<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%; background: white;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">The industry is a pyrolysis unit and was granted consent to operate under the provisions of the Water Act, 1974 & Air Act, 1981 with validity upto 30.06.2022. Also, PSPCL authorities were directed to restore the supply of electricity temporarily upto 30.06.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%; background: white;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">The industry applied for extension in the validity of CTOs. The industry was visited on 01.10.2022 and it was observed that:-</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in 4.0pt 40.5pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">1. For the carbon powder generated from the reactor, underground room type storage provided, which is not completely closed and also no proper pneumatic/screw conveyor system provided to prevent the carbon powder emissions from the reactor into the atmosphere.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in 4.0pt 40.5pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">2. Wet scrubber provided as APCD with the furnace, but the same was not in working condition as there are openings in the APCD, with no provision for chemical dosing.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in 4.0pt 40.5pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">3. Sensor to measure the conc. of CO gas is not installed.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in 4.0pt 40.5pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">4. The industry has not submitted the report from the concerned department related to adoption of safety measures inside its premises as prescribed by the Govt. of Punjab vide notification dated 15.10.2014.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%; background: white;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;"><span style="mso-tab-count: 1;"> </span><span style="mso-tab-count: 1;"> </span>The industry was issued show cause notice before refusal of consents to operate applied under the Water Act, 1974 & Air Act, 1981 alongwith an opportunity of personal before the Chief Environmental Engineer (B) on 17/10/2022, wherein it was decided that:-</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .5in; text-align: justify; text-indent: -.25in; line-height: 150%; background: white;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">1. The applications submitted by the industry for obtaining consents to operate under the Water Act, 1974 & Air Act, 1981 be returned and advised to resubmit the same after removing incompletions pointed out by the Board as well as after complying code of practice as prescribed in the notification dated 15.10.2014 issued by the Govt. of Punjab.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 150%; background: white; margin: 0in 0in .0001pt .5in;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">2. Environmental Engineer, Regional Office, Bathinda shall keep a watch over the activities of the industry and recommend action in case any violation (s) are observed.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; background: white; margin: 0in 0in .0001pt .25in;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;"> <span style="mso-tab-count: 1;"> </span><span style="mso-tab-count: 1;"> </span>In compliance to the decisions of the personal hearing, the application applied under the Water Act, 1974 & Air Act, 1981 were returned.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; background: white; margin: 0in 0in .0001pt .25in;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;"> Now the industry has again applied for obtaining consents to operate under the Water Act, 1974 & Air Act, 1981 and the Regional Office has reported vide note dated 31.01.2023 & 09.02.2023 that the industry is complying with the provision of the Water Act, 1974 & Air Act, 1981 and also no violation has been reported w.r.t. the code of practice prescribed for such type of units vide notification dated 15.10.2014 except that the industry has not submitted the report from the concerned department regarding the adoption of safety measures inside its premises. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; background: white; margin: 0in 0in .0001pt .25in;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;"><span style="mso-tab-count: 2;"> </span>In view of above, it is recommended that:-</span></p>
