<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">The hospital has applied for fresh CTO under Water Act, 1974 and Air Act, 1981 for operating a hospital having 20 beds at SCO-17-18, Ambala Road, Dakoli, Zirakpur. The hospital has made agreement with CBWTF operator M/s Rainbow Environments Pvt. Ltd, Mohali for lifting of bio-medical waste from his hospital for 20 beds on 24.09.2021 which is valid till 23.09.2024.The hospital has submitted authority letter from partners in the name of Dr. Tushar for signing all documents for registration in pollution control board. The hospital has submitted partnership deed executed between Mr. Mohd Afsar, Mr. Tushar and Mr. Satvinder Saini on 22.06.2021. The hospital has submitted registered lease deed executed between Mr. Desh Raj Singla S/o Ram Lal with the Curasia Multispeciality hospital wef 01.11.2021 <strong>for SCO no. 18</strong> and is valid for 7 years subject to terms and condition as mentioned therein. The hospital has submitted registry of the SCO no.-18 issued in the name of the Mr. Desh Raj Singla S/o Ram Lal. The hospital has submitted document issued in the name of Mr. Desh Raj Singla S/o Ram Lal by EO, MC, Zirakpur vide no. 1053 dated 24.09.2021 intimating that the building plan of the <strong>SCO no. 17</strong> has been approved by MC vide letter no. 4058 dated 22.07.2019 and MC has no objection if electricity connection is released by PSPCL for its commercial use. The hospital has submitted GST certificate issued in the name of hospital on 04.01.2022.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">The hospital has submitted sampling report dated 25.01.2023 of the sample carried out M/s Idma Laboratories, Panchkula from the ETP outlet and as per report, the various parameters are within prescribed limits of the Board which is not possible as per site conditions observed during visit and the report is fake.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">The hospital has deposited CTO fee vide UTR no. P033230218127976 dated 02.02.2023 amounting to Rs 5000/- under Air Act, 1981 and vide UTR no. P033230218128718 dated 02.02.2023 amounting to Rs 5000/- under Water Act, 1974. The hospital has not submitted proper proof of date of commissioning.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">On scrutinizing the documents of the applicant, following clarifications were raised on 09.02.2022 with request to reply within 2 days:</span></p>

<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;">·<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif; color: #5d5d5d; background: white;">The hospital has mentioned that 0.6 KLD effluent is generated from the hospital which is not in order as per water requirement given in National Building Code of India. As per the calculation given, around 6-7 KLD effluent will be generated from the hospital.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">However, no reply has been received from the hospital till date.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">The hospital was visited by under-signed on 10.02.2023 and contacted Dr. Tushar, Director (8437144531). During visit it was observed as under:</span></p>

The representative informed that the building is on lease and is operating in commercial SCOs. No beds has been presently installed at 2<sup>nd</sup> floor of the SCO.</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;">2)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The hospital was not cutting the plastic gloves being thrown into red bin.</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;">3)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The hospital has not kept color coded bins in the laboratory, First floor nursing station. The hospital has not provided biomedical waste final storage room for storage of bio-medical waste of different categories in different bin before disposal to CBWTF operator.</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;">4)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">No autoclave has been installed in the lab for autoclaving the vials before disposal into color coded bins.</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;">5)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The hospital has installed DG set of 50 KVA with canopy and adequate stack height.</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;">6)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The hospital has installed a clarifier tank for the treatment of waste-water of the hospital but the same is not connected with the pipeline carrying waste-water and the same was found directly connected with sewer of MC. The so called ETP installed is not properly designed to meet the prescribed standards.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">In view of above, it is recommended as under:</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Arial',sans-serif;">Show-cause notice for refusal of the CTO applied under Water Act, 1974 & Air Act, 1981 for the violations of the Water Act, 1974 and BMW Rules, 2016 with an opportunity of personal hearing may be issued to the hospital.</span></p>
