CTOW/Renewal/PTA/2022/18246508 dated 09/05/2022, which is valid upto 31/03/2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2022/18246486 dated 09/05/2022, which is valid upto 31/03/2023 for manufacturing of Rectified Spirit/Ethyl Alcohol/Ethnol/ENA/Bottling @ 70.0 Metric Tonnes/Day by using Grain @ 160 Metric Tonnes/Day as raw material and for reuse of entire trade effluent into process after treatment in ETP and MEE. </span></p>
<p class="MsoNoSpacing" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">Thereafter, the industry has obtained consent to establish (NOC expansion) from pollution angle vide no. CTE/Exp/PTA/2021/14354887 dated 02/02/2021, valid upto 10/12/2021 for installation of another unit to produce Ethanol/ENA/Rectified Spirit @ 105 KLD by using Grain @ 235 MT/day as raw material, Bottled Liquor (IMFL/CL) @ 25000 cases/day, Thermal Power (for captive use) @ 3 MW as the main product and DDGS @ 70 MT/day, CO2 @ 75 MT/day as By-product for along with Zero Liquid discharge of trade effluent. This CTE was extended upto 10.12.2022. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNoSpacing" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">Now, the industry has applied for extension in the validity of Consent to Establish (NOC expansion) granted to it under the Water Act, 1974 and Air Act, 1981 for manufacturing of Ethanol/ENA/Rectified Spirit @ 105.0 KL/Day, Bottled Liquor (IMFL/CL) @ 25000 Cases/Day, Thermal Power (For Captive Use) @ 3.0 Megawatt by using Grain @ 235 Metric Tonnes/Day as raw material & DDGS @ 70.0 Metric Tonnes/Day, Co2 @ 75.0 Metric Tonnes/Day (as By-Products) and has deposited Rs. 31800/- (NOC extension fee) vide UTR/Reference No. 841344008 dated 17.12.2022 against the project cost of Rs. 31800.00 lakhs (as per application form). The fee deposited by the industry is adequate for one year. </span></p>
<p class="MsoNoSpacing" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">To verify the contents of the application, the industry was visited by AEE of this office on 06.02.2023 and contacted Sh. Gopesh Gupta, Plant Head and Asif Khan, Project Head at site. During visit, it was observed as under:</span></p>
<p class="MsoNoSpacing" style="margin-left: 41.25pt; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">The industry (Distillery section) was not in operation. As per record, the industry is not in operation since November, 2019. Only bottling was in operation. The representative informed that the expansion work is under progress and the expansion project will tentatively be completed by May/June, 2023. </span></p>
<p class="MsoNoSpacing" style="margin-left: 41.25pt; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">The industry has installed ETP for treatment of trade effluent, which is about 700 meters from the factory premises. </span></p>
<p class="MsoNoSpacing" style="margin-left: 41.25pt; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">ETP was not in operation at the time of visit. The representative informed that presently only fresh PET bottles are being used for bottling purpose and as such no washing in being carried out and no trade effluent is being generated. </span></p>
<p class="MsoNoSpacing" style="margin-left: 41.25pt; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">The condition of ETP reveals that it has not operated from long as wild grass has been grown near vicinity and collection tanks were found in dry condition. </span></p>
<p class="MsoNoSpacing" style="margin-left: 41.25pt; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">The industry has installed multi-cyclone as APCD with the boiler of capacity 12 TPH to control the process emissions generating during the milling section. Further, excavation work for installation of 35 TPH based boiler was under progress. </span></p>
<p class="MsoNoSpacing" style="margin-left: 41.25pt; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">Lagoon located nearby bio-compost yard and at backside of the industry was found empty. Also, the bio-compost yard was found empty. However, some effluent was found in 2 no. lagoons located near MEE area. The representative informed that the effluent in these 2 nos. lagoons is rain water.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNoSpacing" style="margin-left: 41.25pt; text-align: justify; text-justify: inter-ideograph; text-indent: -23.25pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">The industry has installed 2 no. D.G. sets of capacities 500 KVA and 72.5 KVA equipped with canopy and adequate stack height.</span></p>
<p class="MsoNoSpacing" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">The industry is complying with the provisions of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. </span></p>
<p class="MsoNoSpacing" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">Keeping above in view, it is recommended that validity of consent to establish (NOC) from pollution angle may be extended for further one year with suitable conditions.</span></p> |
