. The treated water is used for plantation purposes after activated carbon filter and for flushing activities after ultra filtration. The reading of water meter at the outlet of STP was 165105.814 KL, reading of water meter on the line for plantation was 8435 KL and water meter on the line for flushing and the reading was 82 KL. The institute has also provided treated water line used for backwashing and reading was 1600 m3. The institute has provided energy meter on the STP. <strong>The representative informed that the institute has developed 12 acres green area for use of treated water. The green area is capable of utilizing 267 KLD during summer season (considering 5.5 ltr/m2), 81 KLD during winter season (1.8 ltr/m2) and 24 KLD during monsoon season (0.5 ltr/m2). Hence the disposal arrangement are inadequate in winter and season for the CTO sought.</strong></span></p>
