Approx. 200 Kg of raw material l.e. non-woven fabrics in the form of rolls and 1000 Kg of Biaxially Oriented Polypropylene (BOPP) and 700 Kg of final product i.e. carry bags was found inside the promises of the industry.</span></p>

However, as per PSPCL electric bill and as informed by the representative of the industry, the unit is in operation since Jan, 2019.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Therefore, the industry was not complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 and operating its unit without having obtaining consents to operate from the Board under both the Acts. Thus, violating the provisions of the said Acts intentionally & deliberately. </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">Accordingly, show cause notice for violations of the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before the Senior Environmental Engineer on 20/01/2023.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">Sh. Sahil Garg, Partner of the industry attended the personal hearing and submitted the written reply, which was taken on record. He further stated that they are manufacturing shopping/ packing bags made of BOPP laminated non-woven, coat covers, suit covers, masks, PP woven/ HDPE bags, pillow covers, shoe covers and matters sheet covers. He further stated that they could not obtain the Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, as they not clear whether these items are permitted as per Govt. notification dated 18/02/2016 and Govt. notification dated 12/08/2021.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">After hearing the officer of the Board and the Partner of the industry, Senior Environmental Engineer, Zonal Office-II, Patiala decided that:</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-indent: -.25in; line-height: 115%; mso-list: l0 level1 lfo4; margin: 0in 1.8pt 12.0pt .25in;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Arial;">The industry shall apply for Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 within 15 days for the manufacture of permitted products as per Govt. of Punjab notification no. 5/18/2016-4SS4/692728/1 dated 18/02/2016 and Ministry of Environment, Forest & Climate Change, Govt. of India vide notification dated 12/08/2021. </span></p>

<p class="MsoNormal" style="margin-right: 1.8pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">Now, it has applied for fresh 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along-with requisite documents through OCMMS. The industry has deposited Rs. 54000/- vide UTR no. N33922223281853 dated 05/12/2022 and Rs. 90000/- vide UTR no. N030232306912374 dated 30/01/2023 on account of Water consent fee and Rs. 64800/- vide UTR no. N339222232754031 dated 05/12/2022 and Rs. 90000/- vide UTR no. N030232306911253 dated 30/01/2023 on account of Air consent fee against the un-depreciated fixed assets of Rs. 229.74 Lacs, as on 31/03/2022 as per CA certificate dated 02/11/2022, which is adequate <strong>upto 30/09/2028</strong> as per Board's Office Order dated 29/10/2018 after deducting NOC regularization charges of Rs. 10800/-</span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">Accordingly, the industry was visited by the AEE of this office on <strong>12/02/2023.</strong> During the visit, it was observed as under:</span></p>

However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Khanna. The permission for C.L.U. for <strong>Printing Press</strong> is granted as per the provisions of "The Punjab Regional & Town Planning & Development Act, 1995" and Rules framed there under & in view of instructions issued by Government from time to time."</em></span></p>
